REQUEST FOR PROPOSALS

USAID/Nigeria seeks a realtor to provide brokerage services for leasing a residential property within Maitama District Area FCT Abuja, Nigeria.

It is the intent of this RFP to have the successful broker/firm enter into a Professional Services Contract with USAID/Nigeria to provide realtor services as outlined herein.

Interested realtors able to provide required services should respond to abujaexo-procurement@usaid.gov with their rates and a fully detailed proposal addressing all required services per statement of work below on or before the close of business on Tuesday December 23, 2020.

USAID/Nigeria reserves the right to reject any and all proposals, or parts or proposals, when it is judged to be in the best interest of the U.S. Government.

A. SCOPE OF SERVICES
The successful firm shall agree to contract with USAID/Nigeria to provide the following:
• Perform market analysis
• Develop strategies to lease a property
• Attendance and presentations at meetings with USAID/Nigeria Executive Office Leadership.

B. SPECIFICATIONS
The desired location for the new residence is Maitama District Area of the Federal Capital Territory (FCT), with the following minimum requirements:
i. Green Space
ii. Large entertaining area and kitchen space
iii. Adequate Parking Space
iv. Covered outdoor area
v. Minimum of 4-5 bedrooms (no preference for bedroom on the ground floor)
vi. Separate domestic quarters
vii. Additional storage space for supplies

C. BROKER’S QUALIFICATIONS
Respondents to this RFP shall have the following qualifications:
• Must be licensed and in good standing with the FCT Real Estate Commission.
• Must have an excellent reputation in the real estate community.
• Must be knowledgeable in the Abuja FCT real estate market and have experience with residential properties.

The International Rescue Committee, hereinafter referred to as “the IRC”, is a non-profit, humanitarian agency that provides relief, rehabilitation, protection, resettlement services, and advocacy for refugees, displaced persons and victims of oppression and violent conflict. The IRC has been operating in Nigeria in October 2012 in response to a widespread flood disaster. IRC’s emergency response team, (with local partner CISCOPE (civil society coalition for poverty eradication), implemented a project to support livelihoods and improve WASH in Kogi state from February to May 2013. This was followed by a 3-month nutrition and food security program in the same location from October 2013 to January 2014. IRC has been supporting programming in Adamawa state since early 2014 and expanded into Borno and Yobe states. The current projects supports WASH Nutrition, Health, Protection, Education, Economic Recovery and Development concerns among conflict-affected persons in north-eastern Nigeria.

The Enugu State Government has made a budgetary provision in 2020 fiscal year towards the cost of improvement in water supply service delivery in the capital city of Enugu.

It is intended that part of the proceeds of the budgetary provision will be applied to eligible payments under the contract for the Construction of Okwojo Ngwo Boreholes Augmentation Water Supply to Enugu Metropolis.

The State Ministry of Water Resources in collaboration with Enugu State Water Corporation now invites sealed bids from reputable and eligible bidders for the Construction of Okwojo Ngwo Boreholes Augmentation Water Supply to Enugu Metropolis. The Scope of the works for scheme is as follows:

• General items;
• Boreholes Construction;
• Supply and Installation of Submersible Pumps, Solar Panels and Pipework;
• Construction of 10,000 Gallons Overhead Steel Water Tank:
• Miscellaneous Works-Chlorine House, Operator’s House and Block Wall Fencing:

Bidding shall be conducted through the National Competitive Bidding (NCB) procedures specified in the Enugu State Government Due Process Guidelines–Selection and Employment of Contractors (the Guidelines), as may be amended from time to time, the bidding documents must be used whenever possible in the selection of Contractors, and can be used with the different selection methods described in the Guidelines, and is open to all bidders from Eligible Source Countries as defined in the guidelines.
The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Enugu State Standard Bidding Documents: Procurement of Works.
1. The delivery/construction period is 12 month Qualifications requirements include the following minimum conditions
a. Possession of experience as a Prime Contractor for at least the last five (5) years prior to the application submission deadline
b. Total annual turnover expressed as total volume of construction work performed in each of the last five years’ amounting to N150,000,000.00 in five years.
c. Have a Project Manager with at least 15 years’ experience in Construction of Boreholes of equivalent nature and volume, including not less than 5 years as Manager among its core staff and shall have a minimum of BSc degree in Civil Engineering or equivalent;
d. Own a substantial proportion of the equipment and tools required to successfully execute the Contract;
e. Provide Annual audited account for the last 3 years;
f. For the last three (3) years to demonstrate:
i. The current soundness of the applicant’s financial position and its prospective long term profitability, and
ii. Have Liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N25,000,000.00
