1. Introduction

The INSTITUTE OF HUMAN VIROLOGY, NIGERIA (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.

2. Purpose of RFB

The purpose of this request is to solicit for bids to facilitate the retrofitting of HVAC system including access control and fire alarm system at FMC Yola with oversight from Institute of Human Virology-Nigeria.

3. Invitations for Expression of Interests and Bidding

IHVN is soliciting for interests from reputable service providers, suppliers and organizations with relevant experience in carrying out services listed on our RFB during the project implementation period.

To be eligible to participate in the bidding process, interested organization are required to provide the following information:

  • Signed Cover Letter indicating;
  • Company Profile;
  •    Proof of registration with Corporate Affairs Commission CAC;
  • All Bidders must include copies of tax clearance certificates for the past three years. i.e. 2017,2018, 2019 & 2020 if readily available;
  • Verifiable evidence of completing similar jobs successfully in the last 5 years;
  • Expert knowledge and demonstrable working experience on Laboratory equipment maintenance;
  • Technical and human resource capacity and ability to deliver quality job within agreed timelines;
  • Bank Reference Letter;
  • All bidders must indicate their bid validity period. The bid validity period will be 90 days,

4. Submission Requirements

All bids must be in ink or type written; submission in pencil will not be accepted.

Cost Proposal:IHVN desires that bidders to provide bid formatted in the templates in the BOQ. Bids must be in Nigerian Naira.

Delivery Information:Delivery period should be stated in line with the expected project performance period

Bid must be in Company’s Letter head, duly signed and stamped by an authorized company representative

The North East Connection program funded by USAID and implemented by Creative Associates International, Inc. (Creative), is seeking applications from eligible applicants to fund a program entitled Providing Opportunities for Communities to Engage with Security Providers in Biu and Maiduguri, Damaturu, Potiskum, Mubi South, Mubi North and Demsa.

PROGRAM SUMMARY
The purpose of Northeast Connection project is to strengthen the resilience of communities vulnerable to violent extremist infiltration and conflict. By targeting communities in Adamawa, Yobe, and Borno States that are not yet under the control of violent extremist organizations (VEOs), the Activity will mitigate the grievances that make communities vulnerable to violent extremism, while building social cohesion within and across communities in northeast Nigeria. In addition to helping northeastern Nigerians create a stronger foundation and become more resilient to VEO infiltration and conflict, the Activity will develop local capacity to respond to emerging threats and vulnerabilities. Northeast Connection also includes a rigorous analytical component to develop a more informed, shared understanding of local and sub-regional VEO and conflict risks, dynamics, and windows of opportunity. The Activity will also lead the coordination of implementing partners on such countering violent extremism (CVE) initiatives.

BACKGROUND
The Federal Inland Revenue Service (FIRS) of Nigeria is a semi-autonomous agency established in 1943 to collect tax on behalf of the Federal Government of Nigeria. Its vision is to deliver quality service to taxpayers in partnership with other stakeholders and make taxation the pivot of national development. Its mission is to operate an efficient and transparent tax system that optimizes tax revenue collection and voluntary compliance. FIRS has its headquarters at the Revenue House, which is located in Wuse Zone 5, Abuja. The service is working to engage reputable companies for the Provision of Security Services to the Federal Inland Revenue Service for the year 2021. To this effect, interested and reputable companies are being invited to submit an Expression of Interest (EOI) to provide the service.

2. SCOPE OF THE SERVICE
The scope of the service involves the provision of professional security services using Kitted competent Security Guards who will be required to work as a team to secure FIRS locations listed below:

Lot 2: Lagos Mainland East (15 offices)
Lot 3: Lagos Mainland West (11 offices)
Lot 4: Oyo, Osun & Ogun (12 offices)
Lot 5: Akwa Ibom, Bayelsa & Cross Rivers (5 offices)
Lot 6: Bauchi, Borno, Plateau & Yobe (8 offices)
Lot 7: FCT, Kogi & Nassarawa (20 offices)
Lot 8: Jigawa, Kano & Katsina (17 offices)
Lot 9: Kwara, Ondo & Ekiti (10 offices)
Lot 10: Headquarters Offices (11 offices)
Lot 11: Management’s Residences (7 Locations)
Lot 12: Enugu, Ebonyi & Abia (11 offices)

DURATION OF THE ASSIGNMENT
The duration of this engagement is one (1) year.

4. ELIGIBILITY REQUIREMENTS
The firm to execute the contract shall have extensive knowledge and experience in performing similar jobs. The Firm shall also possess at least five (5 years) experience in working in the Nigerian public sector and national coverage. In specific terms, the following should be submitted in support of the application;
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7.
(ii) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31 December, 2021.
(iii) Evidence of current Pension Clearance Certificate valid till 31 December, 2021.
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2021.
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2021.
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of current Interim Registration Report (IRR) expiring on 31 December, 2021 or valid Certificate issued by BPP.
(vii) Evidence of Firm’s current license issued by Nigeria Security and Civil Defence Corps.
(viii) Sworn affidavit:
• Disclosing whether or not any officer of the relevant committees of the Federal Inland Revenue Service or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the company and to confirm that all information provided are true and correct in all particulars.
• that the company is not in receivership or Financially/Legally Encumbered.
• that the company is not a replacement for a hitherto tax defaulting company.
• that the company does not have any Director who has been convicted in any country for any criminal offense relating to fraud or financial impropriety.
(ix) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
(x) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of awards, Job completion certificate, etc.
(xi) All documents for submission must be transmitted with a covering/Forwarding letter under the Company’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone number (preferably GSM No.) and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the firm.
