SAII Associates Ltd/GTE, an associate company of Chemonics International Inc., implements the United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Chain Management (GHSC-PSM) project in Nigeria. USAID Prime Contract No. AID-OAA-l-15-00004. Task Order Nos: AID-OAA-TO-15-00007, AID-OAA-TO-15-00009. AID-OAA-TO-15- 00010, and AID-OAA-TO-16-00018 and the contract between The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund) and Chemonics International Inc., (hereinafter referred to as ‘Chemonics’, or ‘GHSC-PSM’) is issuing a Request for Proposals (RFP) for Consultancy Services to undertake an Engineering Assessment of Kebbi State Central Medical Store (CMS).

The purpose of this RFP is to seek proposals from consultants to conduct an engineering assessment of Kebbi State Central Medical Store (CMS) located at the LMCU Office Malaria Control Unit, Haliru Abdul Way, Opposite Union Bank, Birnin Kebbi, Kebbi State: the development of a warehouse floor plan, and the preparation of detailed engineering drawings, BOQs and specifications for building rehabilitation, site improvements and equipment for a fully functional pharmaceutical storage and trans-shipment facility to serve the state of Kebbi.

The CMS is currently undergoing some form of renovation and remodeling by the state government at present due to the fire incident that gutted most part of the structure, the commencement of the remodeling shows commitment on the part of the state to meet up with the readiness for the Drug Revolving Fund (DRF) take off, however, the state requires further technical assistance towards the journey of rehabilitating the site into a pharma grade warehouse solution. This solution will provide compliant and functional warehouses that will assist in the effective and efficient storage and management of medicines and related pharmaceuticals in support of ministries of health and aid programs.

Chemonics realizes that offerors may have additional questions after reading the full RFP. All questions on the full RFP are to be submitted by email to PSMNigeriaTLPRFQ@ghsc-psm.org no later than 5.00 pm WAT March 05, 2021. Questions and requests for clarification, and the responses thereto, will be circulated to all full-text RFP recipients who have indicated an interest in responding to this RFP.

Chronological List of Proposal Events
The following calendar summarizes important dates in the solicitation process. Offerors must strictly follow these deadlines:

The dates above may be modified at the sole discretion of Chemonics. Any changes will be published in an amendment to this RFP.

All proposals must be submitted in two volumes, consisting of:
(1) Volume 1: Technical proposal

(2) Volume 2: Cost proposal
Instructions for the Preparation of the Proposal

(1) Cover Letter
The offeror shall use the cover letter provided in Annex 1 of this RFP, which confirms organizational information and consent to the validity of this proposal.

(2) Technical Proposal
The technical proposal shall comprise the parts below. Please note that the proposal must be responsive to the detailed information set out in Section II of this RFP, which provides the background, states the scope of work, describes the deliverables, and provides a deliverables schedule.

Part 1:
Technical Approach, Methodology and Detailed Work Plan. This part shall not exceed 20 pages. This page limit does not include the following documents:

  • Proposal Cover Letter (see Annex 1)
  • Completed Required Certifications (see Annex 3)
  • CVs of key personnel
  • Draft work plan
  • Sketches, catalogue cut sheets and/or drawings

The Technical Volume should describe in detail how the offeror intends to carry out the Works, as described in the Scope of Work (SOW) found in Section 2.

The technical volume should demonstrate a clear understanding of the work to be undertaken and the responsibilities of all parties involved.

The offeror should include details on personnel, equipment and subcontractors who will be used to carry out the required activities.

The following documents must be included in the Technical Volume (failure to submit all of the following documents may result in disqualification from award):
