The Public Complaints Commission wishes to procure the under listed Works, Goods and Services in its financial year 2020 appropriation in compliance with Public Procurement Act, 2007, all interested reputable Suppliers, Contractors, Consultants and Service Providers with good trade record of performance and experience are hereby invited to bid/submit EOI for the following projects:


PCC01/A1Completion of Town Hall in Ode Erinje, Okitipupa LGA, Ondo South Senatorial District, Ondo State.
PCC/01/A2Construction & Installation of Power Boreholes at various locations in Ondo Central Senatorial District (ldanre, Akure South, Akure North, Ondo East a West and Ifedore LGA)
PCC/01/A3Installation of Solar powered Street Lights in NEPA Market I & II Akure South, Ehineti Street Idanre, Ikere Street, Akure, Ondo Central Senatorial District, Ondo State.
PCC/01/A4Renovation of 8 Dilapidated Buildings and Construction of Perimeter Fence at St. Patrick Primary School, ldanre, Ondo Central Senatorial District, Ondo State.
PCC/02/B1Purchase of Caterpillar Grader Equipment for Rural Road Rehabilitation in Ondo Central Senatorial District, Ondo State

Interest and competent Contractors, Suppliers and Service provider/ Consultant wishing to carry out any of the projects listed under the above three (3) categories:, are required to submit the following documents in their Technical Bids/EoI. Failure to fulfill any of the under listed requirements will render the bid disqualified.
(i) Evidence at Certificate d Incorporation issued by the Corporate Affairs Commission (CAC) including recent acknowledgement of Annual Returns, Forms CAC2 and CAC7 (or CAC1.1);
(ii) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2020 with minimum average annual turnover for each project as specified in the Bidding documents
(iii) Evidence of current Pension Compliance Certificate valid till 31st December 2020;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2020;
(vi) Evidence of Registration on the National Database of Federal Contactors, Consultants and Service providers by submission of Interim Registration on the National Database of Federal Contractors, consultants and Service providers by submission of interim Registration Report (IRR) date 31st December, 2020 or valid Certificate issued by Bureau of Public Procurement;
(vii) Sworn Affidavit disclosing whether or not any officer of the Public Complaints Commission or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(viii) Evidence of Company’s Audited Account for the last three (3) years, 2017,2018 & 2019 and must correspond with tax clearance;
(ix) Evidence of finance capacity to execute the project by submission of Reference letter from a reputable Commercial in Bank Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company’s profile with Curriculum Vitae of relevant key staff to be deployed for the project, inducing copies of the Academic/ Professorial Qualification relevant to the Lot you intend to bid for. See detail in the Standard Bidding Documents (SBD)
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years inducing Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(xii) List of Plants/Equipment with proof of Ownership/Lease (where applicable);
(xiii) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
(xiv) Category C: Evidence of Firm’s current registration with relevant professional bodies);
(xv) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(xvi) All documents for submission must be transmitted with a covering forwarding letter under the Company/ Firms Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM Number), and E-mail address. The letter Headed paper must bear the Names and Nationalities of the Company Directors at the bottom, duly signed by the authorized officer of the Company; and Note that documents/information must be arranged and submitted in the sequence listed in i-xvi above.

Interested Compares are to obtain the Standard Bidding Document (SBD) from the Procurement Unit, Ground Floor, Room 04, Pubic Complaints Commission, 25, Aguiyi Ironsi Street, Maitama, Abuja, upon the presentation of evidence of payment of a non-refundable Tender fee of N10, 000.00 (Ten Thousand Naira) only, pa Lot paid into Remita Account/TSA (0145001001) in favor of Public Complaints Commission (PCC) in any reputable Commercial Bank in Nigeria. Thereafter, bring the teller and remita reference code to the PCC cash office for issuance of treasury receipt and further present it to Procurement unit to collect Standard Bidding Document from Monday 3 August, 2020. While the category C will also follow the same process after prequalification to enable shortlisted firms obtain Request for Proposal (RfP) accordingly.

Prospective bidders are to submit bid for each of the Lot desired in two copies each for the Technical and Financial, packaged separately in sealed envelope and marked as “Technical Bid” or “Financial Bid” and put the two together in a bigger sealed envelope address to the Honourable Chief Commissioner, Public Complaints Commission, 25, Aguiyi Ironsi Street Maitama, Abuja. The Company’s name and address of the bidder and written at the back of the envelope and dropped in the Tender Box provided at the Reception not later than 12:00 noon on Wednesday 16 September, 2020. All bidders are advised to register his or her bids before submission.

Interested Firms are to submit two (2) bound copies of Expression of Interest documents in a sealed envelope and address to the Honourable Chief Commissioner, 25 Aguiyi Ironsi Street, Miatama, Abuja and clearly marked with the Name of the Project and Lot Number. Furthermore, the reverse of each sealed envelope should bear the name and address of the Bidders and should be deposited in the Tender Box at the address in 4.0 above, not later than 12:00 noon on Tuesday 18, August 2020. Please ensure that you sign the Bid submission register. Note that late submission will be kept unopened.

(i) All bids must be in English language and signed by authorised persons.
(ii) A letter of authorization must be written and signed by one of the Company’s Directors. The forwarding letter must include name and signature of the authorised person.
(iii) No Company, Service provider, Supplier, Consultant is allow to bid more than two (2) lots;
(iv) Presence of bidder representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID 19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency;
(v) Bid documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services);
(vi) Category A&B: Only prequalified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned unopened
(vii) Category C: Only shortlisted firms will be contacted at a later date for collection of Request for Proposals
(viii) The Commission will verify any or all claims made by the bidders and shall disqualify any Company whose claim(s) is/are found to be false.
(ix) The Commission shall report any bidder that is found to have submitted fake documents to the relevant agencies for prosecution.
(x) Nothing in this advertisement shall be constructed to be a commitment on the part of the Commission to undertake the project a entitled any company to make claim(s) whatsoever in respect of any expenses incurred in preparing a tender response.
(xi) The Commission is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring liability in accordance with Section 28 of the Public Procurement Act, 2007.
