MISSION WIDE EXECUTIVE COACHING TO PREPARE AND SUSTAIN LEADERSHIP

1. BACKGROUND
USAID’s Mission to Nigeria has gone through tremendous changes during the past two years, due to the COVID pandemic upheaval in the country. Mission personnel has endured an authorized departure of staff and the resulting lack of staff in a place where it is already difficult to recruit staff.

Simultaneously deteriorating security and insecure environment continues to restrict both official and personal travel within Nigeria, complicating program management and the quality of life.

USAID/Nigeria is comprised of thirteen offices: the front office, seven technical offices (health, education, economic growth, HIV/AIDS, democracy & governance, humanitarian assistance response, office of transition Initiatives), and four support offices (executive office, financial management, program, and regional legal office). In addition, one Regional Legal Officer USDH is located within the Mission.

In 2019 the Mission was approved for 23 new positions in a location that has historically had difficulty in recruiting and retaining staff. In 2020 a new Mission Director brought new leadership to the Mission. Mission management would like to take advantage of the opportunities offered by these many changes and challenges by strengthening core staff, especially FSN, for taking on greater responsibility and providing leadership for the Mission.

CONSULTING SERVICES (FIRMS SELECTION)

The Federal Government of Nigeria (FGN) is currently implementing the Transforming Irrigation Management in Nigeria (TRIMING) project with a credit received from the International Development Association (IDA) and it intends to apply part of the proceeds for consulting services.

The TRIMING project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangement for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria

The Objective of the Assignment
The specific objective of this assignment will be to assess and establish the performance of the project activities in compliance with the TRIMING Project’s Integrated Pest Management approach. Environmental and Social Safeguards especially as outlined by the project’s Environmental and Social Management Framework (ESMF), the Project Appraisal Document (PAD), Environmental and Social Impact Assessments (ESIAS), Environmental and Social Management Plans, (ESMPs) and Resettlement Action Plans (RAPs) prepared for all civil works contracts in the participating irrigation schemes of Bakolori irrigation scheme (BIS), Kano River Irrigation Scheme (KRIs). Hadeija Valley Irrigation Scheme (HVIS) and Dadin Kowa Irrigation Scheme (DKIS) in order to develop a sustainable environmental and social management system (ESMS) in line with Nigeria’s environmental policies and laws and the World Bank Safeguard Policies.

The scope of the services would include, but not limited to:
The specific tasks for the Environmental and Social Safeguards Audit shall include but not limited to the following
• Develop an Inventory of all sub-projects in all participating irrigation schemes vis-à-vis compliance with the PAD, ESMF, ESMP, RPF, PMP, etc. in addition to an assessment of the safeguard operational constraints and concerns facing the project
• Verify compliance with Nigerian’s laws and regulations, World Bank Operational policies on the projects for all environmental and social aspects
• Assess the level of Implementation of and adherence to the mitigation measures/management plans prescribed in each scheme’s site specific Environmental and Social Management Plan (ESMP) during implementation and operational phases of the sub-project
• Investigate the environmental and social performance such as the evaluation of all environmental, and health and safety, concerns in terms of past and current impacts and compliance with relevant standards
• Assess the Monitoring plan as captured in the ESMP’s and implementation of the GBV prevention and Response Plan as well as labour influx.

1. INTRODUCTION
The Eko Electricity Distribution Company (EKEDC) has received a CREDIT facility from the Central Bank of Nigeria (CBN) for Accelerated Transmission – Distribution Interface Projects to invest in the Transmission Company of Nigeria (TCN)’s rehabilitation and expansion projects.

2. SCOPE OF WORKS
(A) LOT/EKEDC/SS/1
Akoka 1X40MVA4 1x4SMVATS:
(i) Upgrading of 1X40MVA & 1x45MVA with 2x60MVA, 132/33kV Power Transformer at Akoka TS.
(ii) Construction of additional 33kV feeder bay.
(iii) Conversion of indoor Circuit breaker to outdoor.

(B) LOT/EKEDC/SS/2
Isolo TS 1X45MVA, 2X60MVA, 132/33kV TS:
(i) Replacement of faulty 60MVA 132/33kV Transformer.
(ii) Installation of 3nos 33kVA Feeder bays.

(C) LOT/EKEDC/SS/3
Itire TS 1X30MVA, 1X40MVA & 1x60MVA 132/33kV:
Replacement of failed 60MVA transformer at Itire TS.

(D) LOT/EKEDC/SS/4

(i) Construct 3nos 33kV bays at the transmission station.
(ii) Rehabilitation of problematic indoor circuit breakers -(Elimson -Turkey type)- Faulty 33kv panel to be replaced for System Reliability.

3. ELIGIBILITY REQUIREMENTS (NIGERIAN COMPANIES ONLY)
Suitable Nigerian companies are invited to participate in the pre-qualification exercise by submitting the following pre-requisite requirements:
(a) Certificate of incorporation with the Corporate Affairs Commission (CAC) in Nigeria with forms C02 and C07.
(b) Current Tax Clearance Certificate for the post three years valid till 2021.
(c) Three years company audited financial statement for the period of 2018 -2020 duly stamped by a registered audit firm.
(d) PENCOM Compliance Certificate valid till 31st December, 2021.
(e) Industrial Training Fund (ITF) compliance certificate Valid till 31st December, 2021.
(f) Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 2021.
(g) NEMSA Compliance Certificate for 2021.
For Joint Venture Partnerships, the Joint Venture Agreements must be signed by all the parties, a copy of which must be attached, in addition, all partners must meet the above requirements.

2.0 SCOPE OF SERVICE
Upgrade, equip, operate and maintenance of full-scale laboratory services for comprehensive secondary and tertiary healthcare services

3.0 CORE ELIGIBILITY REQUIREMENT
Interested and competent Medical Laboratory organization/company wishing to submit Expression of Interest are required to submit their organization profile which shall include the following:
(1) Evidence of capacity to perform large range of test across all clinical specialties
(2) Evidence of capacity to handle large volume of samples with internationally accepted turn-around time
(3) Evidence of operation in the tropic with relevant experience in tropical clinical practice for a period not less than five years

The scope shall be coving advanced specialist health care services in addition to core clinical areas, delivered through internationally accepted standards that are evidence-based driven.

3.0 CORE ELIGIBILITY REQUIREMENT
(1) Necessary Professional and technical qualifications to execute the programme.
(2) Experience in running internationally accredited hospital services.
(3) Experience in developing and running a community-based risk pooling health Service.
(4) Experience in developing an integrated IT solution for healthcare purposes. (Electronic health & medical system).
(5) Commitment to accommodate indigent patients into the program as part of their organization’s corporate social responsibility.
(6) Experience in managing internationally accepted, scalable change management driven institutional culture.
(7) Experience in running an ISQUA certified health institution.
(8) Evidence of financial capability to undertake the service with a robust Indemnity Insurance Policy.
(9) Evidence of registration with Kwara State procurement Agency.
(10) Company’s profile with curriculum vitae of key Staff including their Academic and professional qualifications.
