INVITATION TO TENDER

1. INTRODUCTION
The Federal Government has provided funds in the 2025 Appropriation Act for implementation of projects and programmes by the Federal Ministry of Information and National Orientation (FMI&NO). In compliance with requirements of the Public Procurement Act 2007, interested, competent and reputable companies with relevant experience and good track record of performance are hereby invited to submit Technical/Financial Bids for the following projects:

NCB/G3/2025: Purchase of Office Furniture and Office Equipment to FMI&NO, Radio House, Abuja
NCB/MV/G6/2025: Purchase of Staff Welfare Bus
NCB/MV/G9/2025: Purchase of Utility Vehicle for National Archives, FMI&NO
NCB/G11/2025: Purchase of Photocopy and ID CARD Machines, Computers and Accessories

CATEGORY B: WORKS
NCB/W1/2025: Rehabilitation and Repairs of Office Building, FMI&NO

3. ELIGIBILITY REQUIREMENTS
All submissions must be accompanied with the following documents:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2025;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 valid Certificate issued by BPP.

Green Concern for Development (GREENCODE), a registered Nigerian NGO (non-profit) organization working on social justice and humanitarian response in both the southern and northern regions of Nigeria, is calling for Expressions of Interest to tender/bid for the under-listed services.

1). Rehabilitation of Solar Borehole and Upgrade of Handpump to Solar Borehole in Konduga LGA Borno State.

Method of Application
Interested vendors should first submit an Expression of Interest (EOI) and
NOTE: Quote the item you are Expressing Interest in on the Subject column of your Email.

INTRODUCTION

ELELA-CARE HUMANITARIAN AND DEVELOPMENT ORGANIZATION (ECM) is a youth-led, nongovernmental organization dully registered with Nigerian government through Corporate Affairs Commission (CAC/IT NO: 182167). Existing since June 2022, ECM focuses on improving the quality of life of vulnerable population across communities in North East Nigeria. ECM operates both in emergency and developmental context and have its programme principally rooted in identifying gaps that affects population or increases vulnerability of population and bridging those gaps through resource base planning and implementation.
