CONSTRUCTION OF OKWOJO NGWO BOREHOLES
AUGMENTATION WATER SUPPLY TO ENUGU METROPOLIS

The Enugu State Government has made a budgetary provision in 2020 fiscal year towards the cost of improvement in water supply service delivery in the capital city of Enugu.

It is intended that part of the proceeds of the budgetary provision will be applied to eligible payments under the contract for the Construction of Okwojo Ngwo Boreholes Augmentation Water Supply to Enugu Metropolis.

The State Ministry of Water Resources in collaboration with Enugu State Water Corporation now invites sealed bids from reputable and eligible bidders for the Construction of Okwojo Ngwo Boreholes Augmentation Water Supply to Enugu Metropolis. The Scope of the works for scheme is as follows:

• General items;
• Boreholes Construction;
• Supply and Installation of Submersible Pumps, Solar Panels and Pipework;
• Construction of 10,000 Gallons Overhead Steel Water Tank:
• Miscellaneous Works-Chlorine House, Operator’s House and Block Wall Fencing:

Bidding shall be conducted through the National Competitive Bidding (NCB) procedures specified in the Enugu State Government Due Process Guidelines–Selection and Employment of Contractors (the Guidelines), as may be amended from time to time, the bidding documents must be used whenever possible in the selection of Contractors, and can be used with the different selection methods described in the Guidelines, and is open to all bidders from Eligible Source Countries as defined in the guidelines.
The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Enugu State Standard Bidding Documents: Procurement of Works.
1. The delivery/construction period is 12 month Qualifications requirements include the following minimum conditions
a. Possession of experience as a Prime Contractor for at least the last five (5) years prior to the application submission deadline
b. Total annual turnover expressed as total volume of construction work performed in each of the last five years’ amounting to N150,000,000.00 in five years.
c. Have a Project Manager with at least 15 years’ experience in Construction of Boreholes of equivalent nature and volume, including not less than 5 years as Manager among its core staff and shall have a minimum of BSc degree in Civil Engineering or equivalent;
d. Own a substantial proportion of the equipment and tools required to successfully execute the Contract;
e. Provide Annual audited account for the last 3 years;
f. For the last three (3) years to demonstrate:
i. The current soundness of the applicant’s financial position and its prospective long term profitability, and
ii. Have Liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N25,000,000.00
