1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online, of 5th March 2019 and on the African Development Bank Group’s Internet Website.

2. The Federal Government of Nigeria has received financing from the African Development Bank in various currencies towards the cost of Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme (IBSDLEIP) in Adamawa State and intends to apply a portion of the proceeds of the loan to eligible payments under the contract for the Constructions / Rehabilitation of 7 nos of PHCs 2 Bedroom, 1 unit of 4 Bed Rooms Semidetached, Fencing Wall and 2No of 3 Compartments Male & Female Pour Flush Latrines in 7 LGAs of Adamawa State.

3. The Adamawa State IBSDLEIP now invites sealed bids from eligible bidders for the under listed Constructions/Rehabilitations:

INVITATION FOR TENDERS AND EXPRESSION OF INTEREST (EOI)

INTRODUCTION
The Association for Promoters of Livestock Production in Sahel Savanna executing PAMOBARMA Projects invites reputable Consultancy Firms with proven experience in Civil and Water Engineering to submit Expression of Interest (EOI) documents for the following Projects:-

S/N LOT PROJECT DESCRIPTION
1 C001 Consultancy Services to Design Working Drawings, Produce Bid Documents, Supervise Rehabilitation of Three Markets and Beaconing of Four Stock Routes, Two in Katsina, One in Kebbi and One in Sokoto States.
2 W002 Consultancy Services to Design Working Drawings, Produce Bid Documents and Supervise Rehabilitation of Water Pond in Kebbi and Sokoto States and Construction of a Solar Powered Borehole in Katsina State.

Please note that Bidders are allowed to bid for the Two Lots.

A. SCOPE OF THE SERVICES
The Scope of services includes but not limited to:

LOT C001:
(i) Conduct of Reconnaissance and land survey at Bale – Tangaza Stock route 15Kms in Tangaza LGA of Sokoto State, Niger Border – Mai’adua Stock route 6Kms in Mai’adua LGA and then Mai’adua – Sapke-Dam – Kayawa – Dutsi- Dankudu-Ingawa -Gidan Mutum Daya- Dutsin Rogo 44KMs in Mai’adua, Dutsi and Ingawa LGAs of Katsina State and Amagoro-Toba Grazing Area 35Kms in Arewa LGA of Kebbi State and also provide an estimated total budget.
(ii) Design Livestock Market and Provide Unit cost for Perimeter Fencing, Entry/Exit Gates, Offices, Water point (Two options Hand pump or Solar powered) Security Posts, Shed, Loading Ramp and Toilets for Mai’adua Livestock Market in Mai’adua LGA of Katsina State, Gumki Livestock Market in Arewa LGA of Kebbi State and Tangaza Livestock Market in Tangaza LGA of Sokoto State

LOT W002:
(iii) Conduct of reconnaissance in Mopti Water Pond of Silame Local Government of Sokoto State, Moludu in Mai’adua LGA of Katsina State and Falde Water Pond within Toba Grazing Area of Arewa Local Government Area of Kebbi State.

(iv) Draft Tender Documents Based on Site Conditions and Client Needs (BOQ and Complete Working Drawings.
(v) Participate in Bids Evaluation.
(vi) Indicative Work Programme and Location (s) of the various Activities to be carried out by the contractor.
(vii) Supervise Project Implementation and updates Management of APESS on project status.
Reports and Time Schedule
(viii) Ensure Standards Specified are Complied with in Project Implementation and/or Issuance of Work Stop Order where applicable.
(ix) Issuance of Interim Payment Certificates upon request by the Contractor.
(x) Develop Simple Training Content for Managing and Securing Facilities put in place.

1. BACKGROUND
a. The Enugu State College of Education (Technical) Enugu is a beneficiary of the Yean2019-2020 (Merged) Annual Intervention of Tertiary Education Trust Fund (TETFUND).
b. Accordingly, and in line with the provision of the public procurement Act 2007, the College hereby invites interested and reputable contractors/Suppliers with relevant experience and track record to submit Technical and Financial bids for the project below

2. SCOPE WORKS/SUPPLY

1 Construction of Science Laboratory Building Comprising one suspended floor.
2 Construction of Science Laboratory Building Comprising one suspended floor.
3 Procurement, Installation , Testing and commissioning of Furniture and fittings for the Science Laboratory, Classroom and Offices

3. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) for the above project from the office of the Director of Works, Enugu State College of Education (Technical), Enugu State, from 8:00am to 4:00pm each day, Monday to Friday upon presentation of evidence of payment (receipt) issued by the Bursary Department of a non-refundable fee of ten thousand naira (N10, 000) only.

4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the desired; two (2) hard copies each of the Technical and financial bids with soft copy of financial bid only in MS Excel format, packed separately in sealed envelopes clearly marked as “Technical bid” or “Financial bid”. Therefore put the two sealed envelopes together in a bigger sealed envelope address to: The Registrar, Enugu State College of Education (Technical), Enugu State and clearly marked year 2019-2010 (Merged) Tetfund Annual Intervention with lot number and lot description. Furthermore, the reverse of each envelope should have the name and address of the bidder and dropped in the designated Tender box at the office of the Registrar, not later than 12noon on Tuesday, 26th January, 2021.
