The Federal Government of Nigeria (FGN) has received a financing from the Islamic Development Bank (IsDB) toward the cost for the Abia State Integrated Infrastructure Development Project (ABSIIDP) and intends to apply part of the proceeds for Consultancy Services.

The services include design and supervision of the construction works of designated roads in Aba Design review and construction supervision for the selected and prioritized intervention sites in Aba. The proposed implementation period for the design review, and construction supervision of the civil works for a period of 36 months. The assignment is expected to kick off by the First quarter of 2026; ensuring full consistency with the TOR attached or referred to in this REOI. The detailed Terms of Reference (TOR) for the assignment can be requested via email or in person at the address provided below.

The ABIA STATE MINISTRY OF WORKS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services.
1. General Experience of consulting firm in the field of required specialty
2. Consultants’ Educational and Professional Qualifications Evidence showing technical and managerial capabilities of the firm.
3. Evidence and description of similar assignments executed with evidence of award (letter of award and/or contract agreement)
4. Evidence of registration with relevant authorities and professional regulatory bodies
5. Evidence showing that firm is a legal entity with evidence of CAC certificate
6. Quality of proposal demonstrating deep understanding of objectives, competencies and coherence of response.
7. Availability of appropriate skills among key staff presented for the assignment.
8. Evidence of working in similar regional work experience in similar fields (within Nigeria and/or Sub-Saharan Africa)

The shortlisting criteria are: [criteria related to required qualifications and experience of the firm; such as core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria]. Key Experts will not be evaluated at the shortlisting stage however their CVs can be presented. This consultancy comprises of two different missions including design/design review and construction supervision.
