INTRODUCTION
The Kaduna State Government (KDSG) through the Kaduna State Health Supplies Management Agency (KADHSMA) has in 2021 Appropriation Funds, and desirous to undertake the procurement of medicines under Malaria Control Programme through the Kaduna State Health Supplies Management Agency (KADHSMA) in pursuit of its noble objective of providing quality and affordable healthcare to its citizens across the state. In compliance with the provisions of the law 2016, the Kaduna State Health Supplies Management Agency (KADHSMA) hereinafter called ‘Agency’ on behalf of the Kaduna State Government hereby invites interested, eligible and competent Pharmaceutical Manufacturers to submit pre-qualification documents and purchase bidding documents for any of these lots below:

BACKGROUND
The COVID-19 public health emergency was declared a global pandemic on March 11, 2020. After recording its first confirmed case on February 27, Nigeria has reported 44,129 confirmed cases across 35 states and the Federal Capital Territory (FCT) (August 5, 2020)[1]. On April 22, the first confirmed COVID-19 case was recorded in Nigeria’s north-eastern Borno State, and to date, has reported 613 confirmed cases, presenting serious concerns for the spread of the virus in congested internally displaced person (IDP) camps and host communities. Borno State remains the epicenter of an 11-year crisis in Nigeria and home to over 1.5 million IDPs due to the humanitarian crisis caused by insurgents (i.e., Boko Haram, ISWAP, the Caliphate) and other non-state actors. In addition to prolonged armed violence, communities in the state experienced outbreaks of measles, malaria, and cholera seasonally and throughout the year. Children suffer from severe malnutrition due to poorly staffed, non-functional, and physically damaged health and water/hygiene infrastructure, and limited access to isolated communities due to insecurity and poor road networks.

INTRODUCTION
The Federal Government of Nigeria has allocated funds to the National Blood Transfusion Service (NBTS), an Agency of the Federal Ministry of Health, in the 2021 Appropriation Act for the financial year 2021 for the procurement of Goods, Works and Services for the execution of its policies, programme, and projects towards achieving the mandate of the Agency.

SCOPE OF WORK.
Consequently, the National Blood Transfusion Service (NBTS), hereby invites interested contractors with proven relevant competence and experience to submit Tenders for the supply/execution of the projects listed in this advertisement in compliance with the provisions of the Public Procurement Act (PPA) 2007.

ELIGIBILITY REQUIREMENTS FOR BIDDERS
Below are the eligibility requirements for all Bidders.
a. Evidence of certificate of incorporation of the Company / Bidder with the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 And CAC7;
b. Evidence of Company’s Tax Clearance Certificate for the last three (3) years (2018, 2019 & 2020) valid till 31st December 2021.
c. Evidence of current Pension Clearance certificate valid till 31st December, 2021
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021
e. Evidence of current Nigeria Social insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
g. Sworn Affidavits disclosing whether or not any of the officers of the relevant committee of the National Blood Transfusion Service (NBTS) or the Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years- 2018, 2019, 2020
i. Evidence of financial capability to supply/execute the project by submission of reference letter from a reputable commercial Bank indicating willingness to provide credit facility for the execution of the Project;
j. Company’s inclusion in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives: (for bidders that intend to supply Vehicles).
k. Company profile with the curriculum vitae of key staff to be deployed for the project including academic/professional certificates;
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Delivery Notes or Job Completion Certificates and evidence of payment;
m. Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria, for bidders of Lots 4-8;
n. All documents for submission must be transmitted with a Covering/forwarding letter under the company’s Letterhead paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address of the Company, The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

Palladium invites applications from suitably qualified six (6) pediatric medical consultants/advanced pediatric clinical training consultants to support the State Ministry of Health (SMOH) and agencies to strengthen management for severe cases of pneumonia., malaria, and severe acute malnutrition (with medical complications) in secondary hospitals of Bauchi, Kebbi and Sokoto states.

Period of performance for training, mentoring, and needs assessment implementation: June to September 2021
Two paediatric medical consultants per state will each (a) execute a phone needs assessment and (b) conduct skills-based onsite refresher training in 5 secondary general hospitals (at least 5 practitioners per facility) in one State: Bauchi, Kebbi or Sokoto States. In Sokoto, one consultant will be required to train six general hospitals.

1.0 BACKGROUND
The Lagos State Ministry of Health (LSMoH) is a Principal Recipient (PR) for Global Fund Grant comprising of Tuberculosis and Resilient Sustainable Systems for Health (RSSH). As the Principal Recipient, the Ministry of Health is legally responsible for the management of the integrated grant ensuring achievement of the programmatic results and accountability of the grant financial resources.

Subsequently, the Ministry of Health has established the Grant Management Unit (GMU) to work with other implementing units (TB and RSSH) within the Ministry, Sub-Recipients (SRs), and other implementing partners in executing and implementing various programs in compliance with the grant agreement signed between The Global Fund and LSMoH.

The GMU invites prospective vendors to express their interest in providing the services and goods detailed in section 2.0 under long-term agreement from January 2021 to December 31st, 2021, and to submit responses to the Invitation for Bids for the supply of diagnostics/ clinical equipment and medical consumables.

2.0 SCOPE OF WORK FOR EXPRESSION OF INTEREST

Provide distribution services for durable and nondurable in vitro diagnostic products, microscopes and imaging equipment
Provide distribution services for long-lasting insecticidal treated nets; and consumables/single-use health products including condoms, insecticides, therapeutic nutritional support, general laboratory assets, injection syringes, and other laboratory commodities.
Provide distribution services for non-health products including but not limited to Information Technology and Communication Devices (ICTD) and Data Management Tools such as LMIS and NHMIS tools, program guidelines, registers, etc.
