INTRODUCTION
Food For All International (FFAI) – RC 455900 is a non-governmental organisation (NGO) that provides developmental approach to sustainable agricultural production and environmental services. This includes
consultant services in the area of agriculture and environment. FFAI was established in 2002 and has its office in Port Harcourt, Rivers State, Nigeria. As an organisation, we are partnership driven – we partner with private individuals, corporate bodies, specialized agencies, including research bodies and international agencies to strengthen agricultural productivity as well as transforming subsistence farmers to sustainable thriving farmers.

REQUEST FOR TECHNICAL WORKS
We are requesting for tender on the following rice processing facilities:
1. 500 kg per hour Electric Paddy Rice Parboiling System
2. 750 to 1,000 kg per hour Electric Paddy Rice Parboiling System
3. 10 tons per 10 hours Paddy Rice Soaking System (Semi Motorized + Water Heating)
4. 2 tons per 8 hours Electric Paddy Rice Dryer (Flat Bed).

Ezza –South, Ohaozara, and Ebonyi Local Government Areas in Ebonyi State.

1.0 INTRODUCTION:
The SEPLAT, Operator of the NPDC/SEPLAT JV is seeking qualified Contractors for the Provision of Corporate Integrated Travels Management Services. In line with SEPLAT’S policy to ensure employees, partners and external parties working with the company are given a conducive environment when working and traveling on business trips. There is need to ensure we continually receive world class and quality travel services which this contract will address. The contract for provision of Corporate Integrated Travels Management Services is required for our day to day operations in Nigeria and across various locations around the world. To achieve this, SEPLAT intends to run a competitive travel services bid for all her assets. SEPLAT invites submission from reputable Nigerian registered companies having world class experience in Integrated Travels Management Services for major Oil and Gas companies. The contract duration is Two (2) years plus One (1)

2.0 SERVICES REQUIRED/SCOPE OF WORK:
As a minimum requirement, the selected Vendors shall have the necessary experience, capability and shall be fully responsible for the provision of service as detailed in the table below:

Where SEPLAT has already secured better deals with the Airlines, the Contractor would be expected to manage the deal on behave of SEPLAT or seek to negotiate further. SEPLAT PETROLEUM DEVE LOPMENT COMPANY PLC (ON BEHALF OF THE NPDC/SEPLAT JOINT VENTURES) TENDER OPPORTUNITY: THE PROVISION OF CORPORATE INTEGRATED TRAVELS MANAGEMENT SERVICES III)               Issue tickets for all SEPLAT local travels to Lagos, Port Harcourt, Abuja, Benin, Warri, and any other designated routes within Nigeria using only SEPLAT approved Airlines IV)               Issue tickets for all SEPLAT International travels to Europe, USA, UAE, etc. to make reservations on all IATA airlines, assign seat numbers on most of the airlines worldwide, making special request, e.g Special meals, wheelchairs, meet & greet etc. on most airlines worldwide, inserting frequent Flyer numbers on almost all airlines, reconfirmation on most airlines booked on the system, effect changes to reservations on all bookings made from the system, looking at fares to destinations on various airlines for comparison and providing SEPLAT with any special travel market intelligence that comes to their knowledge by virtue of their close relationship with most airlines. V)                 Make recommendations to the company for the best economic network routes to use without compromising comfort, safety, security and convenience of the traveler. This would be used by the company for comparison and decision making. VI)               Find better solutions on complex routings by using their special expertise on fare construction and in depth knowledge of the trade and to develop and deploy a self-booking tool. VII)             To provide the Company with comprehensive management information reports daily and on request, covering all services (local and international travel, hotel, visa, travel insurance, protocol services, etc) booked by the Company through the Contractor. VIII)           Maintain a cordial relationship with service providers in making sure Company’s personnel are treated with utmost courtesy IX)               Issuance of tickets in a timely manner for all International and local routes. X)                 Identify a chain of hotels at Company’s specified locations (e.g Europe, USA, UAE) and negotiate competitive corporate rates for the benefit of Company considering service volume. Where company has already secured corporate rates, the contractor shall be advised to note and apply the rates on all company official reservations in the hotels. XI)               Make hotel reservations and follow up with confirmations in Company’s approved Hotels at specified locations of SEPLAT business XII)             Provide Corporate Gold and Platinum cards for travelers’ use at hotels abroad if the need arises XIII)           Provide protocol services and airport assistance at designated Domestic and International Airports as required; obtaining boarding passes for company passengers in advance whenever the airline allows such and also providing and rendering associated services such as Yellow Cards, Travel Insurance, Transit visas, expatriate visas, hotel accommodation, transportation etc. XIV)           Provide two (2) on site personnel and Protocol Staff whose qualifications/sense of responsibility and integrity meet company standards XV)             Coordinate the arrangement and provision of ground transportation service in all specified locations requested. They are to work SEPLAT vehicles (when available) for the provision of efficient ground transportation services as at when required. XVI)           Ensure timely pick up and drop off from point of origin to destination of all company staff on business trips to and from the airport, Hotels, company’s guest houses, office locations and other approved designated locations. XVII)         Ensure that all vehicles provided for pick up services are clean, secure and meet the minimum safety and security requirements of SEPLAT. XVIII)       Provide company staff on business trips with dedicated 24 hrs toll free network in Nigeria to contact whenever the need arises.

SPECIAL CONSIDERATIONS:
Vendor shall be responsible to meet SEPLAT vendor registration requirements, corporate governance and policy standards upon successful completion of tendering process. The Vendor shall be responsible to meet any FAAN and International Immigration Travels obligations relating to the provision of services to SEPLAT.

1. The ECOWAS Commission intends to use its resources to finance a service contract with a consulting firm (could be a single firm, a consortium, or partnership thereof) that will be responsible for the development of an application to automate the ECOWAS Small Arms and Light Weapons (SALW) Exemption certificate management procedure.
2. The main objective is to develop a software solution that automates the process of granting exemptions to ECOWAS Member states that express the need to import small arms and light weapons into their countries. 3. The overall duration of the assignment is estimated at 90 days, which can be extended if necessary, based on the needs of the ECOWAS Commission as well as the contracted firm’s satisfactory performance.
4. The ECOWAS Commission invites Consulting Firms with the required qualifications and experience to submit their candidacy for the services described above. Interested, eligible and qualified consulting firms must provide full information on their qualifications and experience, demonstrating that they are qualified and experienced in providing similar services. The criteria for shortlisting are as follows:
5. General Experience of the firm – Minimum five (5) years of demonstrated relevant experience delivering IT systems for private and public organisations.
6. Specific experience – Prior experience in collecting, structuring, modelling systems requirements, and developing a customized software application is preferred. Prior experience working with international institutions, regional organizations, or donors as well as prior experience working with clients in West Africa (or similar contexts) is strongly preferred.
7. Availability of Relevant Staff to be assigned to the ECOWAS project, showing full list of staff along with their respective CVs providing details on competencies (At least a bachelor’s degree in Computer Science or related fields) as well as relevant experience in designing and developing Information Technology solutions.
8. Language: Demonstrated ability to work in one of the 3 languages of the ECOWAS Commission (English, French and Portuguese). Experience in working in a second language will be considered as an advantage.
NB: In addressing the above listed criteria, consulting firms must provide tangible evidence and detailed references for all claims made in terms of experience and capabilities, similar assignments, etc. Each reference provided should be summarized on a project sheet and will be considered and accepted only if the candidate attaches supporting documents indicating the contact information of the contracting authorities so as to facilitate verification of the information provided, covering excerpts of contract (inner cover page; page with the signatures and the Terms of Reference) along with attestation(s) of good performance of each contract presented.
5. 5. Interested Consulting firms may submit a proposal as a consortium or partnership to ensure and/or boost their consolidated capacities to execute the assignment.

The eligibility criteria and the selection procedure shall comply with the ECOWAS Rules and Procedures for the Use of Consultants” (ECOWAS Procurement Code), available on its website: http://www.ecowas.int .The selection procedure will be based on Quality Cost Based Selection. Also, firms that are part of an international network are to submit only one proposal as a network.
7. The attention of interested Consulting firms is particularly drawn to Article 118 of the ECOWAS Revised Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information on corrupt or fraudulent practices in competing for or executing a contract. In addition, please refer to the following specific information on conflict of interest related to this assignment as per “Article 119 of the ECOWAS Revised Procurement Code.
