CONSULTING SERVICES (FIRMS SELECTION)

The Federal Government of Nigeria (FGN) is currently implementing the Transforming Irrigation Management in Nigeria (TRIMING) Project with a credit received from the International Development Association (IDA) and it intends to apply part of the proceeds for consulting services.

The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.

Purpose of the Assignment
The purpose of this consultancy services is to hire a security firm that will develop and implement a strategic and comprehensive security programme for TRIMING Project schemes starting with Bakolori Irrigation Scheme (BIS) that already has history of security issues. The overall aim is to achieve sustainable security environment for the successful implementation of rehabilitation and conversion works contracts within the BIS and other Project schemes on gradual basis including; Kano River Irrigation Scheme (KRIS), Hadejia-Valley Irrigation Scheme (HVIS), Dadin-Kowa Irrigation Scheme (DKIS) as well as at Zobe and Goronyo Dam Sites when the need for each may arise. The focus of the security team is to serve the role of liaison with contractors/consultants, TRIMING and all relevant stakeholders for actualising secured working environment.

The scope of the services would include, but not limited to:
The Project Risk Manager, supported by Project Security Coordinators (PSCs) are expected to show proven abilities to accomplish the following:
1. Security Assessment
2. Security Operational Manual
3. Security Management & Movement Tracking
4. Periodic Intelligence Reporting
