1. INTRODUCTION
The National Library of Nigeria is the apex library and the giant memory of the nation. It is the intellectual storehouse and the databank of learning. The National Library of Nigeria is charged with the responsibility of preserving, collecting and providing easy access to knowledge, leveraging on ICT. Therefore, the National Library of Nigeria in keeping with its mandate, and In compliance with the BPP’s guidelines and provisions of the Public Procurement Act 2007, wishes to invite seasoned and qualified contractors and firms to submit bids and EOI for the under-listed projects as appropriated in the 2024 appropriation act:

3. ELIGIBILITY REQUIREMENTS
Interested and competent contractors, suppliers, consultants/service providers wishing to carry out any of the projects listed above are required to submit the following documents in their technical bids/proposal.
a. Evidence of certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7 (or CAC 1.1). Business name with form BN1 is also acceptable for consultancy services;
b. Evidence of Company’s Income Tax Clearance Certificate (or personal income tax clearance certificates of all the partners in case of business name) for the last three (3) years valid till 31st December, 2024; with minimum average annual turnover of N500m for category A, 100m for category B except for LOT NLN/CP/2024/EO4 which is N500m, and N1 billion for category E;
c. Evidence of pension Clearance Certificate valid till 31st December, 2024 (this requirements is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is ₦50Million and above);
e. Evidence of Nigerian social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g. Sworn Affidavit:
Disclosing whether or not any officer of the relevant committees of the national library of Nigeria or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
That no Director has been convicted in any country for any criminal offence relating to fraud of financial impropriety or criminal misinterpretation or falsification of facts relating to any matter;
That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petitions or proceedings;
h. Company’s Audited Accounts for the last three (3) years (2021,2022 and 2023);
i. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications such as SURCON, COREN, QSRBN, ARCON, CORBON, etc.
k. For supply of equipment: letter of authorization as representative of the original equipment manufacturers (OEMs);
l. Services: evidence of firm’s current registration with relevant regulatory professional body(ies) such as NITDA & CPN etc.;
m. Electricity jobs: evidence of current license issued by Nigerian electricity management services agency (NEMSA);
n. Verifiable documentary evidence of Awards, valuation certificates, job completion certificates and photographs of the project evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects.
o. list of plants/equipment with proof of ownership/lease agreement;
p. For joint venture/partnership, memorandum of understanding (MoU) should be provided (CAC, Tax clearance certificate, pension clearance certificate, ITF compliance certificate, NSITF clearance certificate, IRR & sworn affidavit are compulsory for each JV partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.) and e-mail address. The Letter head Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS (CATEGORY A, B, & C)
Interested companies are to collect the standard bidding documents (SBD) from the procurement division of national library of Nigeria, CBD Abuja on evidence of payment of a non-refundable tender fee of N10, 000.00 per lot, paid into the national library of Nigeria’s remita account in any reputable commercial bank in Nigeria.
Note: bidders who are interested in category D and E are not required to pay for bidding documents until after shortlisting.
5. SUBMISSION OF TENDER DOCUMENTS (CATEGORY A,B, & C)
Prospective bidders are to submit for each of the lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “technical bid” or “financial bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

Clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box at the procurement division of National Library of Nigeria on the ground floor, plot 274 Sanusi Dantata house, Central Business District, Abuja within the working hour of 9am-4pm, Mondays-Fridays not later than 12:00 noon on Monday 14th October, 2024.
6. SUBMISSION OF EOI AND PREQUALIFICATION DOCUMENTS FOR (CATEGORY D AND E)
Interested firms and prospective bidders are to submit expression of interest and pre-qualification documents for each of the lot desired; two (2) hard copies each of the technical bids packaged in sealed envelopes and clearly marked as “technical bid”; and addressed to the national librarian/chief executive officer, attention: the head of procurement division; national library of Nigeria, plot 274 sanusi dantata house, central business district, Abuja and clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated tender box at the procurement division of National Library of Nigeria on the ground floor, plot 274 sanusi dantata house, Central Business District, Abuja within the working hour of 9am-4pm, Mondays- Fridays not later than 12:00 noon Monday, 30th September, 2024.
7. OPENING OF TECHNICAL BIDS (CATEGORY A, B, & C)
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 14th October, 2024 at the board room of National Library of Nigeria, first floor, plot 2674 Sanusi dantata house, central business district Abuja in the presence of bidders or their representatives, while the financial bids will be kept un-opened . Please, ensure that you sign the bid submission register in the office of the procurement division, ground floor of national library of Nigeria, as the national library of Nigeria will not be held liable for misplaced or wrongly submitted bids. 8. OPENING OF EOI/PREQUALIFICATION DOCUMENTS (CATEGORY D AND E)
The EOI and prequalification documents will be opened immediately after the deadline for submission at 12:00 noon, Monday, 30th October, 2024 at the board room of national library of Nigeria, 1st floor, plot 274, sanusi dantata house, central business district, Abuja in the presence of bidders or their representatives, Please, ensure that you sign the bid submission register at the procurement division, ground floor of national library of Nigeria, as the national library of Nigeria will not be held liable for misplaced or wrongly submitted Bids. 9. GENERAL INFORMATION
a. EOIs/prequalification documents and bids must be in English language and signed by an officer authorized by the bidder;
b. EOIs/prequalification documents and bids submitted after the deadline for submission would be un-opened and returned to bidder;
c. Bidders/Applicants should not bid for more than two (2) Lots;
d. All cost will be borne by the bidders;
e. The EOIs/prequalification documents and technical bids will be opened in the presence of bidders or their representatives, CSOs in the areas of anti-corruption and transparency and private professional bodies; and will be covered by video recording invitation link will be sent to bidder who chooses to join the EOI’s/bid opening online;
f. Contractors who had earlier submitted bids would be free to withdraw their submissions and submit a fresh bid without having to pay for a new tender fee;
g. Contractors who have ongoing or uncompleted projects and those who have worked for national library of Nigeria and have history of poor performance, abandonment, termination, and/or prolonged contract execution period need not apply;
h. All documents for submission must be properly bound, numbered and signed (on each page) with a well arranged table of content;
i. Bid documents that are not clearly marked with the identity of the bidder would not be opened;
j. Note that tender documents not clearly printed/photocopied will be disqualified;
k. The national library shall verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
l. The national library is not bound to accept the lowest quotation that is not technical and financial responsive;
m. It is recommended based on the security situation in the country that only prospective bidders who are conversant with the terrain of the locations of the project that should proceed to pay and obtain the tender documents;
n. Deviation from instructions shall lead to disqualification;
o. Category A,B, and C: only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
p. Category D: only shortlisted applicants at EOI’s evaluation will be invited at a later date for collection of request for proposal;
q. Category E: only prequalified bidders will be invited at a later date for collection of tender documents;
r. This announcement is published for information purpose only and does not constitute an offer by the tender board of national library of Nigeria.
s. The national library of Nigeria is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement act, 2007.
