2. Background
The Institute of Human Virology, Nigeria (IHVN) was established in 2004 as a local organization to address the HIV/AIDS crisis in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by HIV/AIDS but has now expanded its services to other infectious diseases of TB and malaria, including cancers. IHVN is structured to develop and maintain linkages with local and international organizations in collaborative ways that support the Government of Nigeria’s health sector strategic plans. IHVN key technical and funding partners are the Centers for Disease Control and Prevention (CDC) and the Global Fund to Fight AIDS, Tuberculosis and Malaria.

3.Purpose of RFB : The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: clearing services of IHVN internationally procured supplies, from air and sea ports in Nigeria.

IHVN is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives from it funders for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet IHVN requirements, while ensuring a high level of service.

1. INTRODUCTION
Total E&P Nigeria Limited (TEPNG) operator of the NNPC/TEPNG Joint Venture invites interested and reputable Nigerian registered insurance companies with relevant experience to tender for the technical bidding phase for the provision of dollar operational insurance policy.

2. SCOPE OF WORK
The Insurance would cover Third Party Liability risks arising from Onshore and Offshore Oil and Gas Activities of the insured. The Insurer shall retain a percentage of the risk in Nigeria and re-insure the excess capacity with leading foreign underwriters. The Insurer will liaise with the appointed re-insurance Broker or insurance consultant for the purpose of reinsurance with foreign underwriters. The Insurer will also handle claims services, policy documentation, renewals, endorsement, etc.

3. CONDITION FOR SELECTION
Insurance Companies seeking to be selected must satisfy the following conditions. Limited Liability Company registered in Nigeria and licensed by the
1. Be a National Insurance Commission (NAICOM) to transact either Life or General Insurance Business
2. Have a net asset of not less than N5billion
3. Have acquired good experience in life or general insurance business.
4. Have adequate and qualified staff with experience in Life or General insurance business.
5. Must be in good standing as regards prompt settlement of all claims reported to date.
6. Have business relationship with competent Insurance Broker(s) with good reputation and experience in Life or General Insurance Business
7. Must be a good corporate citizen of Nigeria that pays its taxes as and when due.

4. MANDATORY REQUIREMENTS

5. NIGERIAN CONTENT REQUIREMENTS
COMPANY is committed to the development of the Nigerian oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.

As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board).

Tenderer shall comply with all the provisions of the Nigerian Content Act that relate to this contract but in particular comply with the minimum Nigerian Content % for the scopes which are covered in the Schedule of the Act and any other requirement that may arise from time to time not explicitly stated in this contract but which apply to the contract in fulfillment of the Nigerian Content Act, in the submission of their Tender.

Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result to disqualification from bidding this contract.
Tenderers shall provide evidence of Registration by National Insurance Commission (NAICOM) and Nigerian Insurance Association (NIA).

As part of their submissions, Tenderer shall:
1. Develop a Nigerian Content Execution Plan (NCP), which shall explain the methodology of how it intends to comply with the requirements of the Act and how to achieve the set target(s) in the Schedule of Nigerian Oil & Gas Industry Content Development Act and any targets set by The Board.
2. Only Nigerian registered company with greater than or equal to 51% Nigerian shareholding shall bid for this work scope. Submit certified copies of CAC form 02&07 and or evidence of entity’s incorporation, shareholding and ownership structure in Nigeria.
3. In line with the NCD Human Capacity Development Initiative, Bidder shall commie providing Project-Specific training, man-hour, budget, skill development understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
4. Provide evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.
5. Submit Tenderer’s corporate organization’s overall human resources structure (management, supervisors, senior & junior skilled officers etc.) identifying positions manned/occupied

(viii) Company’s Audited Accounts for the last three (3) years (2017, 2018 and 2019)
(ix) Evidence of financial capability to execute the Project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the Project when needed;
(x) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the Project including copies of their Academic/Professional qualifications;
( xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Job Completion Certiifcates, Final Maintenance Certificates and Photographs of the Project.
(xii) Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria, for bidders;
(xiii) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate , IRR & Sworn Affidavit are compulsory for each JV partner.

INVITATION TO TENDER FOR THE 2020 CAPITAL PROJECTS

1. INTRODUCTION
The Obafemi Awolowo University Teaching Hospitals Complex was Appropriated Funds in the 2020 Appropriation Act (Revised) for the execution of its projects in compliance with the Public Procurement Act 2007, the Obafemi Awolowo University Teaching Hospital Complex hereby invites all interested and eligible Suppliers with relevant experience to tender for the following Capital Projects.

2. SCOPE OF SUPPLY

LOT 1 Furnishing and Equipping of Dental Hospital
LOT 2 Furnishing and Equipping of 75-Bed Orthopaedic Ward with one Theatre Suite
LOT 3 Furnishing and Equipping of Cardiac Centre
LOT 4 Supply of Medical Equipment, Drugs and Consumables

Projects listed above will be subjected to Due Process mechanism, which would be transparent to all interested and eligible bidders who wish to participate.

3. ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including Form CAC 2 and CAC7 (or CAC 1.1);
ii. Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2020 (2017, 2018 and 2019)
iii. Evidence of current Pension Compliance Certificate valid 31st December, 2020
iv. Evidence of current Industrial Training Fund (I.T.F.) Compliance Certificate valid till 31st December, 2020
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2020 or valid Certificate issued by Bureau of Public Procurement
vii. Sworn Affidavit disclosing whether or not any Officer of the relevant Committees of the OAUTHC, Ile-ife, Osun State or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
viii. Company’s Audited Accounts for the last three (3) years (2017, 2018 and 2019)
ix. Evidence of financial capability to execute the Project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the Project when needed;
x. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the Project including copies of their Academic/Professional qualifications;
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Job Completion Certificates, Final Maintenance Certificates and Photographs of the Project.
xii. Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria, for bidders;
xiii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
xiv. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized Officer of the Firm.
