INVITATION FOR PRE-QUALIFICATION AND EXPRESSION OF INTEREST

1. This invitation for pre-qualification for tenders follows the invitation of the Yobe State Government to procure Aircraft Rescue and fire fighting services(RFFS) or Aircraft Rescue and fire fighting (ARFF ) and Low level wind Shear Alert System(LLWAS) with specification standards by the International Civil Aviation Organization (ICAO ) for all kind of Airport. The advertisement to invite for the pre-qualification become mandatory requirement for safety of aircraft operations in all airports globally as results of mass casualty potential of an aircraft accident and purpose control of wind during takeoff and landing of Aircraft, thus are very important to have these emergency vehicles and metrological equipment for operation readily available in the state.

2. In compliance with the policy of due process of the Federal Republic of Nigeria and the Yobe State Bureau on Public Procurement law 2016, the Yobe State Ministry of Transport and Energy wishes to pre-qualify contractors who are interested to tender for the project:

B. PROJECT DESCRIPTION:

Lot 1 Aircraft Rescue and fire fighting services (RFFS) or Aircraft Rescue and fire fighting to the International Airport Damaturu.
Lot 2 Low level wind Shear Alert System (LLWAS) to the Damaturu international Airport.

C. PRE-QUALIFICATION REQUIREMENTS
Based on the above the Ministry invites interested and qualified contractors to submit the following documents for the purpose of pre-qualification:
(i) Evidence of Incorporation with Corporate Affairs Commission (CAC) of Nigeria.
(ii) Registration with Yobe State Bureau on Public Procurement (BPP).
(iii) 3 years current Tax clearance certificate.
(iv) Evidence of financial capability and bank reference letter.
(v) Evidence of at least 3 years similar projects executed (certificate of job completion).
(vi) Audited Account for three (3) years (2017 – 2019).
(vii) Evidence of VAT registration and proof of past remittances.
(viii) A sworn affidavit that the company is not bankrupt.
(ix) Evidence of compliance with Pension Reform Act 2007.
(x) Document for submission should be accompanied with a forwarding letter duly signed by the CEO or his equivalent addressed to the Permanent Secretary, Ministry of Transport & Energy, Damaturu, Yobe State.
Sworn Affidavit Disclosing:
(a) That all information presented in the pre-qualification bid are true and genuine.
(b) That the Director(s) has/have never been convicted for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation on falsification of facts.
(c) That the bidder is not in receivership, the subject of any form of insolvency or bankruptcy proceedings.
(d) Whether or not any officer of the Ministry of Works, Yobe State is a former or present Director, shareholder or has any pecuniary interest in the bidder.
(e) That the bidder is not in arrears regarding payment of due taxes, charges, pensions, or social insurance contribution unless the bidder has lawful permit.

D. COLLECTION OF BIDDING DOCUMENTS:
A complete set of bidding documents in English may be purchase by interested bidders on the submission of written application to the address below and upon payment of a non-refundable fee of Two Hundred and Fifty Thousand Naira Only (N250,000.00)

E. SUBMISSION:
The submission should be in two (2) separate envelops as follows:
(i) The General requirement should be submitted in a wax sealed envelops boldly marked at the left corner:- Prequalification and technical Proposal.
(ii) The Financial proposal should be submitted in a second, wax sealed envelops boldly marked at the top left corner:- Financial proposal.

F. CLOSING DATE FOR SUBMISSION
All responses are addressed to Hon. Commissioner, Yobe State Ministry of Transport and Energy, Gen. Abdulsalami Abubakar way, along Gashu’a Road, P.M.B. 1001 Damaturu for the attention of: Director Planning, Research & Statistics not later than two (2) weeks from date of this publication. (20 January 2021)

(1.0) The Ministry reserves the right to reject any pre-qualification submission any time and shall not be liable for any claim from any person or organisation on account of responding to this advert.
(2.0) The Ministry shall not go into any correspondence with non- pre-qualified contractor(s) in any form.
