1.INTRODUCTION
In pursuit of its local content mandate and to preserve the heritage and further enhance developments in the Oil and Gas sector in Nigeria, the Federal Government of Nigeria – through the Ministry of Petroleum Resources, Nigerian Content Development and Monitoring Board (NCDMB), Petroleum Technology Development Fund (PTDF), and in conjunction with the Shell Petroleum Development Company of Nigeria (SPDC) and the Bayelsa State Government (BYSG) has approved the construction of the Oloibiri Museum and Research Centre in Ogbia Local Government Area of Bayelsa State.

The Board, on behalf of the OMRC Project Partners, hereby invites interested reputable Companies with good track record of performance and experience to submit pre-qualification for the construction of the following:

1.0  INTRODUCTION
The Federal College of Education (Technical) Omoku, Rivers State hereby invites interested and competent companies with a history of timely delivery of Projects to Tender for 2019 TETFund Library Development Intervention Projects.

2.0  SCOPE OF SUPPLIES
LOT 1:  Procurement of Books and Journals
LOT 2:  Procurement of Equipment
LOT 3:  Procurement of Furniture

3.0  ELIGIBILITY REQUIREMENT
Interested contractors are required to submit the following documents:
(a)      Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or Forms CAC2 and 7;
(b)     Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2017, 2018 & 2019);
(c)      Evidence of current Pension Compliance Certificate valid till 31st December, 2020;
(d)     Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;
(e)      Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;
(f)      Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP.
(g)     Sworn Affidavit:
disclosing whether or not any officer of the relevant committees of the Federal College of Education (Technical) Omoku, Rivers State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged;
no Company’s Director has been convicted for any crime in any country;
(h)     Company’s Audited Accounts for the last three (3) years – (2017, 2018 & 2019);
(i)      Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(j)      Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificates;
(k)     Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications.
(l)      For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
(m)    All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS
All interested bidders are to:
(i)      Pay a non-refundable tender fee of N10, 000 into the FCE (Technical) Omoku’s remita account in any reputable commercial bank in Nigeria
(ii)     Collect tender document from the Procurement Unit of the College on presentation of the payment receipt for non- refundable tender fee.

5.0  SUBMISSION OF TENDER DOCUMENTS
Completed Technical and Financial Bids should be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid” respectively with the company name indicated at the back of the envelope. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial) and addressed to: The Provost, Federal College of Education (Technical), P.M.B 11, Omoku on or before 12:00 noon on Monday 21 December, 2020. The envelope should be duly marked with the relevant Lot Number on the top right hand corner. The bids should be dropped in the Tender Box at the front of the procurement office. Bidders are to ensure that they also sign all pages of the Bidding document.
