1. INTRODUCTION
The National Agency for Food and Drug Administration and Control (NAFDAC) is the Agency of the Federal Government established by Decree No. 15 of 1993 as amended (now Cap. N1, LFN, 2004) and charge with the responsibility among others of regulating and controlling, the importation, manufacture, exportation, distribution, advertisement, and sale of drug, food, chemicals, medical devices, packaged water, detergents and cosmetics.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit expression of interest that highlights the bidding company/firm ability to carry out the procurement. The documents must contain the following:
(a) Evidence of Registration with Corporate Affairs Commission, namely Certificate of Incorporation, Memoranda & Articles of Association, form CAC1.1 or CAC7, CAC2 (Certify True Copy)
(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2020;
(c) Evidence of current Pension Compliance Certificate valid till 31st December, 2020;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP.
(g) Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the National Agency for Food and Drug Administration and Control or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that the company/firm is not in receivership/bankruptcy
– that none of the directors or partners of the company/firm is an ex-convict in any country for any criminal offence relating to fraud or financial impropriety
(h) Detailed Company/firms profile, indicating Management structure, size, strength and numbers of Management, Technical & None Technical Staff, including Names, educational and professional qualifications, years of experience, photocopies of qualifications from relevant professional bodies/Schools attended must be attached. In addition, companies and firms must show that:
(i) They have a qualified Instrument Engineer with at least 10 years’ experience
(ii) They have at least 10 years’ industry experience in carrying out Laboratory equipment maintenance.
(iii) The possess requisite competency or expertise on current equipment maintenance techniques like (UHPLC, HPLC, UV, FTIR, POLARIMETER, AASGC/MS, pH Meter, weight balances etc.)
(iv) All Primary reference materials and devices to be employed by the company/firm for maintenance should be traceable
(v) They are knowledgeable in safety requirements in Laboratory environment.
(vi) They have an agreement with the original equipment manufacturer or its local representative in Nigeria.
(i) Verifiable documentary evidences of at least three (3) similar assignment in the last five (5) years of comparable complexity (Tabulated) with details comprising of Client Name, Brief description of Project, Project location, year, Contract Value, Implementation role, the status of services provided as completed or on-going, in addition, evidence of award letters, or commission letters, Payment Certificate (if on-going) and Completion Certificate from clients as Tabulated must be shown.
(j) Evidence of technical resources and equipment to execute the assignment. Proof of acquisition or lease agreement must be shown.
(k) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed. Please note that Banker’s letter merely stating that the applicant is a customer or maintains an account with the bank is not acceptable.
(l) Evidence of Audited Financial Statement for the last three years i.e. 2017, 2018 & 2019 stamped and signed by client Auditor. (Turnover, as reflected in Financial Statements, must correspond with that on the Tax clearance certificate)
(m) Companies/Firms responding must be ISO 9000 certified.
(n) All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm letterhead bearing amongst others, the Registration Number (RC) as issued by corporate affairs commission (CAC), Contact Address, Telephone Number (GSM), and E-mail Address. The Letter Headed paper must bear the Names and Nationalities of the Directors of the company/firms at the bottom of the page and duly signed by the authorized officer of the company/firm and documents/information must be arranged and submitted in the sequence/order as listed above.

INVITATION TO TENDER FOR THE OPERATION AND MAINTENANCE OF ELECTRO-MECHANICAL FACILITIES IN NNPC TOWERS

1. INTRODUCTION
The Nigerian National Petroleum Corporation is established under the laws of the Federal Republic of Nigeria and having its Head Office located at the NNPC Towers, Herbert Macaulay Way, Central Business District, Abuja. NNPC, therefore, invites interested and credible companies to participate in this tender process for the subsequent engagement of a qualified and reputable company for the operation and maintenance of Electro-mechanical facilities in the NNPC Towers, Abuja.

2. SCOPE OF WORK
The scope of the contract shall include but not limited to the following:
(a) Deploy competent Engineers, Supervisors & Technicians with tools/consumables for 24 hours /7days a week for proficient operation and running of all facilities, these facilities include, among others;
(i) Lighting systems including external floodlights.
(ii) Power distribution systems.
(iii) Periodic maintenance of Power system, including distribution boards, distribution panels, and switch gears (33kV/11kV/415V).
(iv) Periodic maintenance of electric motors.
(v) Periodic maintenance of earthing system, lightening arrestors and aircraft warning lighting.
(vi) Repairs/Replacement of damaged power points.
(vii) Fire protection systems including Installed Integrated Fire Alarm, Fire Detection, Voice Evacuation, NOVEC 1230 Fire Suppression System, Public Address System for addressing evacuees at muster point, Sprinkler Pumps, Sprinklers, Sounder, Smoke Detectors and FM 200 etc.
(viii) Check and rectify the panels & controllers in panel rooms to ascertain status and ensures it functions well on weekly basis of all the installed system
(ix) Check and rectify the loop maps to ensure that there is no split along the fire loops
(x) Take daily records of events at the fire control room and plan for immediate resolution if there is fault
(xi) Check the integrity of UPS and power source to ensure that it is appropriate for the systems
(xii) Carry out daily routine checks on the devices from Block to Block and take record to ensure that there is no emergency that can ground the system
(xiii) Check and rectify the fibre cable that stands as backbone for the system network.
(xiv) Modify or create, as the case may be, new locations or devices in the winmag showcasing the maps for easy identification of events
(xv) Check and rectify the NOVEC 1230 Panels, backup battery and any related accessories and to ensure that system will always respond to fire incidents
(xvi) Prepare and send reports to client on weekly and monthly basis
(xvii) Weekly test of fire and voice alarm and entire system on weekends to ensure that the system is functioning
(xviii) Dusting, cleaning, configuration checks and blowing of devices every 4 months for optimum performance as per BS 5839.
(b) Operation and Maintenance of Heating, Ventilation and Air Conditioning Systems.
(c) Operation and Maintenance of 6no water boreholes, Pumps and associated plumbing accessories.
(d) Maintenance of Fire Alarm Systems, including Sprinkler Pumps (electric, jockey & diesel).
(e) Daily, weekly and monthly servicing of electrical appliances as specified by the manufacturer or determined by operational/environmental factors.
(f) Rapid response to emergency calls.
(g) Provide specification for materials/spares required.
(h) Plumbing Systems Maintenance to include the following:
(i) Check on water supply pump/tanks and pipework.
(ii) Check on water supply/sanitary ware/WC/Sink/WHB Bowls etc.
(iii) Washing of water beautification fountains in all the blocks
(iv) Washing of water storage tanks for all the blocks
(v) Servicing of Plumbing Terminals Units-Sprinkler Heads etc.
(vi) Rainwater outlets on the roof & floor drains. Etc.
(vii) Carpentry system maintenance to include:
(viii) Repair of faulty doors, hinges, door locks, cylinders, etc.
(ix) Rectification of roof leakages
(x) Any other carpentry jobs that may arise.

3. WHO MAY APPLY?
NNPC hereby invites interested and credible companies who fall under the listed criteria to participate in this tender process. The prospective bidder(s) must:
(i) Be an experienced and established Company engaged in Facility Maintenance Management.
(ii) Have an experience on maintenance of Electro- mechanical facilities.

In accordance with the Public Procurement Act of 2007, extant laws and NNPC policies and guidelines all interested bidders seeking to be considered must satisfy the following requirements specified below:

(3.1) GENERAL REQUIREMENT
Submit company’s profile indicating details of company’s resume demonstrating its capabilities and a signed letter of application indicating interest on the company’s letter head paper bearing amongst others, telephone number, email address and company’s full address to be addressed to NNPC.

(3.2) STATUTORY REQUIREMENT
(i) Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC), certified true copies of Memorandum and Articles of Association of the Company, CAC Form C02 and C07 (particulars of Directors) for Nigerian companies and/or similar document of incorporation for foreign companies, certified true copies of statutory documents indicating ownership structure of company, name(s) of major shareholders and percentage shareholding (fatal flaw)
(ii) Company’s Tax Clearance Certificate for the last three (3) years (2017, 2018 & 2019) expiring on 31st December 2020, for Nigerian companies and similar tax certification documents for foreign companies in the case of Tax Exemption, Evidence of Exemption from the respective Country, (fatal flaw)
(iii) Evidence of compliance with the provision of Industrial Training Fund (ITF) Amendment Act 2011 by inclusion of current copy of Compliance Certification from the Industrial Training Fund (ITF) expiring in December 2020 or similar documents for foreign companies.
(iv) Evidence of Compliance with the Nigerian Social Insurance Trust Fund (NSITF) Act by Inclusion of current copy of Compliance Certificate expiring in December 2020 (for Nigerian companies).
(v) Evidence of compliance with PENCOM Reform Act 2004 by inclusion of valid pension clearance certificate expiring in December 2020. Or similar documents for foreign companies.
(vi) Evidence of registration on the national data base of Federal Contractors Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December, 2020 or valid certificate issued by BPP
(vii) Evidence of current relevant certification with Department of Petroleum Resources.
(viii) Submit company’s CASHES (Community Affairs, Safety, Health, Environment and Security policy). The policy must be signed.
(ix) Evidence of quality assurance/quality control policies, details of safety records for accidents, incidents, injuries and damages for the past three (3) years (2017,2018 and 2019).
(3.3) FINANCIAL REQUIREMENT
Audited Account for the past three (3) years (2017, 2018 and 2019), which must be signed and bear the stamp of a reputable and verifiable audit firm.
(a) Demonstration of average minimum annual turnover of N300 Million and a net worth of not less than N900 Million cumulative for the financial years ending in 2017, 2018 and 2019.
(b) Bank reference letter from a credible banking institution.

A. INTRODUCTION
The Management of Nigerian Ports Authority (NPA) desires to restore the Fire Alarm system in its head office building to enhance the safety of lives and assets. The NPA therefore invites reputable and competent companies to submit Tender documents for the Restoration of Fire Alarm System at the Headquarters Building, Marina, Lagos.

B. SCOPE OF SERVICES
The scope of Services shall include but not limited to the following:
Replacement of entire cable network with Fire Grade Cables; Restoration of Faulty Battery Bank for the Fire Alarm Panel; Connection of the Fire Alarm Panel to the Central UPS; Detailed labelling of the cables for easy identification & maintenance; Provision of additional audible sounders, smoke detectors and replacement of faulty ones on the floors.
Further information is contained in the Standard Bidding Document (SBD) to be issued to interested bidders.

C. ELIGIBILITY CRITERIA
Interested companies should submit bound bid documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:

• Whether or not any officer of the relevant committees of the Nigerian Ports Authority (NPA) or Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
• That the Company is not in receivership, subject of any form of insolvency or bankruptcy proceeding or the subject of any form of winding up petition or proceedings.
(9) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone (preferably GSM No.), fax and e-mail address. (10) Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
(11)(a) Company profile to include names, qualification (copies of relevant academic and professional qualifications of such personnel must be attached).
(b) Evidence of engineer’s registration with COREN in the relevant disciplines of Electronics and/or Instrumentation.
(12) Verifiable evidence of at least three (3) similar electronics projects successfully executed in the last five (5) years by including Letters of Award, Contract Agreements and Job Completion Certificates.
(13) Failure to comply with items 1 -12 above will lead to disqualification of the bid. (This is applicable for non-Joint Venture submissions).
(14) For Joint Venture (JV)/Partnership, Memorandum of Understanding (MoU) should be provided. (Items 1-12 are compulsory for each national JV partner).

1.0   INTRODUCTION
The government of Nigeria, through the Country Coordinating Mechanism (CCM) of the Global Fund to fight AIDS AIDS TB and Malaria has received a grant to support Nigeria’s response to COVID-19. This support is aligned with the National COVID-19 Pandemic Response Plan developed by the Presidential Task Force on COVID-19. The PTF recently conducted a mid-term review of the response during which critical areas of intervention were identified for support. One of such areas is the supply of medical oxygen at the health facilities serving as isolation centres. To address this need, the Global Fund project in the National Agency for the Control of AIDS (NACA) intends to use funds from the COVID 19 RM (C19 RM) grant for the procurement of project management consultancy services for the repair of oxygen plants at federal tertiary hospitals in 36 states of the Federation.

2.0   SCOPE OF SERVICES
This Request for Expression of Interest (REOI) is to solicit the services of reputable consultancy firms with relevant experience in the design, servicing, and maintenance of oxygen plants to manage the repairs of oxygen plants at the tertiary hospitals in 36 states and Federal Capital Territory of the Federation. The scope of this assignment is as follows:
1.Site assessment of the oxygen plants at the tertiary hospitals to ascertain their status of functionality
2.Detailed report of the site assessment describing the status of each oxygen plant and clear recommendations on steps to take to get it optimally functional
Development of detailed bill of quantities and estimated cost of repairs for each of the oxygen plants assessed
1.Management and supervision of the repairs of the oxygen plants by vendors
2.Submission of detailed project implementation report

3.0   ELIGIBILITY CRITERIA
Please read this section carefully and ensure that the entire requested information is included in your submission. Evaluators will neither make assumptions nor draw inferences regarding missing or incomplete information.

Submission should be comprehensive and address all requirements as stated below in chronological order:

1.Company’s Profile with the Curriculum Vitae of Key Staff
2.Evidence of company registration (certificate of incorporation of the company) including Forms CAC2 and CAC7.
Evidence of Company Income Tax Clearance Certificate for the last three years (2017, 2018 and 2019).
1.Duly Certified Company Audited Accounts for the last 3 years (2017,2018 and 2019)
2.Must have a minimum of 3 years of experience in the provision of similar services.
3.Turnover of at least NGN50 Million in the last three years
Evidence of PENCOM Compliance Certificate expiring by December 2020.
Evidence of Industrial Training Fund Certificate (ITF) Compliance Certificate expiring by December 2020.
1.Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance certificate expiring by December 2020
2.Sworn Affidavit disclosing whether or not any officer of the National Agency for the Control of AIDS or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
3.Evidence of financial capability to execute the contract by submission of Reference Letter from a reputable commercial bank in Nigeria
Verifiable documentary evidence of at least three (3) similar jobs executed in the past including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
Possession of Engineering and relevant authorization license from Government or Certifying Agencies – i.e. COREN, etc.
Evidence of relevant professional certification related to this assignment

Note that only shortlisted firms with submissions that meet all the requirements above will be invited to submit their detailed Technical and Financial proposals.

4.0    SUBMISSION OF EXPRESSION OF INTEREST
All documents required by this REOI must be received in a sealed envelope at the designated location stated below NOT LATER THAN 12.00 noon (Nigeria Time) on 29th November 2020.

1.INTRODUCTION
The government of Nigeria, through the Country Coordinating Mechanism (CCM) of the Global Fund to fight AIDS AIDS TB and Malaria has received a grant to support Nigeria’s response to COVID-19. This support is aligned with the National COVID-19 Pandemic Response Plan developed by the Presidential Task Force on COVID-19. The PTF recently conducted a mid-term review of the response during which critical areas of intervention were identified for support. One of such areas is the supply of medical oxygen at the health facilities serving as isolation centres. To address this need, the Global Fund project in the National Agency for the Control of AIDS (NACA) Intends to use funds from the COVID 19 RM (C19 RM) grant for the procurement of project management consultancy services for the repair of oxygen plants at federal tertiary hospitals in 36 states of the Federation.
