Obafemi Awolowo University Investment Company Limited (OAUICL), a private Limited Liability Company with its Registered Office at Obafemi Awolowo University, Ile-Ife desires to enter into a partnership with interested and qualified investors for the development and upgrade of its properties being used as a guest house at a prime location in Ikeja, Lagos State and on Obafemi Awolowo University Campus at Ile-Ife.

DESCRIPTION OF THE PROPERTIES/PROJECTS
1. The first Property, situated at Opebi, Ikeja, Lagos State is a two (2) numbers Duplex contiguous to each other but separated by a road, and are situated at No. 6 and No. 9, Methodist Church Street, Awuse Estate, Opebi, Ikeja, Lagos State.
The Project is to further develop the properties into a Guest House with modern facilities suitable for local and international functions, e.g, lodging and conferences. Presently, the properties houses bedrooms, receptions, executive meeting halls, boy’s quarters, a kitchen and stores.

2. The second property is a Seventy (70) room hotel situated on Obafemi Awolowo University Campus at Ile-Ife, and has Conference Facilities, Board rooms and Chalets. The project is to upgrade the facilities into a modern hotel with technology-driven security systems, amongst others.

INTRODUCTION
The University College Hospital, Ibadan is to provide Achievable, Realistic and Sustainable projects that will be beneficial to both patients and members of staff in providing excellent service delivery.
The University College Hospital, Ibadan hereby invites interested, competent and reputable contractors with relevant experience and good track records to submit bids for the under listed projects:

ELIGIBILITY REQUIREMENTS
Interested companies are requested to submit the following documents/information with verifiable evidences for assessment/consideration:
a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC7;
b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years 2018, 2019 and 2020 valid till 31st December, 2021;
c) Evidence of current Pension Clearance Certificate valid till 31st December, 2021;
d) Evidence of Current Industrial Training fund (ITF) Compliance Certificate valid till 31st December, 2021;
e) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by the Bureau of Public Procurement (BPP);
g) Sworn Affidavit disclosing whether or not any officer of the relevant Committee of the University College Hospital, Ibadan or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all documents submitted are true and correct in particulars;
h) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the Project including copies of their Academic/Professional qualifications such as COREN, ARCON, QSRBN, CORBON, etc.;
i) Company’s Audited Accounts for the last three (3) years i.e. 2018, 2019 & 2020;
j) Evidence of Financial Capability to execute the project by submission of Reference latter from reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job completion Certificates and Photographs of the Projects;
l) Lots 2 & 3: Letter of Authorization from the Original Equipment Manufacturers (OEMs) listed in the Approved Policy for Procurement of Health and Medical Equipment for tertiary hospitals in Nigeria;
m) Lot 4: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs)
n) For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR, Sworn Affidavit are compulsory for each JV Partner);
o) All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect the Standard Bidding Documents (SBD) from the office of the Assistant Director (Procurement) 2nd Floor Mortuary Building on evidence of payment of non-refundable tender fee of N10, 000.00 (Ten thousand naira only) into the UCH TSA REMITTA ACCOUNT in any reputable Commercial Bank in Nigeria. The teller for this payment should be converted to the Hospital’s receipt at the Finance & Accounts Department of the Hospital. Photocopy of the receipt should be attached to the Standard Bidding Documents (SBD).

ELIGIBILITY REQUIREMENTS
Interested and competent Contractors, Suppliers and Service providers are required to submit their application and technical bid containing the following:
i. Evidence of Certificate of Incorporation/Registration issued by Corporate Affairs Commission(CAC) including Forms CAC1.1 or CAC2 and 7;
ii. Evidence of Company’s income Tax clearance certificate for the last three (3) years [2018-2020), expiring on 31st December, 2021 corresponding with declared annual turnovers;
iii. Evidence of current Pension Clearance Certificate valid till 31st December, 2021;

• that no Partner/Director have been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter,
• that the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or Bankruptcy
viii. Company Audited Accounts for the last three (3) years (2018, 2019 & 2020);
ix. Company’s Profile which must include company’s name and address, names of technical professionals and key personnel including copies of their qualification certificates and resumes. (in case of construction, COREN, QSRBN, ARCON, CORBON etc);
x. Verifiable documentary evidence of at least three (3) similar jobs completed within the last five (5) years with letter of Awards, Valuation/Practical Completion Certificates and photographs of the project;
xi. Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
xii. Works: List of Plants/Equipment with proof of Ownership/Lease.
xiii. FRIN 12: Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria:
xiv. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicle or their authorized representatives should bid for vehicles
xv.
