The Federal Republic of Nigeria, through the federal ministry of agriculture and rural development, has received financing from the world bank and L’Agence Francaise de Developpement (French Development Agency or AFD) and on-lent the financing to nineteen participating states (namely Abia, Akwa-Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Ebonyi, Osun, Niger, Gombe, Kaduna, Ekiti and Sokoto) toward the cost of RURAL ACCESS AND AGRICULTURAL MARKETING PROJECT (RAAMP). It is intended that part of the proceeds of the financing will be applied to eligible payments under the contract for consultant services.
The consulting service (“the services”) includes;
1. To support the SPIUs in responding to SEA/SH incidents that may occur in the projects, ensure that effective mechanisms (case management, psychosocial support, legal and referrals to meet the immediate needs of GBV survivors) are in place to render timely and appropriate services using Survivor – centered approach.
2. The scope of work of the consultancy includes, but not necessarily limited to the following:
a. Prevention services:
• Facilitate in coordination with PIUs, Supervision Engineers and Contractors, sensitization & awareness campaigns in project beneficiary communities on the reporting incidents of SEA/SH and the available services to be accessed;
• Establish GBV/SEA prevention mechanisms and structures in the project communities and labor camps and ensure that the structures are well known throughout the project and that points of contact are made widely available.
b. Developing a key messaging strategy: the service provider will develop key GBV/SEA prevention messages. Information, Education and Communication (IEC) materials will be designed, produced and circulated on all project work sites, offices, accommodation facilities and beneficiary communities. IEC materials will be developed and produced in a location-sensitive manner.
c. Activate GBV-GRM channels and operations: the service provider will serve as the GBV-GRM intermediary as specified in the project GRM documents. In this capacity, the provider will work with the SPIU to consult with women and Girls for the purpose of determining the most appropriate compliant channel or reporting GBV cases. The channels will be popularized within al project communities by the service provider. The provider shall make arrangements for personnel and procedure to receive such complaints and respond in line with GBV-GRM arrangements established in the GRM document.
• Train all contractor staff on GBV/Sea and key responsibilities and expectations of contractor staff.
• Provide awareness-raising sessions on SEA/SH for all staff, consulting, contractors and their stakeholders on a quarterly basis, with particular emphasis on newly engaged staff. To ensure sustainability, the service provider will work closely with the SEA/SH focal unit of SPIUs to accomplish this;
d. Response services: provide an effective GBV case management support to GBV survivor, which implies acting as a GBV case manager and providing services to the survivor. As a GBV case manager.
The consultancy firm should be able to provide at least Psychosocial support or health care services t survivors of SEA/SH before linking them to other services with the informed consent of the survivors. Services to be provided by the GBV service provider will comply with Essential Services Package for Women and Girls Subject to Violence core element and quality guidelines published by United Nations Joint Global Programme on Essential Services for Women and Girls Subject to Violence.
The services are expected to extend over a period of one year, involving approximately 8key persons as required in the TOR;

Kogi State Rural Access and Agricultural Marketing Project (RAAMP) now invite eligible consulting firms (“Consultant”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the services.
The shortlisting criteria are:
3. General information
Have a unit, or via joint venture ((JV) or MOU, an office in each of the project, participating states that will coordinate the provision of survivor-centered services for GBV survivors.
i. Extensive knowledge of gender based violence and sexual exploitation and abuse issues, providing health/psycho-social, legal, shelter, advocacy support to survivors.
ii. Strong understanding of country and project context including both a solid understanding of the policy and legislative framework, gender related social norms and local dynamics, GBV/SEA prevalence as well as a well-established capacity to operate efficiently in project environment. Such qualification could be evidenced through the implementation, management or supervision of development programs in this country or similarly situated contexts.
iii. Experience in the management of social risk issues and active engagement with beneficiaries, civil society or local communities is required. Relevant experienced in communication and relationships with the community and experience with the design, implementation and/or monitoring of GBV-grievance redress or citizen feedback mechanisms in development projects.
iv. Prior experience as a GBV service provider of World Bank projects is not required but would be an advantage. If no prior experience as a GBV service provider for the world bank , the selected candidate should have at least demonstrated experience supervising development programs and activities financed by other international or multilateral organization in a similar context
v. The selected service provider should have in physical address or place within the community for use as the service provider hub.
vi. The selected service provide must be capable to deploy the right mix of personnel in all project communities indicated by the SPIU
The consulting firm is expected to have the following staff on the team with the following minimum requirement:
1. Tea leader (GBV Specialist): the candidates should have Advanced degree in Social Sciences or other related areas including psychology, public policy, community health, gender, development studies with minimum of 10years of relevant professional experience of which at least 5years as a team leader.
2. Health officer: the candidate should have advanced degree in medicine, public/community health or related filed with minimum of 5 years of relevant professional experience in gender related issues.
3. Psychosocial counselor expert: the candidate should have advanced degree in social sciences or other related areas including social work, community health, with minimum of 5years of relevant professional experience in gender related studies.
4. Consultation/communication: the candidate should have Advanced degree in communications studies or related filed with minimum of 5years of relevant professional experience in gender related issues.
5. Legal expert: the candidate should have advanced degree in law or other related area with minimum of 5year of relevant professional experience in gender related issue, similar to the above
6. GBV CAPACITY building and cases management specialists: advanced degree in social work, public health, international development or other relevant field of study preferred; four years of field experience preferred and experience in GBV program management a must; familiarity with standards and guidelines for GBV programming and coordination as well as guidance on prevention or SEA; familiarity with approaches for community and individual psychosocial support; familiarity with international humanitarian operations, coordination structures and the mandates of donor, UN agencies and other NGOs; profound cross-cultural awareness; ability to exercise sound judgment and make decision independently; extremely flexible and the ability to cope with stressful situations and frustrations.
4. All interested firms are to submit the following documents;
1. Evidence of registration with corporate affairs commission (CAC)
2. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2021, 2022 and 2023);
3. Company’s Audited Accounts for the last three (3) years 2021, 2022 & 2023) duly stamped;
4. Well detailed company profile with managerial and technical structure, office address and functional contact details
5. For joint ventures, memorandum of understanding must be attached
6. Verifiable records establishing evidence of experience in the provision of at least Psychosocial support or health care services to survivors of SEA/SH before linking them to other services with the informed consent of the survivors. Services to be provided by the GBV service provider will comply with the essential services package for women and girls subject to violence core elements and quality guidelines published by United Nations Joint Global Programme on Essential Services for Women and Girls Subject to Violence.
5. Evidence of similar experience supported under multilateral donor agency like world bank, AFD, AfDB etc. in the previous 7 years
6. Evidence of firms/consortium regional work experience in similar field within Nigeria and Sub-Sahara Africa
The attention of interested consultants is drawn to Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank “procurement regulations for IPF borrowers” September 2023 5th edition (“procurement regulations”), setting forth the world bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but indicate clearly whether the association is in form of joint venture and/or a sub-consultancy. In the case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
