BACKGROUND

PURPOSE
The purpose of this terms of reference is to engage Suppliers with a framework agreement for the supply of beverages & related items to Oxfam country office located in Abuja for an initial period of two years with a possibility of extension based on satisfactory performance that will be determined through a performance evaluation at the end of one year.

FEES & EXPENSES
5% withholding tax will be deducted at the time of each payment for remittance to FIRS in line with the Nigerian tax law, please provide your Tin no for remittance purposes. Oxfam being an international non-governmental organization is tax exempted. Payment of the agreed fee shall be tied to satisfactory delivery of requested items in accordance with the description of items in the purchase order, withing 30 days of invoice submission.

1.0 BACKGROUND
Kuara State signed into Law the Kwara State Mandatory Health Scheme Law in November 2017. This was done in order to establish In Kwara State a mandatory health scheme aimed at fostering improved access of residents to affordable and quality health care services.

This will in turn improve the health indices of Kwara State.

The scheme will offer a basic, defined minimum benefit package of health care services with optional top-ups, for individuals and families.

Kwara State Health Insurance Agency now seeks Expression of Interest from reputable, and experienced primary and secondary healthcare providers for the purpose of implementation of the Health Insurance Scheme

2.0 PROJECT SCOPE
The health care services provider will be expected to:
• Provide services as defined in the Kwara State Health Plan benefit package
• Comply with the Scheme’s Operational Guidelines and Standard Treatment Guidelines
• Provide returns on utilization of services and other data to the Kwara State Health Insurance Agency in compliance with stipulated guidelines.
• Institute an effective complaint management system and report any unresolved complaints to Kwara State Health Insurance Agency Adhere to approved Quality Improvement Plans and institutionalization of internal quality management systems
• Other responsibilities to ensure the viability of the program as may be determined by Kwara State Health Insurance Agency from time to time.

3.0 REQUIREMENTS
Prospective healthcare providers must possess relevant experience and will he required to submit comprehensive technical and financial information as follows

R2 Kwara Ministry of Health registration fee for 2 consecutive years including current year 2020 (private providers)

R4 Corporate registration certificate from Corporate Affairs Commission (private providers)
R5 License to practice in Kwara State from Kwara Ministry of Health
R6 Governance structure – evidenced by a detailed organogram and staff documentation updated licenses and job description
R7 Evidence of HMIS data rendition to Ministry of Health
R8 Medical malpractice indemnity Insurance
R9 IT base which can be linked to State Health Insurance Agency IT platform
R10 Appropriate staffing mix based on the services offeredHospitals – 2 Doctors, 5 Nurses/Midwives, 1 Pharmacist/ Pharmacy Technician, 1 Lab Scientist/Lab Technician and 4 Hospital AttendantsClinic/Maternity– 1 Doctor, 3 Nurses/midwives, 2 CHEW and 2 Hospital Attendants.
