INVITATION FOR FINANCIAL TENDER

1.INTRODUCTION
The Industrial Training Fund (ITF), is a Parastatal of the Federal Ministry of Industry, Trade and Investment, with mandate of Manpower Training and Development in the Public and Private sectors of the economy, with a view to providing a pool of indigenous trained manpower to meet the needs of the Nigerian economy and regulating training standards.

The ITF in furtherance to the advertisements placed in the “Daily Trust”, “The Tribune” Newspapers of Monday 25th May, 2020 and the Federal Tender Journal Volume 16 No.8 – Monday May 25th -Sunday June 7, 2020, the outcome of which has been pasted on the Fund’s website www.itf.gov.ng hereby invites prequalified Contractors/Suppliers under the scope of works/supply below to obtain financial documents on the Lots declared. The scope of Works/Supply earlier advertised has been scaled down for implementation, due to budgetary constraints occasioned by the effect of Covid-19 Pandemic.

The ITF intends to finance the projects from its Internally Generated Revenue (IGR).

2.SCOPE OF WORKS/SUPPLY

3.COLLECTION OF TENDER DOCUMENTS
Prospective bidders are to make payment of non-refundable Tender Fee to the ITF’s TSA and must show evidence of payment before collection of the Bid Documents. Bid documents are to be collected at Procurement Department of ITF Headquarters Building Complex, Miango Road, Jos, Plateau State.

4.SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for desired Lot(s) packaged in sealed envelope and clearly marked “Financial Bid” addressed to the Director General/Chief Executive, Industrial Training Fund, Headquarters, Miango Road, Jos, Plateau State and clearly marked with the name of the Project and Lot Number. Furthermore, the reverse of the sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at the Main Reception of ITF Headquarters Complex Building not later than 12:00 noon on Tuesday, 10th November, 2020.

1.0    INTRODUCTION:
Chevron Nigeria Limited (CNL), operator of the Nigerian National Petroleum Corporation (NNPC)/CNL Joint Venture, invites interested and prequalified companies for this tender opportunity for the Provision of 2021 Chevron Nigeria Limited (Non-Life) Naira & Dollar Operational Insurance Program.

The proposed contract term is 1(One) year with an option of 2 (Two) years extension (1+1).

2.0     SCOPE OF WORK:
The service shall include but not limited to the following classes of Insurance General and Third Party Liability insurance, CNL any EGTL Operational Insurance, Marine Cargo and Motor Vehicles.

For the Naira insurance policies, the insurer shall retain 100% of the risk and also liaise with the insurance Broker appointed by NNPC/CNL JV for the purpose of good underwriting claims administration, policy documentation, renewals, endorsements etc.

For the Dollar insurance policies, the Insurer may retain a percentage of the risk in Nigeria and reinsure the remainder of the risk with leading international underwriters. The insurer shall justify, by verifiable proof of evidence with NAICOM approval certification, that all in-country capacity for the risk has been utilized before it can re-insure the excess capacity with leading international underwriters. The Insurer shall liaise with the appointed Reinsurance Broker for the purpose of reinsurance with foreign Underwriters with minimum of ‘A’ rating by an international rating agency. The insurer shall also handle claims services, policy documentation renewals endorsement etc.

Star Deep Water Petroleum Limited (Star), a Chevron company and operator of the Agbami field on behalf of its co-venturers (FAMFA Oil Limited, Equinor Limited, Prime 127 Nigeria Limited, and Nigerian National Petroleum Corporation (NNPC), invites Interested and prequalified companies with relevant experience to this tender opportunity for the Provision of 2021 PSC Naira and Dollar Operational Insurance Programs.

4.0  NIGERIAN CONTENT REQUIREMENTS
STAR is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Interested bidders shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content Criterion will not be allowed to participate in next Tender Stage
The following are the Nigeria Content requirements bidders are expected to comply with in their technical bid submission.
(1)   Provide evidence of company Ownership Structure form C02 and C07, registration on NOGIC JQS and DPR certificate.
(2)   Detailed description of the location of in-country committed facilities & infrastructure (Administrative office) in Nigeria to support this contract.
(3)  Provide a project-specific training, man-hour budget, skill development and technology transfer plan for Nigerian personnel or Indigenous business including evidence of past performance on training and development for Nigerians nationals & Indigenous business: Plan for sponsorship of Nigerians to acquire competence and/or certification. Further development of local employees as professionals. Bidders are requested to execute an enforceable MOA with Local Training Service Provider (OGTAN member) for the provision of training services in specific technical disciplines involved in the project.
(4)   Submit Tenderer’s corporate organizational and project/contract specific organogram. CV’s of all personnel (as required by the Client and the service) listed in the project organogram should be submitted.
(5)  Tenderer shall submit valid proof of: Evidence that the under-listed insurance target can be handled in-country.
-70% for Non- Life Insurance
-40% for marine Insurance
-100% for insurance broking services
Note that these Insurance risks will be placed in-country with Nigerian Insurers and 100% Nigerian Insurance Brokers will be utilized in line with NAICOM guidelines and procedures.
(6)  Provide proof of NAICOM approval certificate that all in-country capacity for the risk have been utilized before any reinsurance of the excess capacity with International under writers.
(7)   Tenderer shall provide evidence of Current NAICOM certificate and MOA with Re Insurance company.

5.0   CLOSE DATE

A. INTRODUCTION
The Nigerian Ports Authority hereby invites competent and reputable companies to submit tender documents for the Provision and Installation of two (2) units of 1,000kg capacity Lifts for the Nigerian Ports Authority (NPA) Headquarters building in Marina, Lagos.

B. SCOPE OF WORKS
The scope of works includes but not limited to the following:
(i) Disconnect and dismantle the two old lifts (elevators).
(ii) Carefully pack the old Lifts modules and place at a designated place.
(iii) Provide and install the two new Lifts.
Detailed scope of works is contained in the Standard Bidding Document (SB.D) to be issued to interested bidders.

C. ELIGIBILITY CRITERIA
Interested companies should submit bound tender documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:

TENDER REQUIREMENTS
(1.0) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
(2.0) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2017, 2018 & 2019) valid till 31 December 2020 with minimum cumulative turnover of N200 Million.
(3.0) Evidence of Company Audited Accounts for the last three (3) years (2017, 2018 & 2019) duly signed by ANAN/ICAN licensed Auditors.
(4.0) Evidence of Current Pension Clearance Certificate from National Pension Commission (PENCOM) valid till 31 December 2020.
(5.0) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December 2020. (6.0) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December 2020.
(7.0) Evidence of registration on the National Database of Federal Contractor, Consultants and Service Providers by submission of Interim Registration report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP.
(8.0) Sworn Affidavit disclosing:
(a) That the Company does not have any Director who has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
(b) Whether or not any officer of the relevant committees of the Nigerian Ports Authority or Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(c) That the Company is not in receivership, subject of any form of insolvency or bankruptcy proceeding or the subject of any form of winding up petition or proceedings.
(9.0) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone (preferably GSM No.), fax and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company/Firm at the bottom of the page.
(10.0) Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when
Needed.
(11.0) Company profile to include names, qualification (copies of relevant academic and professional qualifications of such personnel must be attached) and experience of key personnel in Installation of Lifts (Mechanical/Electrical/Electronics/instrumentation).
(12.0) Verifiable documentary evidence of at least five (5) similar lift installations executed in the last three (3) years by including letters of award, completion certificates or contract agreements.
(13.0) Evidence of Original Equipment Manufacturer (OEM) ISO 9001 Certification for Quality Management System or equivalent.
(14.0) Evidence of Original Equipment Manufacturer (OEM) representation in Nigeria.
(15.0) Evidence of satisfactory after sales support services in Nigeria (Maintenance contract for lifts) in the last three (3) years.
(16.0) Failure to comply with items 1 -14 above will lead to disqualification of the bid. (This applies for non-Joint Venture submissions).
(17.0) For Joint Venture (JV)/Partnership, Memorandum of Understanding (MoU) should be provided. (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
(Items 1-11 and 14-15 are compulsory for a national JV partner, items 1, 2 and 8 are compulsory for an international J V partner as issued in home country while items 12 -14 can be provided by any of the J V partner).
