The Federal Government of Nigeria (FGN) is currently implementing the Transforming Irrigation Management in Nigeria (TRIMING) Project with a credit received from the International Development Association (IDA) and it intends to apply part of the proceeds for consulting services.

The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.

Purpose of the Assignment
The purpose of this consultancy services is to hire a security firm that will develop and implement a strategic and comprehensive security programme for TRIMING Project schemes starting with Bakolori Irrigation Scheme (BIS) that already has history of security issues. The overall aim is to achieve sustainable security environment for the successful implementation of rehabilitation and conversion works contracts within the BIS and other Project schemes on gradual basis including; Kano River Irrigation Scheme (KRIS), Hadejia-Valley Irrigation Scheme (HVIS), Dadin-Kowa Irrigation Scheme (DKIS) as well as at Zobe and Goronyo Dam Sites when the need for each may arise. The focus of the security team is to serve the role of liaison with contractors/consultants, TRIMING and all relevant stakeholders for actualising secured working environment.

The scope of the services would include, but not limited to:
The Project Risk Manager, supported by Project Security Coordinators (PSCs) are expected to show proven abilities to accomplish the following:
1. Security Assessment
2. Security Operational Manual
3. Security Management & Movement Tracking
4. Periodic Intelligence Reporting

1. INTRODUCTION:
The National Malaria Elimination Programme (NMEP) is soliciting for tenders from interested and reputable contractors with cognate experience relevant for the supply of Malaria Vector Surveillance Materials and provision of NAVISION Accounting Services.

2. It is instructive to note that the NMEP is a division in the Department of Public Health, Federal Ministry of Health (FMOH) and is saddled with the responsibility of controlling Malaria in Nigeria. The NMEP, as a Principal Recipient of a Global Fund, received grant for Malaria for the year 20192020 and intends to coordinate all public sector Global Fund implementation and provide National guidance regards the under listed projects:

3. MANDATORY ELIGIBILITY CRITERIA
I. Evidence of company registration with Corporate Affairs Commission (CAC) by submitting CAC Certificate, Certificate True Copy of Memorandum and Article of Association with Corporate Affairs Commission or similar government regulatory institution in your country of operation.
II. Current Tax Clearance Certificate for last three (3) years (2017, 2018 and 2019) expiring by December, 2020
III. Current Company’s PENCOM Compliance Certificate expiring by December,
IV. Current Company’s ITF Compliance Certificate expiring by December, 2020.
V. Current Company’s NSITF Compliance Certificate expiring by December, 2020.
VI. Duly Certified Company Audited Accounts for the last 3 years (2017, 2018 and 2019) valid till December, 2020 or tax exemption certificate, where applicable.
VII. A signed company cover letter showing the names, addresses/contacts of the Directors of the company and Verifiable evidence of ownership of office address/structure etc.
VIII. Evidence of previous similar projects (at least 3 award letters and their completion certificates) did by the company for reputable Organisation/Procuring Entity by submitting Award Letters, Completion Certificates etc. Note that the award letters and completion certificate presented by the bidder will be verified by the NMEP to ensure their authenticity
IX. Comprehensive company profile showing the evidence of possessing technical staff relevant to the project of bidder’s interest
X. Evidence of Registration with relevant Professional Body (Lot 1&2).
XI. Evidence of Microsoft Partnership operational License (Lot3) only.

1. PREAMBLE
In compliance with the provisions of the Public Procurement Act, 2007 and other government laws on Public Procurement, the University of Jos – Nigeria wishes to invite interested qualified and competent Insurance Brokers/Underwriters to submit Expression of Interest (EOI) for the provision of insurance services for the University’s Buildings (Fire and Special Peril), Commercial/Private Vehicles (Comprehensive/Third Party) and Equipment/Computers (All Risk) for the Year 2020/2021.

2. SCOPE OF WORK/DESCRIPTION OF PROJECTS
• Ensuring that the University of Jos benefits adequately and promptly by way of claims assessment and settlement at all time.
• Extending full services that are required of Insurance Brokers/Underwriters to the University of Jos with total adherence to the terms and conditions of the policy.
• The effective period of engagement will be from 24th September, 2020 and 24th October, 2020 for Insurance Brokers and Insurance Underwriters respectively.

3. INSURANCE POLICIES
The insurance policies include the following:
i. Buildings – Fire and Special Peril
ii. Commercial/Private Vehicles – Comprehensive/Third Party
iii. Equipment/Computers – All Risk

4. ELIGIBILITY REQUIREMENTS
Interested firms are to submit their Expression of Interest along with the following documents.
i. Evidence of company registration with the Corporate Affairs Commission (CAC) including Forms C.O.2 and C.O. 7.
ii. Evidence of current Tax Clearance Certificate valid till 31st December 2020.
iii. Evidence of current Pension Compliance Certificate valid till 31st December 2020.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2020.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2020.
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 01/01/2020 or valid Certificate issued by BPP.
vii. A Sworn Affidavit disclosing/confirming:
a. Whether or not any officer of the relevant committees of the University of Jos or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder;
b. Whether or not the company faces insolvency;
c. That no Director of the company has been convicted of any financial crime;
d. That the company is not in receivership or subject of same;
e. That all information presented in its bid are true and correct in all particulars; and
f. Authorization to verify the documents
viii. Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including Letters of Engagement.
ix. Company Profile with Curriculum Vitae (C.V.) of professional staff including copies of their professional qualifications.
x. Evidence of financial capability to provide the services by submission of Reference Letter from a reputable commercial bank in Nigeria or statement of your company account.
xi. All documents for submission (Expression of Interest) shall be submitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper. The Letterhead paper must reflect amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Locational Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must also bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

Reaching Impact, Saturation and Epidemic Control (RISE) is a five-year project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) to address the challenges of HIV/AIDS in Nigeria and to reduce the burden of HIV Infections. RISE is implemented by a consortium of partners led by Jhpiego Corporation, with a consortium partner ICAP. The goal of the project is to improve the quality and effectiveness of high-impact, evidence-based HIV/AIDS and TB interventions within Akwa Ibom, Nigeria, Cross River, and Adamawa states towards achieving HIV treatment saturation and epidemic control.
