1.0 INTRODUCTION
Kwara State Government is making healthcare affordable, accessible, and available to the residents of Kwara State in the quest to deliver quality and equitable healthcare services to the residents of Kwara State.

Kwara State Government is looking to strengthen healthcare services through public-private partnerships to promote service quality at an affordable cost to the populace, thereby giving value for cost. Out of pocket spending of private health institution will be bridged by this innovative intervention of public-private partnership-led health institutions using former Sobi specialist hospital as a pioneering institution.

2.0 SCOPE OF SERVICE
The scope shall be coving advanced specialist health care services in addition to core clinical areas, delivered through internationally accepted standards that are evidence-based driven.

3.0 CORE ELIGIBILITY REQUIREMENT
(1) Necessary Professional and technical qualifications to execute the programme.
(2) Experience in running internationally accredited hospital services.
(3) Experience in developing and running a community-based risk pooling health Service.
(4) Experience in developing an integrated IT solution for healthcare purposes. (Electronic health & medical system).
(5) Commitment to accommodate indigent patients into the program as part of their organization’s corporate social responsibility.
(6) Experience in managing internationally accepted, scalable change management driven institutional culture.
(7) Experience in running an ISQUA certified health institution.
(8) Evidence of financial capability to undertake the service with a robust Indemnity Insurance Policy.
(9) Evidence of registration with Kwara State procurement Agency.
(10) Company’s profile with curriculum vitae of key Staff including their Academic and professional qualifications.

4.0 GENERIC ELIGIBILITY REQUIREMENT
(1) Evidence of a certificate of incorporation issued by corporate affairs commission (CAC) (where applicable).
(2) Evidence of company income, Tax clearance for the last three (3) years (where applicable)
(3) Evidence of current pension compliance certificate valid till 31st December, 2020 (where applicable)
(4) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December 2020.

As part of this process, it recently completed the building of a multi-specialist hospital within an existing General Hospital in the heart of the State, thus, creating a Specialist Centre within a Hospital concept, where both facilities, can mutually leverage on existing strong patient flow and demand for services, whilst the new Specialist Centre will additionally provide some of the non-existent specialist services in the existing hospital, within the medical complex.

BACKGROUND/INTRODUCTION:
Lagos State Employment Trust Fund (LSETF) was established by the Lagos State Employment Trust Fund Law of 2016 to provide financial support to residents of Lagos State. Its primary mandate is to prepare Lagos State residents for entrepreneurship and employment opportunities through the acquisition of skills to get better jobs, tackle unemployment, and enable wealth creation.

LSETF is seeking to develop and run business parks in strategic areas in Lagos. The business park will be a physical location where similar businesses around a specific product, service or trade will be housed to form a strong synergic business ecosystem that meets the needs of customers.

ELIGIBILITY REQUIREMENTS.
To apply, the consultant(s) must show evidence of considerable experience and track record of setting up and running parks as a thriving business and also submit and fulfill the following documentation and conditions:
1. A cover letter duly signed by the company’s authorized signatory(ies) indicating the type of business park your organization is interested in setting up, contact addresses and email addresses of the firm.
2. Certificate of incorporation/Registration with C.A.C. in the last 5 years.
3. Detailed company profile, Curriculum Vitae, and organizational structure
4. Company’s audited accounts for 2019 and 2020 displaying financial capacity to independently run the business park.
5. Copy of company’s tax clearance for the last two years.
6. Evidence of similar job/project (within the last 5 years) with a verifiable letter of contract award and certificate of completion.
7. Evidence of registration/renewal as a consultant with the Lagos State Public Procurement Agency (LSPPA) for Y2021.

SUBMISSION OF EOI/PRE-QUALIFICATION DOCUMENTS:

1. BACKGROUND
The Federal Government of Nigeria (FGN) through the National Council on Privatisation (NCP) and its Secretariat, Bureau of Public Enterprises (BPE) in conjunction with Federal Ministry of Industry, Trade & Investment (FMITI) and Tafawa Balewa Square Management Board (TBSMB) invite interested investors to express interest in the concession of Tafawa Balewa Square Complex (TBS) through a competitive bidding process.

The objectives of the concession are to substantially repurpose and redevelop the Complex to profitably operate and manage it through professional and efficient management practices as a world-class event and hospitality center for a minimum of thirty (30) years.

2. OVERVIEW OF TAFAWA BALEWA SQUARE COMPLEX (TBS)
Tafawa Balewa Square Complex which covers a land area of about thirty- five (35) acres is located in the Lagos Mainland at No. 45/57 Massey Bamgboshe Street, Lagos. The facilities at the complex include a parade ground, multi-purpose hall, administrative blocks, shopping centre, shops, kiosks, offices, restaurants, a car park and auditorium etc. The entire land is covered by a Certificate of Occupancy dated the 24th day of July 2002 for a term of 99 years commencing from the 1st day of January 1975. Prospective investors should note that the National Council on Privatization (NCP) has reserved 24% equity interest in any winning bid for the Lagos State Government.

3. BUSINESS OPPORTUNITIES:
Since hosting the Nigerian Independence Day event, Tafawa Balewa Square has grown to become one of the premier venues for events in the country. The venue has hosted concerts of various Nigerian musicians and currently plays host to “The Experience” regarded as one of the biggest religious musical event in Africa yearly. The Complex derives its strength from its strategic location in the heart of business environment with government proximity to highbrow centres in Lagos, Victoria Island and within few kilometers away from the hub of Nigeria’s Apapa Ports, Africa’s gateway to the world.
The commercial opportunities are vast. It is possible to hit breakeven point within the shortest possible time given the strategic location, existing enabling environment and positive co-operation from Lagos State Government.

1. The Kogi State Government is interested in entering into Public Private Partnership (PPP) agreement with competent and reputable Companies for Solid Waste Management Services of the State. The State intends to improve its Public Health and Environmental quality through engagement and effective partnership with experience Local and International Waste Management Companies.

2. To achieve this, the state hereby invites interested parties to demonstrate competence and experience in the provision of
(a) Waste collection of Ten (10) lots in Lokoja metropolis.
(b) Dump site Management One (1) Lot.
(c) TLS/Waste treatment (recycling) one (1) lot.

The operation for any waste collection or waste disposal lot may be single firm or consortium and must possess the necessary financial and technical competence and experience to implement the required services.

Qualified firms/consortium(s) will be restricted to the total award of three (3) waste collection lots, one (1) waste disposal lot and one TLS waste treatment lot.

The EOI received will be evaluated in strict compliance with international best practice and successful firm(s) will be invited to participate in the next phase of procurement.
