TENDER FOR NFF / FIFA FORWARD GOAL PROJECTS IN DELTA AND KEBBI STATES
The Federation of International Football Association (FIFA) has allocated funds to the Nigeria Football Federation (NFF) through its forwarded programme to establish football development projects in the two states of Kebbi and Delta. In compliance with its requirements the FIFA Development Committee meets in July 2020 at Zurich, Switzerland to consider submissions.
Consequently, the NFF hereby invites interested, eligible, reputable and competent Contractors/Bidders to bid for the executive of the following projects:
LOT 1 – NFF/FIFA Forward Goal Project at Birnin Kebbi, Kebbi State, Nigeria
LOT 2 – NFF/FIFA Forward Goal Project at Ogborodo, Warri South West LGA, Delta State,
2. SCOPE OF THE WORKS:
The Scope of the Works at both locations entails the construction of covered spectators stand with players changing and medical rooms, FIFA one-star artificial football pitch (FIFA standard), placement of Seats, Asphalt paved Driveway, parking, Gate, Gatehouse, perimeter Fence, and Landscaping.
3. ELIGIBILITY REQUIREMENTS
Interested and competent contractors wishing to carry out these projects are required to submit the following documents which will be subjected to verification by the NFF Board:
a. Certificate of incorporation issued by Corporate Affairs Commission (CAC) including forms CAC2 or CAC1.1
b. Evidence of company’s income tax certificate for the last three years (2017,2018 & 2019) valid till 31st December, 2020.
c. Evidence of filling of annual returns to CAC for the last three (3) years (2017,2018 & 2019), payment receipts will not be accepted.
d. Evidence of current pension compliance certificate valid till 31″ December, 2020.
e. Evidence of current industrial training fund (ITF) compliance valid till 31 December, 2020
f. Evidence of National Data Base of Federal Contractors, by the submission of registration on the Interim Registration Report (IRR) expiring on 30/06/2020 or valid Certificate issued by bureau of public procurement (BPP).
g. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020:
h. Sworn Affidavit disclosing whether or not any Officer of the NFF Board has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars
i. That no Partner/Director has been convicted in any country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter.
j. That the company is not under receivership, the subjection of any form of winding up petition of proceedings, insolvency or bankruptcy.
k. Company’s Audited accounts for the last three years 2017, 2018 & 2019,
l. Evidence of financial capabilities to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria including willingness to provide credit facilities for the execution of the project when needed
m. Company’s profile with the curriculum vitae of key staff to be employed for the project including copies of their Academic/professional qualifications (in case of construction (COREN OSRBN, ARCON, CORBON etc.);
n. Verifiable documentary evidence of at least five (5) similar jobs (FIFA one or two star) executed in the last seven years including letters of Award, valuation certificates, job completion certificates and photographs of the projects;
o. List of plants and equipped with proof of ownership or lease (where applicable) with which lo carry out the projects.
p. All documents for submission must be transmitted with a covering forwarding letter under the company’s letter head paper bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone numbers, (referral GSM no), and e-mail address of the company at the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS CATEGORY A&C)
Prospective bidders are to collect hard copies to ‘The Bid Document at the General Secretary’s Office. NFF Headquarters, Sunday Dankaro House, Package B, MKO Abiola Stadium, Abuja between the hours of 10:00am and 4:00 pm, Monday to Friday on evidence of payment of a non refundable Tender fee of N,76,000.00 equivalent of ($200) per lot, paid into the account of Nigeria Football Federation by generating a Remita Retrieval Reference (RRR) code.
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit for each of the site, their Technical and Financial bids with soft copy of financial only in MS Excel format. The technical bid should be packaged separately in sealed envelope and clearly marked as “Technical Bid”. The two sealed envelopes are to be put together in a bigger sealed envelope addressed to Nigeria Football Federation and clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should bear the name and addressed of the bidder. All bids are to be dropped in the in designated box at the office of the General Secretary on or before 12:00 noon on Monday, 4th May 2020.
6. OPENING OF BIDS
Only Technical Bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 4th May, 2020 at the Conference Room of the Nigeria Football Federation, Package B, MKO Abiola National Stadium Abuja, in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened.
Please, ensure that you sign bid submission register in the Office of the GS. NFF will not be held liable for misplaced or wrongly submitted bids.
7. BIDDERS ARE TO PLEASE NOTE THAT
a. Copy of tender fee receipt should be included in the submission.
b. Companies/Films are at liberty to bid for one or two projects.
c. Only those that comply with regulatory requirements would be considered.
d. Bids submitted after the deadline will be returned unopened.
e. The NFF Board reserves the right to verify the authenticity of clans made by any bidder.
f. Only pre-qualified bidders will be conducted at a later date for financial bid opening.
g. Any Bidder who has no verifiable evidence of constructing a FIFA one or two star artificial turf need not bid.
h. The final decision and approval on these projects rests with FIFA Development Committee which sits on the 28 July at the FIFA Headquarters in Zurich Therefore, the NFF will not incur any liability on the final outcome of this process please.
