INVITATION TO TENDER/ EXPRESSION OF INTEREST

1.0 INTRODUCTION
The Emergency Operation Center (EOC) is a central command and control facility responsible for carrying out emergency preparedness and emergency management at a strategic level during an emergency, and ensuring the continuity of operation of every component unit in Ogun State to curtail and contain any form of epidemic/ pandemic in the interest of public health. The EOC is directly domiciled within the purview of the Ogun State Ministry of Health.

In a similar vein, the Public Health Laboratory focuses on diseases and the health status of population groups. It is reputable for performing limited diagnostic testing, reference testing, and disease surveillance in addition to providing emergency response support, performing applied research, and providing training for laboratory personnel.

The Ogun State Government, therefore, wishes to put in place structures for its Emergency Operation Center and Public Health Laboratory to facilitate ease of operations and other engagements. To this end, the State Government invites eligible companies to submit their expression of interest in the bidding process.

2.0 ABOUT THE PROJECT
These EOC and Public Health Laboratory projects cut across the preliminaries, main building, demolition and external works respectively. It should be noted that the preliminaries entail the setting of blocks, removal of rubbish and disposal, cleaning as well as materials testing, temporary site and works, among others. The two main buildings involve roofing and roof covering with reinforced concrete, aluminum windows and aluminum partitioning, doors, wall and floor finishing, plumbing and electrical installations respectively. In addition, demolition works which would include the hacking-off existing wall tiles in toilets, uninstallation and removal of items such as doors, careful removal of entire existing roof structure, among others. Also, external works which would allow for septic tanks and soak-away pits, inspection chambers, paved road as well as excavation activities.

3.0 ELIGIBILITY REQUIREMENTS
(i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission.
(ii) Evidence of Registration with Ogun State Government.
(iii) Evidence of Current Tax Clearance Certificate for the last three (3) years expiring 31st December, 2021.
(iv) Detailed Company’s profile with Curriculum Vitae of key officers/ Professional personnel including photocopies of relevant professional/ technical certificates/qualification.
(v) Verifiable documentary evidence of at least three (3) similar activities executed in the last five (5) years in any State of the Federation.
(vi) Evidence of availability of logistics (vehicle and others) to cover 20 local government areas of the State.
(vii) Possession of adequate and well-trained manpower to carry out the job.
(viii) Any other demonstrable evidence that can enhance qualification for the project.
Preference shall be given to submissions that demonstrate exceptional value for money and operational innovations. Shortlisted firms/consortia will be required to submit detailed technical and financial proposals, which will be executed.

4.0 SUBMISSION OF BID DOCUMENTS
Prospective companies are to submit completed sealed bids to the Office of the Honourable Commissioner for Health, Ogun State, Block ‘A’ New Secretariat, Oke-Mosan, Abeokuta within two weeks of this advert (25 January 2022).
