1. INTRODUCTION
The Government of Ekiti State, through FOUNTAIN HOLDINGS LIMITED has taken the decision to commercialize select state-owned enterprises as part of ongoing efforts to attract new investments, create jobs, and increase internally generated revenue in the state.

The state government has engaged a Transaction Advisor to manage the privatization process in line with extant public-private partnership Laws

2. PROJECT DESCRIPTION
Ekiti House is situated in Wuse district, north-western part of Abuja, Key government and Parastatal offices are in this district. Ekiti House is rectangular in shape and has an area length of 13.364 square meters. The building has three (3) structures. The first structure has seven floors which is used for office purposes, while the second structure has seven floors which serve residential purposes. The third structure has been converted to a hotel facility with 46 suites and 12 single rooms, halls, meeting rooms, restaurant, laundry, and ample parking space.
The bidding process includes the submission of proposals by competent companies for consideration to be selected as the Concessionaire that would enter into a Concession Agreement with the Government of Ekiti State (through Fountain Holdings Limited) for a period of fifteen(15) years, to renovate, repair, reconstruct, operate, and manage the property under agreed conditions

3. WHO MAY APPLY
We are inviting registered and reputable companies with proven track records of quality service delivery. The prospective bidders must meet the following criteria:
3.1 Demonstrate adequate professional and technical qualifications, human resources, and other verifiable facilities needed to execute all the phases of the project as appropriate.
3.2 Demonstrate financial capacity and the resources to manage the fiscal aspects of the Project and the record to sustain its financial requirements;
3.3 Demonstrate technical expertise and operational feasibility, record of compliance with environmental standards, and quality service delivery with measurable framework to ensure continuity; and
3.4 Demonstrate appropriate managerial and organizational capacity, proven record of experience in similar projects.
3.5 Interested foreign companies would be required to demonstrate evidence of having a local partner that meets the criteria above as part of it submission.

Harmony Advanced Diagnostic Centre located at Asa Dam Road, Ilorin, Kwara State, Nigeria is a state-of-the-art modern healthcare facility, with a mission to ensure the consistent provision of reliable comprehensive diagnostic and allied healthcare services and is a sole investor enterprise of Harmony Holdings Limited which is owned by the Kwara State Government (KWSG).

The center has both imaging and laboratory wings. The laboratory wing of the centre is complemented with the equipment for the various laboratories with assortments of machines required to perform all major qualitative and quantitative clinical screenings and test procedures. The imaging wing is equipped with advanced diagnostic machines such as 3D Magnetic Resonance Image Module, ultrasound Scan, ECG, Mammography X-ray machine, Fluoroscopy, 16-slides, and 64-slides CT scan machine all complete with dedicated UPS.

1. BACKGROUND
In furtherance of the turnaround management of all state-owned enterprises under the management of Harmony Holdings, Harmony Advanced Diagnostic Centre (HADC) is undergoing a reform towards the enhancement of its productivity and maximization of its profitability. There is, therefore, a need for the upgrade of some operational equipment at the center and the improvement of its management performance. This is desired to improve our qualitative diagnostic services delivery to meet the growing demand of residents of Ilorin and Kwara State in particular and its surrounding locations in general.

We hereby request for expression of Interest from qualified and experienced Organizations with the technical and financial capacity to invest the required resources to facilitate the extensive equipment upgrade and thereafter provide management for the diagnostic facility for a pre-agreed period under a concession arrangement.

1.0 INTRODUCTION
In line with the strategic process of optimization of State-owned assets through Public-Private Partnership (PPP) initiatives, Ekiti State Government seeks to engage interested qualified and reputable private sector investors for the concession of an Asphalt Plant located in Ado-Ekiti.
The applicants must have proven and verifiable track records in successful ownership and or management of similar companies and must be ready to deploy the needed fund and managerial ability towards the successful transformation of the company within a short period of time.

2.0 SCOPE
The qualified private entity should be one with the capacity to expand the plant from its current production capacity of 20 tons per hour to at least 100 tons per hour, with a view to establishing commercial production for the plant. Under the planned concession arrangement, the qualified private sector partner will be granted concession rights to the asset over a 10-year period with the option of renewal subject to negotiation.

3.0 ELIGIBILITY REQUIREMENTS
The following requirements are to be submitted by interested firms:
(i) Evidence of Company Registration with the CAC;
(ii) Evidence of payment of Company Income Tax to FIRS for the last three (3) years;
(iii) Evidence of payment of Personal Income Tax by at least two (2) Directors of the Company (Limited Liability Company) or the Proprietor/Partner (Enterprise) for the last three (3) years;
(iv) Evidence of registration of business premises with Ekiti State Ministry of Trade and Industry;
(v) Company profile including a list of relevant professionals with respective professional bodies;
(vi) Evidence of Registration with Ekiti State Bureau of Public Procurement;
(vii) Evidence of successful completion of similar projects in the past i.e., letters of award of contract and certificate of completion; and
(viii) Evidence of financial capability to execute the project through submission of reference letter from a reputable commercial bank indicating willingness to provide credit facilities for the execution of the project when needed.

All interested bidders seeking to be considered must satisfy the following requirements specified below:
(4.1) Detailed Company Profile with full details of company’s resume demonstrating capabilities;
(4.2) Certificate of Incorporation (in Nigeria where applicable); Certified True Copies of Memorandum and Articles of Association;
(4.3) Tender Application□ Letter on bidder’s letter headed paper, including name of authorised contact person(s), company full address, email address, telephone number, duly signed and sealed/stamped;
(4.4) Company Tax Clearance Certificate for the past three (3) years (2020, 2019 & 2018) for Nigerian Companies and similar tax certification documents for foreign companies;
(4.5) Audited Accounts for the past three (3) years (2020, 2019, and 2018), which must bear the stamp of Audit Firm;
(4.6) Evidence of verifiable similar services carried out within the last five (5) years;
(4.7) Company’s Safety, Health and Environment policies, including safety records for accidents, incidents, injuries, and damages for the past five (5) years;
(4.8) Evidence of Certainty of Business Integrity and pre-signed undertaking to strictly comply with Nigerian Anti-Corruption Laws in processing the bid and executing the contract if successful; Evidence of Special Control Unit Against Money Laundry (SCUML)
(4.9) Evidence of Financial capability (i.e. Performance Bond to cover the volume of work required, Bank Guarantee, and/or ability to establish an irrevocable letter of credit for the project,);
(4.10) Bidders must submit a sworn affidavit to support action as follows;
(a) To allow verification of all claims made in your submission:
(b) To allow verification that your organization is not in receivership, nor subject to any form of insolvency, or bankruptcy proceeding or the subject of any form of winding up petition or proceedings:
(c) That your company does not have any director who has been convicted in any country for any criminal offence renting to fraud or financial Impropriety or criminal misrepresentation or falsification of facts relating to any matter.
(d) To comfirm whether or not any of the members of the Board of relevant committees of the Ekiti State Government or Fountain Holdings Limited is a former of present director, shareholder or has any pecuniary interest in your company.
(e) That all infection presented in your bid are true and correct in all particulars.

3.0 CORE ELIGIBILITY REQUIREMENT
(1) Necessary Professional and technical qualifications to execute the programme.
(2) Experience in running internationally accredited hospital services.
(3) Experience in developing and running a community-based risk pooling health Service.
(4) Experience in developing an integrated IT solution for healthcare purposes. (Electronic health & medical system).
(5) Commitment to accommodate indigent patients into the program as part of their organization’s corporate social responsibility.
(6) Experience in managing internationally accepted, scalable change management driven institutional culture.
(7) Experience in running an ISQUA certified health institution.
(8) Evidence of financial capability to undertake the service with a robust Indemnity Insurance Policy.
(9) Evidence of registration with Kwara State procurement Agency.
(10) Company’s profile with curriculum vitae of key Staff including their Academic and professional qualifications.

4.0 GENERIC ELIGIBILITY REQUIREMENT
(1) Evidence of a certificate of incorporation issued by corporate affairs commission (CAC) (where applicable).
(2) Evidence of company income, Tax clearance for the last three (3) years (where applicable)
(3) Evidence of current pension compliance certificate valid till 31st December, 2020 (where applicable)
(4) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December 2020.
(5) Company’s audited accounts for the last three (3)years (2018, 2019, 2020) (where applicable).
