The DEUTSCHE GESELLSCHAFT FUR INTERNATIONALE ZUSAMMENARBEIT (GIZ) GMBH; through its “GIZ EPSAO”, co-financed by the European Union and the German Government, cordially invites interested and qualified consults to express their interest.

FOR THE REVIEW OF THE ECOWAS STANDBY FORCE (ESF) OPERATIONAL FRAMEWORK.

Accordingly, GIZ invites Interested and qualified consultants to express their Interest by furnishing the GIZ with the following information
a. An official letter expressing interest to engage in the tender process
b. CV of consultant
c. Reference of at least 5 similar projects you have conducted
d. Tax clearance certificate for the last 3years clearly indicating (minimum) average turnover per year of 14,000,000naira (for Nigerian National applicants) or applicable official document stating local equivalent of minimum average turnover (of 28,500Euro) for the last 3 years (for regional applicants)

3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business name is also applicable for Category B;
b. Evidence of Firm’s Tax clearance certificate(or personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three(3) years valid till 31st December, 2021;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
d. Evidence of industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
g. Sworn Affidavit
– disclosing whether or not any officer of the relevant committees of the Financial Reporting Council of Nigeria or the Bureau of public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
– That the company does not have any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
h. Company’s Audited Account for the last three (3) years, 2018, 2019 & 2020, duly signed and stamped by ICAN/ANAN Professionals;
i. Evidence of Financial Capability to execute the project by submission of Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including letter of Awards, Valuation Certificates and job completion certificate and photograph of the projects;
k. Category B: Evidence of Firm’s current registration with the Financial Reporting Council of Nigeria
l. Lot 1: only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
m. Lot 2: Evidence of the current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
n. Lots 3 & 4: Letter of Authorization as representatives of the Original Equipment Manufacturers (OEMs);
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the company’s letter head paper bearing amongst others, the registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) and email address. The letter head paper must bear the Names, Nationalities of the Directors of the company at the bottom of the page duly signed.

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Senior Manager, Procurement on the 5th floor, Alexander Building, 8, Otunba JobiFele Way, CBD, Alausa, Ikeja, Lagos with evidence of payment of a non-refundable tender fee of N10, 000.00 per Lot, paid into the Financial Reporting Council of Nigeria’s Remita account in any reputable commercial bank in Nigeria.

In order to meet this mandate for 2021, the Agbado/Oke-Odo LCDA hereby invites expression of interest from prospective Contractors/ Consultants/ Suppliers with the objective of pre-qualifying these Contractors/Consultants/ Suppliers to develop a database of service providers with which Agbado/ Oke-Odo LCDA will partner in the subsequent bidding process and contract awards.
