Detailed Work Scope

Category A: Facility Maintenance and Operations Support Services
A1 Facility Maintenance
1 Provide Mechanical Maintenance Services
2 Provide instruments, Analytical and Electrical Maintenance Services
3 Provide Shutdown/Campaign Maintenance Support/Cleaning Services including Tank Cleaning/Diving Support
4 Provide Fabric Maintenance and Corrosion Management
5 Emerging brownfield maintenance scopes, to be managed via 3rd party contractors
A2 Operations Support Services
6 Provide Production operations and maintenance support services
7 Operations Readiness, Commissioning and Start-up review supports
Category B: Engineering Services
8 Conceptual Engineering, Front End Engineering Studies / Design
9 Detailed Engineering design support
10 Discipline Engineering services (Engineering Design reviews)
11 Brownfield modification engineering support for Front End Definition e.g. site surveys, reverse engineering and field visits
12 Technical Engineering Assurance for projects in execution
13 Technical HSSE including specialist HSSE studies and facilitation of reviews (HAZOP/HAZID)
14 Creation, Archive and management of existing SEPCiN standard design drawings (including scanning of drawings in various sizes and conversion of archived drawings to CAD-editable format)
15 AUTOCAD 2D and 3D Draughting and PDMS modelling of existing facilities, modification works preparation of As-Builts) and new designs using CAD software and versions compatible with COMPANY owned tools
16 Advanced Work Packaging: Identification of distinct and discreet packages of construction or implementation scopes to be executed by Implementation Contractors or Subcontractors. Some of these packages may be executed on a lumpsum basis.
17 Digitalization support services.
18 Implement training programme to develop skills and competency in FEED and detailed engineering
19 Laser scanning of existing facilities to be impacted upon by new designs.
Category C: Project Management & Quality Management Services
C1 Project Management Services
20 Provide Project planning & control services for the Deepwater projects Subsea, Umbilical, Riser & Flowline, Topside and the Hull systems
21 Provide pre-commissioning and commissioning support services, and Acceptance management Subsea, Umbilical, Riser & Flowline, Topside and the Hull systems
22 Provide site HSSE inspection services and studies for Deepwater projects
23 Provide project administration and construction supervision and management services
24 Procurement Support Services
25 Provision of Location & Logistics Services
26 Provision of Contract Management Services
C2 Quality Management Services
27 Provide quality assurance, control and inspection services to cover design, manufacture, construction/fabrication, installation, pre-commissioning and commissioning for Subsea, Umbilical, Riser & Flowline, Topside and the Hull systems
28 Provide Non-Destructive Examination for Subsea Umbilical, Riser & Flowline, Topside and the Hull Systems
29 Provide specialist services like PAUT, marine warranty etc.; and 3rd Party Specialist services
30 Provide class society surveys activities for design, manufacturing, construction/fabrication, installation, pre-commissioning and commissioning.
31 Conduct Technical verification and quality management system services from design, manufacture, construction/Fabrication, installation and pre-com and commissioning of Safety critical elements

MANDATORY REQUIREMENTS

  • To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the appropriate Product/Service categories in the NipeX Joint Qualification System (NJQS) as detailed below.
  • To qualify for the Facility Maintenance and Operations Support package, vendors are required to be pre-qualified in all of the following product/service categories:
  • 01.03 – Mechanical/Process/Utilities/Piping/Services. Modification, Engineering, Layout Studies and HVAC
  • 01.04 – Electro / Control Instrumentation Services. Analyzer surveys, Control engineering, Control loop surveys, Electrical engineering, Instrument, engineering
  • 06.02 – Management and Operations, including Production Supervision of all Facilities, Engineering, Modification and Maintenance Services for Site/Platform
  • To qualify for the Engineering Services package, vendors are required to be pre-qualified in all of the following product/service categories
  • 01.01 – Project Administration Services Contracting Engineering, Multi-discipline, Construction Management and Supervision Services
  • 06.02 – Management and Operations, including Production Supervision of all Facilities, Engineering, Modification and Maintenance Services for Site/Platform
  • To qualify for the Project & Quality Management Services package, vendors are required to be pre-qualified in all of the following product/service categories
  • 01.01 – Project Administration Services Contracting, Engineering Multi-discipline, Construction Management and Supervision Services
  • 02.01 – Quality Assurance QA/QC Consultancy Appraisal, Audit, Client representatives, Facilitation, Management systems, Site visits
  • 13.01 – Quality Management Systems Certification Accredited body, ISO 9001 Series

  • To be eligible, all tenders must comply with the Nigerian Content requirements in the Nipex system

NIGERIAN CONTENT REQUIREMENTS

Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and provide the following requirements:

  • Category A: Facility Maintenance and Operations Support Services NC requirement:
  • Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
  • In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s)
  • NCDMB approved Nigerian Content Execution Plan for authorization of the NC commitments in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the contractor or 3rd party.
  • Tenderer shall domicile 80% of project management man-hours in country not limited to Interface management, Project control, planning, HSSE etc.
  • All line pipes shall be procured as bare pipes and bided only by the following NCDMB-approved Exclusive Project Acceptable Vendors list, comprising SCC Nigeria, Yulong Nigeria and Brentex or updated shortlist as may be revised by the Board and communicated to SNEPCo
  • All line pipe coatings (thermal + anti-corrosion) shall be performed in Nigeria from functional line pipe coating yards.
  • All line pipe appurtenances including but not limited to valves, pipe fittings, flanges, including bolts and nuts, shall be procured through vendors with in-country functional manufacturing and assembly facilities having valid Category A NCEC for the product category.
  • All procurement of items not limited LV and HV cables, paints and protective coating, sacrificial anodes, blasting abrasive grit, etc. shall be procured through vendors with in-country functional manufacturing and assembly facilities having valid NCEC for the product category
  • All OEM and vendor related equipment shall be procured through Nigerian vendors with valid Category A NCEC issued by NCDMB and a valid DPR permit for the product/service category
  • Utilization of only Nigerian companies for 3rd party services not limited to, QA/QC inspection & testing, E&I, NDT/NDE, mechanical laboratory test, freight forwarding, pre-commissioning, weighing & CoG, loadout & transportation, line pie coating, static & dynamic commissioning, welding of CRA pipeline, intelligent pipeline pigging, Medivac, catering & housekeeping, helicopter/aviation services, system completion first fills & consumobles, etc.
  • Category B: Engineering Services NC requirement:
  • Only Nigerian companies having the valid registration of COREN shall participate in this work scope
  • Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
  • In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
  • NCDMB approved Nigerian Content Execution Plan for authorization of the NC commitments in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the Contractor or 3rd party.
  • Tenderer shall domicile 80% of project management man-hours in-country not limited to Interface management, Project control, planning, HSSE etc.
  • All Engineering activities – Conceptual studies, FEED, Detailed engineering etc. shall be executed in a COREN registered company having valid practicing license and ensure 100 % NC man hours in country
  • Category C: Project Management & Quality Management Services NC requirement:
  • Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate
  • In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
  • NCDMB approved Nigerian Content Execution Plan for authorization of the NC commitments in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the contractor or 3rd party.
