INVITATION FOR EXPRESSIONS OF INTEREST (EOI) FOR THE SELECTION OF PREFERRED BIDDERS FOR GRID SCALE RENEWABLE ENERGY (SOLAR, WIND ETC.) POWER PROJECTS FOR CLEAN LAGOS ELECTRICITY MARKET
1. BACKGROUND
Lagos, the most populous city in Nigeria and the African continent has a population of over 20million, making it the largest metropolitan are in Africa, the financial center as well as the economic hub of Nigeria. As a result of the large population, the state faces pressing energy challenges due to its rapid urbanization and population growth and so have urgent need for sustainable alternatives to the already failing fossil fuel and hydro generated energy. The Lagos State Government in its commitment to advancing renewable clean environmentally friendly energy solutions to the prevailing energy challenges is intending to focus on renewable energy solutions to the prevailing energy challenges is intending to focus on renewable energy (solar, wind etc.) solutions to its citizens energy needs. The Lagos State Ministry of Energy and Mineral Resources (MEMR) in conjunction with office of public private partnership is pleased to announce its intention to allocate sites for grid scale renewable energy (solar, wind etc.) power projects as part of the state’s ambitious renewable energy agenda. In collaboration with the World Bank, the ministry aims to deploy 2 gig watts (GW) of renewable energy power capacity to address Lagos’s Energy challenges and promote sustainable development.
LAGOS STATE MINISTRY OF ENERGY AND MINERAL RESOURCES (MEMR) in conjunction with the office of the public-private partnership hereby invites qualified renewable energy (solar, wind etc.) power producers/power solution companies to express interest in the allocation of site for the projects.
2. PROJECT SCOPE
The proposed scope of work to be provided shall include but not limited to the following:
• Identify suitable locations for grid connected renewable energy (solar, wind etc.) generation.
• Develop detailed engineering designs tailored to the specific characteristics of each identified locations.
• Conduct comprehensive environmental & social impact assessments to identify potential risks & mitigate adverse effects on the environment.
• Conduct periodic evaluations to assess the projects effectiveness, identify areas for improvement & ensure compliance with project objectives
• Develop grid interconnection plans for each renewable energy (solar, wind etc.) plant to integrate approximately 200MW of renewable energy (solar, wind etc.) capacity as first phase into the existing electrical grid infrastructure.
• Ensure grid connection, network enhancement investment and E&S/Land preparation
3. REQUIREMENTS FROM INTERESTED PARTIES
The bidder may consist of a single company or a consortium of companies with the technical, financial. Legal and other specialist expertise required to successfully deliver on the project. In the case of a consortium, the consortium members must jointly submit the information required herein paragraph. Consortiums must also clearly identify a member company as the lead company as well as identify the specialized expertise/field of its membership.
The lead company will have the primary responsibility for liaising with the project delivery team and for managing the consortium’s performance of the project.
The pre-qualification requirements are listed in 3.0 – 3.3 below.
Only pre-qualified entitles shall proceed to the REQUEST FOR PROPOSAL (RFP) stage, they are to execute a Non-Disclosure Agreement before issuance of the RFP documents.
The prospective bidder must register with the Lagos State Public Procurement Agency on: lagosppa.gov.ng through which documents will be submitted.
3.1. GENERAL REQUIREMENTS
• Full name and contact person, postal address, telephone, and e-mail addresses of each corporate entity.
• Company profile and profile of management team.
• Company registration including certificate of incorporate, certified true copies of Memorandum and Articles of Association and CAC Form CO7 or the equivalent.
• Ownership structure including name(s) of shareholders and percentage shareholdings.
• Evidence of current registration with Lagos State Public Procurement Agency.
• Evidence of Tax Clearance Certificate for the last 3 years (2021, 2022 and 2023).
• Affidavit disclosing whether or not any officer of the relevant committee of the LASG, MEMR, OPPP or its agencies is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
• All foreign equivalent documentation must be translated into English Language.
3.2. RELEVANT EXPERIENCE
The bidder must have undertaken Grid Connected Renewable Energy (Solar, Wind etc.) Power Projects in the past 10years with a cumulative capacity of at least 5MW and the facilities must still be in operation.
The bidder is to provide evidence of previous experience detailing the following information:
• Direct experience delivering and structuring Grid Connected Renewable Energy (Solar, Wind etc.) Power Projects transactions;
• Track record of successful closure of Grid Connected Renewable Energy (Solar, Wind etc.) Power Projects;
• Description of role played in at least 3 Grid Connected Renewable Energy (Solar, Wind etc.) Power Projects related transactions closed in emerging markets during the past 10 years ( at least one of which should be in the past 4 years);
• Availability of appropriate skills with relevant qualifications;
• Name and address of a referee for the previous projects and
• Experience working in Nigeria, sub-Saharan Africa and/or Emerging Markets.
3.3. FINANCIAL CAPABILITY
• Provide the most recent 3-years Audited Financial Statements and latest Management Accounts.
• Evidence of PAYE remittance for Nigerian consortia/firms.
• Evidence of financial capability/availability of financial resources/access to funding from a reputable bank
4. METHOD OF SUBMISSION
Application or (REOI) shall be submitted electronically through the e-procurement platform of the Lagos State Public Procurement Agency (lagosppa.gov.ng) no later than 17:00 hours West African Time (GMT+1), Thursday, 20th September 2024. This is only possible after registration on the platform.
It should be noted that this invitation does not constitute a commitment on the part of LASG, OPPP and /or MEMR to award the project/projects to any party (ies) expressing interest. Furthermore, the submission of documents shall not entitle any of the interested parties to any claims against LASG, OPPP and/or MEMR by virtue of such of such parties having responded to the EOI invitation.
Also note that all participants shall be responsible for their cost and expenses for the submission of their EOI.
