1.     INTRODUCTION/BACKGROUND
The Kaduna State Government (KDSG), through the Ministry of Environment and Natural Resources, is introducing a Waste to Wealth programme designed to create wealth from the vast quantum of waste being generated in the State.

Integrated waste management is a system which involves proper storage, evacuation, transportation, and processing (conversion) of waste to useful materials through recycling, reuse and composting to create wealth from waste.

With a population estimated at close to 10m, Kaduna State is the third most populous state in the Federation. The State has 23 Local Government Areas (LGAs), eleven (11) Federal Constituencies, three (3) Senatorial Districts and 32 graded Traditional Institutions.

The rising population and the vast commercial activities in the state, in public health care facilities, markets, slaughter facilities, schools, financial institutions, hotels/guest inns (hospitality industry) and in other commercial institutions also lead to a marked increase in waste generation in the State.

Therefore, it is necessary to adopt an efficient waste management system to adequately manage the waste generated in the state, using modern technology of converting waste to wealth and treatment of special waste such as medical waste, plastic and electronic waste.

In compliance with the provision of Kaduna State Public Procurement Law, the Kaduna State Ministry of Environment and Natural Resources, on behalf of the Kaduna State Government, hereby invites interested, competent, reputable qualified firms/investors to indicate interest in investing in integrated waste management, particularly in the conversion of waste to wealth.

2.    SCOPE OF THE WORK
The scope of work for the Integrated Waste Management is as follows:
(i)         Proper Storage;
(ii)        Total evacuation of Waste in Kaduna, Kafanchan and Zaria (KKZ);
(iii)       Transportation from Transfer Station to treatment site; and
(iv)       Conversion of waste to wealth at treatment centers;

3.   LOTS
The operational areas are divided into eight (8) lots as follows:

a. Igabi Local Government Area: LOT 1
b.  Kaduna North Local Government Area: LOT 2
c.  Kaduna South Local Government Area: LOT 3

This increase in population and businesses would mean an increase in food consumption and the need for short term accommodation needs as people traverse from one part of the State to another.

RSG intends to maximize the opportunities created from the above scenario to produce food for its populace, increase the value chain in agriculture and create job opportunities for its people, considering the anticipated inflow of migrants into the state.

BACKGROUND INFORMATION AND PROJECT SCOPE
1. The Lagos State Government (“LASG”) through the Lagos State Ministry of Agriculture (LSMOA) has fully constructed an integrated rice processing mill (Imota Rice Mill) with production capacity of 32MT/H of paddy.
2. The rice mill complex at Imota is a 22 hectare (22Ha) facility located in Ikorodu, with the core mill capacity of about 8.5 Ha consisting of complete sets of twin miling lines, two (2) product warehouses, 16 paddy storage silos with capacity of 2,500 MT each, water treatment plant and effluent processing plant. The complex also contains a staff quarters, administrative black, car park and dedicated firefighting facility.
3. The Imota Rice Mill Project is being executed to close the supply gap of rice in the State, ensure food security, reduce dependency on rice importation, as well as create over 250,000 direct and indirect jobs through the rice production value chain.
4. LASG is already exploring partnerships with key paddy producing states to secure paddy for the Imota Rice Mill.

EXPRESSION OF INTEREST (EOI)
5. LASG cordially invites both domestic and International firms or consortium of firms to submit an EOI to enter into a Strategic Partnership to manage, operate and maintain the rice mill with a medium-term vision to securing equity co-ownership

CRITERIA FOR EVALUATION
6. The evaluation of EOls will be accomplished by a duly constituted Evaluation Panel consisting a team of Public Procurement, PPP, and Agricultural finance experts using the following criteria:
a) Demonstrated technical and managerial experience in operating large rice mills and technical know-how in managing supporting utilities for large rice milis of 16MT/Hr and above.
b) Demonstrated experience in aggregating paddy sufficient to feed the capacity of the Imota Rice Mill.
c) Demonstrated experience in managing large out-grower schemes.
d) Demonstrated experience in distributing the output and products of the Imota Rice Mill through various market channels.
e) Demonstrated experience in capital raise functions along with evidence of viable financial position

7. Respondent(s) should follow the instructions below when submitting their respective EOls.

COMMUNICATION DURING THE EOI PERIOD
9. Respondent(s) who require clarification on any technical or commercial matter may notify the Office of the Honourable Commissioner, Ministry of Agriculture, not later than 11th of September, 2020. The Office of the Honourable Commissioner, Ministry of Agriculture will respond in writing to any request for clarification through email correspondence. There shall be no Individual presentation by or meeting with Respondent(s) until after 18th of September, 2020

SUBMISSION OF EXPRESSION OF INTEREST
10. Respondent(s) shall submit an electronic copy by email of its EOI and associated documents to the Office of the Honourable Commissioner, Ministry of Agriculture through the Imota Tender Project mail box (Imota.Tender@lagosstate.gov.ng) and the Project Advisors (projectmill@ng.ey.com) not later than 17:00 WAT, 18th of September, 2020.
11. Respondent(s) will also be required to submit physical copies of their EOIs and associated documents to the Tender box located at the following address:

REQUEST FOR QUALIFICATION (RFQ): CONCESSION OF THE NATIONAL STADIUM COMPLEX & ATHLETES’ HOSTEL SURULERE, LAGOS STATE

1. PROJECT BRIEF
The Federal Government of Nigeria (“FGN”), through the Federal Ministry of Youth and Sports Development is desirous of transforming the National Stadium Complex & Athletes Hostel both located in Surulere, Lagos state into a world class sporting arena and entertainment centre like the Singapore Sports Hub and similar facilities across the world that provide lots of excitement to all and sundry, using Public-Private Partnership (PPP) procurement methodology.

The National Stadium Complex Lagos is a multi-purpose stadium complex in Surulere, Lagos State, Nigeria, which comprises the Athletes’ Hostel, an Olympic size swimming arena and a multipurpose arena used for basketball, volleyball, table tennis, wrestling and boxing matches. It was used mostly for football matches until 2001. It hosted several international competitions including the 1980 African Cup of Nations final, the 2000 African Cup of Nations final, and FIFA World Cup qualifying matches. In 2009, the defunct National Sports Commission had begun a concerted effort to bring the facility back to world class status.

2. PPP PROCUREMENT PROCESS (REQUEST FOR QUALIFICATION (RFQ) AND REQUEST FOR PROPOSAL (RFP)
The PPP procurement will be a two stage RFQ and RFP process. In line with the Presidential approval obtained in 2014, the Federal Ministry of Youth and Sports Development invites reputable private developers/consortia with the requisite technical and financial capabilities, as well as operations and management expertise to respond to the Request for Qualification (RFQ) to undertake the redevelopment and management of the National Stadium Complex & Athletes’ Hostel in PP partnership with the sponsor. The redevelopment will stimulate economic growth and at the same time provide employment opportunities for our teeming youths. This RFQ is the qualification stage of the procurement process for the Project, and interested firms/consortia are required to meet the qualification requirements specified in the RFQ package. Only qualified parties shall be invited to the Request for Proposal (RFP) stage. Qualified parties shall execute a Non-disclosure Agreement prior to being issued the RFP bidding documents.
