INVITATION TO TENDER FOR THE CONSTRUCTION OF ITS SOKOTO ZONAL OFFICE COMPLEX AND PROCUREMENT OF TEACHING AIDS/INSTRUCTIONAL MATERIALS

INVITATION TO TENDER
The Nursing and Midwifery Council of Nigeria Parastatal of the Federal Ministry of Health. In accordance with the provision of the Public Procurement Act 2007, the Council hereby invites interested, experienced, reputable, and qualified building Companies/Contractors for pre-qualification under the 2021 Capital Projects for the construction of its Sokoto Zonal Office Complex and Procurement of Teaching Aids/Instructional Materials.

Interested and competent Contractors/building Companies are to submit the following documents:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid S 31st December, 2021;
c. Evidence of current Pension Clearance Certificate valid till 31st December, 2021;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021;
f. Evidence of registration on the National database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid certificate as issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nursing & Midwifery Council of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years – 2018, 2019, 2020;
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications: COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Lot MI: List of Plants/Equipment with proof of Ownership/Lease;
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and E-mail address. The Letterhead Paper must bear the Names and Nationalities of the Director of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
COLLECTION OF TENDER DOCUMENTS
Interested Companies can obtain Tender bidding documents from the office of the Head of Procurement (Room 9), upon payment of a non-refundable tender fee of N10,000,00 (Ten thousand naira) only per Lot, via REMITA PLATFORM. The receipt of which must be presented to the Head of procurement.
SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit one (1) hard copy of each of the technical and financial bids with a soft copy of only the financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial bid”. Therefore, insert the two sealed envelopes in a bigger sealed envelope and dropped in the Councils Tenders Box at the office of the Head of Procurement (Room 9) on or before 12:00 noon on Tuesday, 13th April 2021. Late submission of tender documents will be returned unopened. The envelope should use addressed to:

PUBLIC OPENING OF TECHNICAL BIDS
Submitted technical bids will be publicly opened immediately after the deadline for submission at 12:00 noon on Tuesday, 13th April, 2021 in Nursing and Midwifery Council of Nigeria, Plot 713, Cadastral Zone, Life Camp, after Julius Berger Camp, Life Camp, Abuja.
DISCLAMER AND CONCLUSION
i. The Council will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry;
ii. Please note that this advertisement shall not be construed as a commitment on the part of the Council to award any or all the above named project;
iii. Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption /Transparency;
iv. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
v. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
vi. The Nursing and Midwifery is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any abilities in accordance with Section 28 of the Public Procurement Act 2007.
