  • To analyze the Organization’s governance structures, systems and processes against international governance best practices, evaluating their cost-effectiveness, and the fulfillment of their governance roles including but not limited to setting the strategic direction, approving policy frameworks, and overseeing the financial situation of the organization.
  • To provide recommendations and an action plan to improve PPFN’s governance.

CATEGORY A: CASUAL LABOR SERVICES:

SERVICE REQUIRED:
WFP Nigeria needs a private company that will provide casual labor employees services any time a need of such arises. The casual laborer will not be considered as WFP employee but are non-staff personnel engaged for short periods of time to perform duties.

DESCRIPTION OF CASUAL LABOURS DUTIES:
The services are usually of a manual nature, which are temporary, intermittent and seasonal in nature, paid at daily or piecework rates. Typical examples of the services of casual labor include, but are not limited to, stevedoring or other personnel employed in loading and unloading consignments of food and equipment, cleaning and gardening,

MINIMUM REQUIREMENTS FOR REGISTRATION:
(1) Legal business registration with relevant authorities (Corporate Affairs Commission).
(2) Audited financial statement for the last three (3) years.
(3) Valid Tax Clearance Certificate (TCC).
(4) Three (3) reference letters from organizations/entities you have had contracts before. (Previous experience providing casual laborer for international organisations is a plus.
(5) Technical expertise in casual labor services
(6) The ability to provide the services in Nigeria.
(7) The capacity to deploy staff to any destination Nationwide.

CATEGORY B: FOOD RETAILERS AND WHOLESALERS BADE LGA IN YOBE STATE:

SERVICE REQUIRED:
The United Nations World Food Programme (WFP) Office in Damaturu, Yobe State, Nigeria would like to contract retailers in markets around Bade LGA for its voucher food assistance programme targeting beneficiaries in the following wards of Sarkin Hausawa, Gwio -Kura, Tagali/Sugum, Azam-Kura and Usur/Dawayo.

MINIMUM REQUIREMENTS FOR REGISTRATION:
Retailers must have registered shops (must provide the CAC certificate), valid trading licenses, permanent/semi-permanent shops in the Markets in the following wards Sarkin Hausawa, Gwio -Kura, Tagali/Sugum, Azam-Kura and Usur/Dawayo of Bade LGA and be able to provide both fresh and dry nutritious food items to the targeted beneficiaries.

Interested retailers are requested to fill and submit the EOI registration form via email to nigeria.procurement@wfp.org citing the reference number as the subject of the mail on or before 31 May, 2021. After registration, retailers will be assessed and selected for the contracts. Retailers without CAC Certificates and physical shop(s) will not be assessed/selected.

2. The Federal Government of Nigeria has received financing from the African Development Bank (ADB) towards the cost of Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Program (IBSDLEIP) in North East for Federal Ministry of Water Resources (FMWR). The Ogun State Government through the Federal Government of Nigeria has applied for a credit from the International Development Association (hereinafter referred to as IDA)/World Bank towards the financing of the OGUN STATE ECONOMIC TRANSFORMATION PROJECT (OGSTEP). The Project Implementation Unit of OGSTEP intends to apply part of the proceeds of this credit to payments under contracts for the Consultancy Service.

The consulting service for Engagement of Transaction Advisor to Prepare Competitive Selection of Private Industrial Development and Management will support the State’s initiative to develop and create more investor friendly environment clusters that are able to attract capital and Foster economic growth particularly around Abeokuta, Agbara, Sagamu, ljebu Ode, Olokola and Ogun Waterside while consolidating on the existing industrial hubs that are located primarily in Agbara/lgbesa, Ota, Flowergate, Sagamu Interchange.

The Ogun State Government now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
• At least ten years of specialized experience in SEZ/industrial Park/Hi Tech/IT Park site evaluations and construction/development/operation.
• Previous experience with assembling and leading assessment teams for large, complex projects.
• Previous experience and proven track record of conducting survey work and producing quality reports for clients of international standard.
• Extensive experience in the developing world, especially Africa.
• Experience both with government agencies and the private sector.
• Consultant team members with a full range of managerial, financial, economic, administrative, marketing, ICT, engineering and architectural experience and skills to be able to carry out the tasks of the consultancy.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers 2011 edition and revised edition July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

PREAMBLE
In compliance with Niger state Public Procurement Law and Regulations for the procurement of works, goods and services in Niger State Government Ministries, Departments and Agencies, the Niger State Ministry of Works and Infrastructural Development invites competent contractors to apply for pre-qualification in tendering for the Asphalt overlay of some selected roads in Minna Township: category A (Lot 1, 2 and 3) totaling 12.0km and category B (Lot 4, 5 and 6) totaling 11.8km.

SCOPE OF WORK
The scope of work shall consist of reconstruction of shoulders to receive second coat surface dressing, milling of existing wearing surfacing, concrete work in hydraulic structures, U-drains and access slabs, provision of walk ways on both sides and asphalt overlay with road markings.

PRE QUALIFICATION REQUIREMENT
Submission of profile containing the following:
i. Evidence of certificate of incorporation issued by the Corporate Affairs Commissions (CAC) including forms CAC2 and CAC 7
ii. Evidence of company income tax clearance certificate or pension income tax for the past three years (2018, 2019 and 2020) valid till 31st December 2021 with a minimum average turnover of 3 Billion Naira in the last 5 years
iii. Evidence of Nigeria Social Trust Funds clearance certificate valid till 31st December 2021
iv. A sworn affidavit: disclosing whether or not any officer of the company has been convicted in any law court for any criminal offences including fraud and financial impropriety and that the company is not in receivership, bankrupt or insolvent.
v. Documentary evidence of at least 3 similar successfully executed or on-going projects within the last 5 years including letters of award and valuation job completion certificates.
vi. Audited account of the company for the last three years (2018, 2019 and 2020)
vii. Evidence of financial capacity to execute the project by submission of reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed
viii. Company profile shall contain CV’s of key staff including copies of their academic qualifications.

INVITATION FOR PRE-QUALIFICATION
All pre-qualification and supporting document (original and duplicate) should be neatly packaged in sealed envelopes marked “Invitation for pre-qualification” and shall be submitted to the office of the head of procurement on or before Thursday 20th of May, 2021 by 12:pm. Late submission shall be returned un-opened.
