INVITATION TO TENDER FOR THE PROCUREMENT OF VEHICLES

INTRODUCTION
Alex Ekwueme Federal University, Ndufu-Alike (AE-FUNAI) Ebonyi State wishes to undertake the procurement of vehicles with the University Internally Generated Revenue (IGR).

SCOPE OF PROJECTS
In compliance with the Public Procurement Act 2007, Alex Ekwueme Federal University, Ndufu-Alike (AE-FUNAI) invites interested, experienced and competent contractors and vehicle suppliers are to submit prequalification documents for the following projects:

LOT 1 Procurement of Utility Vehicle
LOT 2 Procurement of Research Vehicle
LOT 3 Procurement of Pool Vehicle

ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2021;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15). Note: The number of staff under your employment should tally with the total number of staff in the valid certificate;
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of Alex Ekwueme Federal University, Ndufu-Alike or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(h) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid;
(i) Company’s Audited Account for the last three (3) years (2018, 2019 and 2020) duly stamped;
(j) Reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
(k) Company’s profile with comprehensive list of staff;
(l) Verifiable documentary evidence of having successfully carried out at least three (3) similar jobs in the last five (5) years including Letters of Awards, Job Completion Certificates and Photograph of the projects;
(m) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s letter headed paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The letter headed paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm. The documents should follow the order listed a-m above with the cover letter (n) at the top and separated using coloured labeled separators. Each parcel should have a table of content indicating the pages on which these items are to be found.

COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) on the desired lots from the Office of the Director, Physical Planning, Works and Services, Alex Ekwueme Federal University, Ndufu-Alike, Ebonyi State on evidence of non-refundable Tender fee of N10,000.00 only per Lot, paid into Alex Ekwueme Federal University, Ndufu- Alike’s Remita account in any reputable commercial bank in Nigeria.

SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit documents for each of the Lots desired, two (2) hard copies each of the technical and financial bids packaged in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Vice-Chancellor, Alex Ekwueme Federal University, Ndufu-Alike and clearly marked with (the name of the project and Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Registrar’s Office, 1st Floor, Senate Building (Prof. Chinedum Nwajiuba Senate Building), Alex Ekwueme Federal University, Ndufu-Alike (AE-FUNAI), not later than 12:00 noon, Tuesday, 31 August, 2021.

OPENING OF TECHNICAL BIDS
The technical bids will be opened immediately after the deadline for submission by 12:00 noon, on Tuesday, 31 August, 2021 in the Needs Assessment Hall, Alex Ekwueme Federal University, Ndufu-Alike in the presence of bidders or their representatives while the financial bids will be kept unopened. Please, ensure that you sign the Bid Submission Register in the Office of the Registrar, 1st Floor, Senate Building (Prof. Chinedum Nwajiuba Senate Building) Alex Ekwueme Federal University, Ndufu-Alike (AE-FUNAI) as Alex Ekwueme Federal University, Ndufu-Alike (AE-FUNAI) will not be held liable for misplaced or wrongly submitted bids. Relevant Professional Bodies, Civil Societies Organizations (CSO) and the public are also invited to witness the bid opening exercise.

GENERAL INFORMATION
Bid must be in English Language and signed by an official authorised by the bidder.

Bids submitted after the deadline for submission would be returned unopened.

All costs will be borne by the bidders.

Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
