1. INTRODUCTION
The Federal Government of Nigeria has allocated funds FEDERAL GOVERNMENT GIRLS’ COLLEGE, LEJJA, ENUGU STATE in the 2020 Appropriation for the execution of Policies, Programmes and projects towards achieving the mandate of the College. Accordingly, the College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following projects.

2. Evidence of Company’s Current Tax Clearance Certificate for the last three years (2017, 2018 and 2019) valid till 31st Dec, 2020 with a minimum average annual turnover of Twenty

4. Evidence of Current Industrial Training Fund (ITF) Certificate valid till 31st Dec, 2020;
5. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till Dec, 2020;
6. Evidence of Registration on the National Database of Contractors, Consultants and Suppliers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP:
7. Current sworn Affidavit disclosing whether or not
a. Any officer of the relevant Committees of FGGC LEJJA or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
b. The company is in receivership. Insolvent Or bankrupt, and
c. The company has any Director who has ever been convicted in any court in Nigeria or any other country for criminal offences in relation to fraud or financial impropriety:
8. Evidence of Financial Capability to execute the job by submission of Reference Letter from a reputable commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed:
9. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (ARCON, COREN, QSRBN, CORBON, etc):
10. Verifiable documentary evidence of at least (3) similar job(s) successfully Executed in the last five (5) years including Letters of Awards, Valuation Certificates and/or Job Completion Certificates and Photographs of the projects;
11. List of Plants and Equipment with proof of ownership or lease agreement:

All documents for submission must be transmitted with a covering forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC). The Letter Head paper must bear the Names, Nationalities and the Telephone Numbers of Directors of the company at the bottom of the page duly signed by the authorised officer of the firm.

In response to the coronavirus pandemic, GAIN has developed the Keeping Food Markets Working (KFMW) programme to provide targeted support to help sustain core food systems, workers, and markets during COVID-19 emergency. The programme has the overarching goal of mitigating the risk of economic collapse of food systems in order to sustain the availability and affordability of nutritious and safe foods, and contribute to lowering the burden of ill-health, particularly for the most vulnerable. Within the programme, GAIN will support Small and medium-sized enterprises (SMEs) that produce nutritious foods to weather the current crisis and to guard against future shocks and will initially focus on Kenya and Nigeria.

BACKGROUND
The USAID Effective Water Sanitation and Hygiene (E-WASH) is a 4-year program with the main objective of strengthening the governance, financial and technical viability of five (5) State Water Boards (SWBs) in Nigeria. The six SWBs are as follows: ABIA SWSC (LOT 1); DELTA USWB (LOT 2); IMO SWC (LOT 3); NIGER SWB (LOT 4); TARABA SWA (LOT 5).

The project is working towards achieving the following four objectives:
• Create professionally managed and commercially oriented SWBs
• Improve the financial and operational viability of SWBs
• Strengthen policy, institutional, and regulatory frameworks for improved WASH services
• Build national and state WASH advocacy, coordination, and communications for reform The project is being implemented by RTI International (www.rti.org), which is an independent organization dedicated to conducting innovative, multi-disciplinary research that improves the human conditions. E-WASH to this effect is inviting interested, eligible and competent Consultancy Firms and Service providers via this Expression of Interest (EOI) to respond on their willingness to be shortlisted to the following consulting services: For Short term Technical Assistance for urban household & customers water use, demand side analysis and ab ility to pay for improved water services studies in five states water boards – Abia SWSC (LOT 1); Delta USWB (LOT 2); Imo SWC (LOT 3); Niger SWB (LOT 4); Taraba SWA (LOT 5)

The cardinal objectives of the assignment are:
• To conduct sector wide Demand-Side analysis and Ability to Pay studies using surveys, questionnaires and appropriate tools on which basis the consultant shall, recommend strategies the SWB management could adopt for improving water demand;
• To review the current socio-economic status of the respective urban areas served; this will also include the review of whatever existing tariff instrument or policies are in current use and comment on their age, relevance and justification as may be necessary;
• To Develop a practical and effective water demand-side management (DSM) strategies for the SWBs;
• To undertake an assessment and evaluation of the ability to pay for urban water services across the target service areas.

(b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all Partners in case of Business Name) for the last 3 years (2017,2018 & 2019)expiring on 31 December, 2020;
(c) Evidence of Current Pension Compliance Certificate valid till 31 Dec. 2020.
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till Dec. 2020.
(e) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 Dec. 2020.

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
(l) List of Plants/Equipment with proof of ownership/Lease (where applicable).
(m) For Consultancy Service: evidence of Firm’s registration with relevant professional body(ies);

The Federal Government of Nigeria has received financing from the International Fund for Agricultural Development (IFAD) toward the implementation of the Livelihood Improvement Family Enterprise in the Niger Delta (LIFE-ND) Project. This project is aimed at enhancing income, job creation and food security through Agribusiness enterprise development in a sustainable manner for the Niger Delta region. LIFE-ND intends to apply part of the funding to eligible payments under the contract for consultancy service for the preparation of detailed prototype designs and development of BOQ for typical market infrastructure rehabilitation/construction for the LIFE-ND Project.
