1. The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Nigeria Electricity Transmission Project, and intends to apply part of the proceeds toward payments under the Contract for the Reconductoring of 132kV Transmission Lines.

2. The Transmission Company of Nigeria-Project Management Unit now invites sealed Bids from eligible Bidders for Reconductoring of 132kV Transmission Lines.

The scope of work is Reconductoring of 132kV Transmission Lines of two (2) 132kV Transmission Lines as shown below. The completion period of the contract is twenty four (24) months.

The transmission lines are as follows:
• Reconductoring of Kumbotso- Hadejia 132kV Single circuit Line of about 165km Route Length
• Reconductoring of Kumbotsho- Kankia 132kV Single circuit Line of about 100km Route Length

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers January 2017, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Transmission Company of Nigeria Plc, Project Management Unit (TCN-PMU) – Engr. T. M. Bamalli. tcnpmu@tcnpmu.ng & bamalli.tukur@tcn.org.ng and inspect the bidding document during office hours 9:00am to 17:00pm Local time at the address given below.

5. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application via email to the above email address and upon payment of a non-refundable fee of Fifty thousand Naira (N50,000.00). The method of payment will be via Remita (https://www.remita.net/) by generating Remita Retrieval Reference (RRR) in favour of Transmission Company of Nigeria- Project Management Unit. Kindly follow these steps:

6. Firms that cannot meet the following key qualifications requirements are not encouraged to participate in the Bidding Process:
(a) Average annual turnover requirement
Minimum average annual turnover of Six million, six hundred thousand US Dollars (US$6,600,000) calculated as total certified payments received for contracts in progress or completed, within the last Five (5) years
(b) Financial Resources:
The Bidder shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as One million, one hundred thousand US Dollars (US$1,100,000)
(c) Specific Experience:
A minimum number of Two (2) similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January, 2015 and Application submission deadline: Two (2Nos) Contracts, each of minimum value of Five million, three hundred thousand US Dollars (US$5,300,000)

BACKGROUND
Achieving Health Nigeria Initiative (AHNI) is a not-for-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes expert in health, education, nutrition, environmental, economic development, civil society, gender equality, youth, research, humanitarian services and technology Creating a unique mix of capabilities to address today’s interrelated development challenges. AHNI is supporting the government of Nigeria (GON) to enhance sustained cross sectional integration of HIV/AIDS services by building Nigerian capacity to deliver sustainable high quality, comprehensive, prevention, treatment, care and related services in various states within Nigeria.

AHNI is hereby seeking for the services of interested and eligible Information Technology (IT) Firm to provide year round outsourced IT personnel to be responsible for first and second levels IT support to facilities in Edo and Bayelsa states under SHARP TASK ORDER 2 project implemented by AHNi as per the scope below:

SCOPE OF WORK (SoW)
The Scope of Work includes but not limited to the following:
• Provide outsourced IT staffing that will be responsible for the IT user support and other ancillary services to the SHARP TO2 project in Edo and Bayelsa state offices;
• Provide on (1) IT Support staff each to be stationed in each location (Edo and Bayelsa);
• IT support staff must possess minimum of MSCA or CCNA and other IT related certifications
• The IT firm must be willing to pay the outsourced staff at least 70% of the contract sum while the remaining 30% will serve as administrative and other charges for the firm.

DELIVERABLES:
The deliverables include but not limited to the following:
• Assist and perform software installations and upgrades as required
• Perform hardware installation (Laptops, Desktops, Printers, Copiers Scanner etc.);
• Provide IT training on a periodic basis to AHNI and partner Organization;
• Ensure that all IT related issues in the state offices are resolved and escalate unresolved issues to country office (CO) Backstop within 24 hours;
• Assist in planning and implementation of IT related project;
• Perform daily and weekly backups of all data on the Servers;
• Make periodic visits to facilities to provide troubleshooting support, advice and build the capacity of medical facility staff to maintain their computer within reasonable level of operation;
• Send daily report to supervisor in the Country Office;
• Perform other relevant duties as assigned;

INVITATION FOR PRE-QUALIFICATION OF SECURITY SERVICES AT NNPC FACILITIES

1. INTRODUCTION
Nigerian National Petroleum Corporation (NPC) hereby invites security companies with proven experience and capacity in the following areas:
a. Provision of reputable security firms to man security command and control centres and operate security equipment such as Quantum Sniffer Machine (QSM), Visitors Management System (VMS) and X-ray Baggage Scanners (XBS) at NNPC Corporate Headquarters Abuja, for facilities protection
b. Provision of a reputable security firm to guard NNPC Facilities in Benin/Warri/Atlas Cove/ Mosimi, Port Harcourt, Kaduna and Abuja.

2. SCOPE OF WORK
Scope of work shall include but not limited to the following:
2.1 GENERAL (Scope of Work Applicable to all Lots)
a. Security services shall be provided twenty-four (24) hours daily inclusive of Saturdays, Sundays and all public holidays.
b. Provide security service by deploying adequately trained and well-disciplined personnel at NNPC facilities.
c. Conduct periodic discrete patrol to check personnel’s conduct and compliance with standards of professionalism and NNPC Security Policy.

2.2 PROVISION OF THIRD-PARTY GUARDS AT NNPC FACILITIES IN BENIN/WARRI/ATLAS COVE/MOSIMI, PORT HARCOURT, KADUNA AND ABUJA
a. Protection of NNPC assets and facilities at the locations through regular physical patrol, access control, customer and visitors management, beat duties, surveillance and intelligence gathering
b. Safeguard the premises movable and immovable assets, equipment and the Corporations information
c. Ensure adequate protection against any theft, pilfering and damage to the Company’s Assets as well as injury to employees and other persons/stakeholders within the Corporation’s facilities.

2.3. PROVISION OF SECURITY COMMAND AND CONTROL CENTRE OFFICERS (SCCOs) AT NNPC CORPORATE HEADQUARTERS (CHQ), ABUJA
a. Provision of one hundred and fifty (150 I.e. 142 SCCOs and 8 Supervisors) experienced SCCOs to man the Electronic Security Monitoring Centres (ESMCs) and operate the Quantum Sniffer Machines (QSM), Visitors Management System (VMS) and X-ray Baggage Scanners (XBS) at NNPC Corporate Headquarters
b. Each SCCOs recruited shall:
i. Have a minimum of University Degree or Higher National Diploma
ii. Be Computer literate
iii. Possess good interpersonal skill
iv. Not less than three (3) years in electronic security operations
v. Not below the age of 21
vi. Have completed National Youth Service
c. Support the protection of NNPC assets and facilities at the CHQ through regular camera patrol, customer and visitor’s management, beat duties, surveillance and intelligence gathering.
d. Conduct routine functionality inspections and checks on security equipment and systems, including cleaning, charging, protective covering etc. and promptly report malfunctioning equipment to responsible Sections of the Group Security Department of NNPC
e. Provide client with Service Report evidencing monthly security activities including state of all equipment and make recommendations to optimize equipment uptime.

2.4. LOTTING AND BID STRATEGY
a. The related NNPC facilities have been segmented as provided in Table 1 below.
b. Interested security firm are not allowed to bid for more than two (2) lots.
c. Where a bidder scored highest in the two (2) lots bidded, such bidder cannot be awarded more Than one (1) bid.
d. Bidders are to indicate Lot(s) being applied for in their application letter
