1. INTRODUCTION
SPDC hereby invites reputable and competent Nigerian Companies with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bid list for the above contract.

2. SCOPE OF WORK/ SERVICE REQUIREMENTS
CONTRACTOR shall direct, supervise, and control Cementing and Pumping Services and associated operations as defined herein, and assume liabilities as provided in the Contract. Consequently, CONTRACTOR shall:
• Provide total cementing services, pumping and pressure testing services as well as real time cementing data transmission (for critical cement jobs) as part of normal oilfield practice with all items of equipment and ancillary/optional equipment, as described in Contract, and in accordance with the well specifications;
• Provide cementing services in multiple wells on land, swamp and offshore terrains
• Provide the equipment, labor and materials necessary to do the services, as specified in the Contract;
• Provide suitable casing circulating heads, Retrievable packers with storm choke valves, drillable cement retainers, retrievable bridge plugs, with wireline and drill pipe running kits
• Provide casing accessories – float shoes and collars, centralizers, wiper plugs, plug sets, etc
• Provide cement slurry design and cement slurry testing services
• Preparation of cementing programmes and post-job cementing reports
• Provide onshore storage of cement chemical and additives, float equipment, packers and retainers
• Provide onshore bulk cement storage facility and capability to transfer bulk cement to supply vessels
• Provide qualified and competent personnel to run the cement units on the rigs.
• Provide suitable onshore storage and logistics in support of the above operations.

The Federal Republic of Nigeria has received financing from the Islamic Development Bank towards the cost of the Jigawa State Integrated Rural Development Project and Intends to apply part of the proceeds for consultant services.

The services include, (i) Conducting survey and collect necessary information for technical design: (ii) Developing detailed technical design of the small-scale irrigation schemes in the selected priority sites, including technical design, drawing and report; (iii) Preparation of bidding documents for the construction of the small-scale irrigation schemes in the selected priority sites; (iv) Development of detailed supervision strategies for all construction works (v) Training and technical assistance for the operation and maintenance of all autonomous irrigation and drainage district (AIDD) areas. (vi) Development of detailed procedure for the land leasing arrangements to the individual or CRUAs/WUAs. (vii) Developments of a detailed catchment management plan for the control of erosion, pollution, floods and other possible risks associated with such projects. SAII Associates Ltd/GTE, an associate company of Chemonics International Inc., implements the United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Chain Management (GHSC-PSM) project in Nigeria, USAID Prime Contract No. AID-OAA-I-15-00004, Task Order Nos.: AID-OAA-TO-15-00007, AID-OAA-TO-15-00009, AID-OAA-TO-15-00010, and AID-OAA-TO-16-00018 and the contract between The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund) and Chemonics International Inc., (hereinafter referred to as “Chemonics”, or “GHSC-PSM”) is issuing a Request for Proposals (RFP) for Consultancy Services to undertake an Engineering Assessment of the Benue State Central Medical Store (CMS).

The purpose of this RFP is to seek proposals from consultants to conduct an engineering assessment of an existing structure and its associated access and utility services at Benue State Central Medical Stores located at No. 28 J.S Tarka Road, behind the School of Nursing High Level Makurdi, Benue State; the development of a warehouse floor plan, and the preparation of detailed engineering drawings, BOQs and specifications for building rehabilitation, site improvements and equipment for a fully functional pharmaceutical storage and trans-shipment facility to serve the state of Benue. The store within the site currently in use stores a range of pharmaceutical commodities – HIV/AIDS, Malaria, RH, MNCH and other essential medicines. It was last renovated in the 1970’s, however the existing store remains insufficient to meet the storage needs of health programs and therefore the resulting subcontract from this RFP will be completed with an assessment, aimed at bringing the Benue State Central Medical Stores (CMS) closer to meet pharmaceutical-grade standards and increase storage capacity to meet the storage needs of public health programs.
