The Federal Republic of Nigeria has received a loan of US$60 Million equivalent from the International Fund for Agricultural Development (IFAD) toward the cost of the Livelihood Improvement Family Enterprise Project-Niger Delta (LIFE-ND), and intends to apply part of the proceeds to payments for Goods Works and Consulting/Non-Consulting services to be procured under this program. Specifically, the program will undertake the following:

1.Procurement of Works (Rural Roads, Land Development, Water Supply Schemes, markets, Agro buildings, processing and storage facilities), General renovation works
2.Procurement of Goods — Office Equipment Office Furniture, Generating set, GPS, Climate Smart Agriculture equipment, Agro Processing Equipment, Agro Inputs
3.Procurement of consultancy and related services including: Training of Incubators and Incubatees/Apprentices, Training on procurement/financial management Operation and Maintenance, Supervision Planning and Reporting, M & E services. Procurement Advisory Services, Policy and strategy formulation, Agricultural Extension Services, Climate Change and Environment, Rural Institution strengthening. Financial Inclusion Services and Rural Infrastructure Services General training and Technical assistance. Knowledge Management and Communication services,
4.Procurement of Non-Consultancy services – Hotel and Catering services, Janitorial Services, Office maintenance and security, Event management.

The program includes the following components: (a) Enhancement of economic opportunities for rural youth and women who include Support to Rural Agribusiness Incubation, Production and Marketing Infrastructure Support to Agribusinesses, Financial Inclusion support for Agric Business, Rural Institution Strengthening and Knowledge Management (b) Program Management and Coordination.

All Procurements financed by the International Fund for Agricultural Development (IFAD) will be conducted through the procedures as specified in the IFAD Procurement Guidelines 2010 and IFAD, procurement Handbook and are open to all eligible bidders as defined in the guidelines Specific Procurement Notice (SPN) for procurement of goods, works, consulting and non-consulting services to be executed under the International Competitive Bidding (ICB) will be announced, as they become available, in UN Development Business Online and National Competitive Bidding (NCB) will also be advertised in National daily newspapers.

The NIGERIAN BANK OF INDUSTRY (BOI) LTD. has received a grant in the amount of USD 3,517,952 equivalent from the Islamic Development Bank toward the cost of the Business Resilience for Value Adding Enterprises (BRAVE) Women Nigeria Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will consist of the following components:

Business Resilience Capacity Building:
Training of 600 small and medium sized businesses on how to assess risks and determine their business priority by preparing a Business Continuity Plan (BCP).

Business Recovery Support:
Grant matching scheme for 500 small and medium enterprises, in pre-selected value chains, on a cost-sharing the procurement of capital goods, and services to support business recovery/growth.

Value Chain Resilience:
Work with 20-30 lead firms and 10 Business Associations to support them in protecting vital value chains and upgrading the chain performance, impacting on many more MSMEs.

IT Platform
An online IT platform will be developed to handle Client Relations Management (CRM), Monitoring/Reporting and knowledge sharing among project stakeholders

Impact Evaluation and Financial Audit:
A rigorous impact evaluation will be undertaken to help assess what works and what does not work. In accordance with the project’s financial reporting and auditing requirements, at least two sets of financial reports will be prepared and submitted by the PMU and the project’s partner banks to the ICD, the unaudited interim financial reports and the annual financial reports of the project which will be subject to audit

Project Management Unit (PMU)
A PMU will be established of dedicated fulltime professionals and market recruits in each country. The capacity of the PMU will be developed to allow national scaling beyond program boundaries.

3.     ELIGIBILITY REQUIREMENTS

(b)     Evidence of current Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the past three (3) years (2017, 2018, 2019) valid till 31st December, 2020 with a minimum average annual turnover of N250 million.
(c)      Evidence of current pension compliance certificate valid till 31st December, 2020.
(d)     Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2020.
(e)      Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December, 2020.
(f)      Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Aminu Saleh College of Education, Azare or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(g)     Verifiable evidence of certificate of Firm’s Registration with relevant Professional Regulatory Bodies e.g. COREN/QSRBN/CORBON/SURCON etc.
(h)     Company Audited Accounts for last 3-Years (2017,2018, &2019)
(i)      Company profile with C.V. of key Staff to be deployed for the Project, including copies of their Academic/Professional Qualifications such as COREN, QSRBN, ARCON, CORBON, SURCON
(j)      Verifiable of at least three (3) similar jobs executed in the last five (5) years including Award Letters, Valuation Certificate, Job Completion Certificate and Photographs of the Projects.
(k)     For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(l)      All Documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others Registration Number (RC) as issued by CAC, mobile Number and email address

4.     EXPRESSION OF INTEREST (EOI)
Interested Firms are to submit Two (02) Bonded Copies of Expression of Interest. The Document should be submitted sealed in an envelope addressed to the Provost, Aminu Saleh College of Education Azare, KM-3 Potiskum Bye Pass, P. M. B. 044, Azare, Bauchi State clearly marked with the name of the project. 1.0  PROJECT BRIEF
The University of Abuja was established in 1989 with an allocation of 11,000 hectares of land for the development of its Main Campus. The University has grown steadily and at the moment, it has a student population of about 50,000. In furtherance of its efforts at fulfilling its mandate on quality teaching, learning and character molding, the University of Abuja wishes to implement a 100% residential policy for its full-time students. Pursuant to this, the University is desirous of providing hostel infrastructure through the Public Private Partnership model for the comfort, safety, convenience and well-being of its students.

2.0  PPP PROCUREMENT PROCESS (REQUEST FOR QUALIFICATION (RFQ) AND REQUEST FOR PROPOSAL (RFP)
The PPP procurement will be a two-stage RFQ and RFP process. In line with the approval obtained from Regulatory Authorities, the University of Abuja invites reputable private developers/consortia with the requisite technical and financial capabilities, including operations and management expertise to respond to the Request for Qualification (RFQ) to undertake the development and management of students’ hostels on a Build Operate and Transfer (BOT) model on its Main Campus. The hostels shall be in the following categories;

(a)      Undergraduate Hostels – (1, 2, & 4 Bed spaces per room inclusive of toilet and kitchenette)
(b)     Postgraduate Hostels – (1 & 2 Bed spaces per room inclusive of toilet and kitchenette)

Each hostel is to be serviced with independent sewage, water supply and backup power/alternative power.

This RFQ is the qualification stage of the procurement process for the Project, and interested firms/consortia are required meet the qualification requirements specified in the RFQ package. Only qualified parties shall be invited to the Request for Proposal (RFP) stage. Qualified parties shall execute a Non-disclosure Agreement prior to being issued the RFP bidding documents.

3.0  ELIGIBILITY REQUIREMENTS
All interested investors are expected to prequalify by submitting copies of the following documents:
(i)      Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7.
(ii)     Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2020.
(iii)    Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2020.
(iv)    Evidence of current Pension Compliance Certificate valid till 31st December, 2020.
(v)     Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020.
(vi)    Copy of Company’s Audited Accounts for the immediate past three (3) years (2017, 2018, and 2019) duly stamped be certified auditors.
(vii)   Evidence of Financial Capability to execute the project either by submission of Reference Letter from a reputable commercial Bank indicating willingness to provide credit facility for the execution of the project when needed or letter of commitment from credible and verifiable financiers for funding from inception to project closure. These financiers must include their sources of funds for the project.
(viii)  A Sworn Affidavit:
Disclosing whether or not any officer of the relevant committees of the University of Abuja or the Bureau of Public Procurement is a present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented are true and correct in all particulars;
That the firm is not bankrupt or subject to a bankruptcy application.
(ix)    A copy of Company’s Profile with the Curriculum Vitae of Key Staff including copies of Academic/Professional Certificate such as COREN, CORBON, ARCON, QSRBN etc.
(x)     Verifiable documentary evidence of at least three (3) previous experiences in the development of successful PPP projects in the last 10 years. The evidence should be arranged serially and each submission should include the following:
(a)      Evidence of engagement;
(b)     Brief project description;
(c)      Scope of the investment;
(d)     Facilities provided;
(e)      Cost of completion;
(f)      Timeline of execution;
(g)     Reference letter(s), and;
(h)     Evidence of completion;
(i)      Pictures of the facility
The University reserves the right to investigate the claims made interested investors.
(xi)    List of Plants/Equipment with proof of Ownership/Lease;
(xii)   Evidence of Firm’s current registration with relevant professional regulatory body(ies);
