CONSULTANCY FOR ENRICH THIRD PARTY MONITORING (TPM)

Action Against Hunger is an international humanitarian organization that has been leading the global fight against hunger and malnutrition among the most vulnerable populations in northern Nigeria since 2010. Through Integrated and multi-sectoral program approach, ACF deliver lifesaving assistance to address the water, sanitation, and hygiene (WASH), nutrition and health, food security and livelihood, and social protection needs of internally displaced persons, refugees, migrants, and host communities.

ACF’s global strategic plan encourages partnership, mobilization and coordination which is also in line with US Department of State’s Localization strategy, focusing on fostering and improving the capacity of local partnerships for sustainable humanitarian intervention. This commitment also in-line with ACF remote management strategy and is crucial given the ongoing security challenges, including attacks, abductions, killings, and the establishment of Illegal Vehicle Check Points (IVCPs) by Non-State Armed Groups (NSAGs) harnessing the implementation of project activities in selected Local Government Areas (LGAs) within Borno state, which continue to hinder humanitarian response and INGOs’ access to certain LGAs including Gubio, Kada, Magumeri and Mobbar LGAs..

The main objective of this third-party monitoring initiative is to ensure routine, robust, unbiased, and comprehensive monitoring of the ENRICH program activities, particularly in Gubio, Kaga and Magumeri LGAs of Borno state implemented by BOWDI, YIPDI, SCI/EYN and Ministry of Health (MOH) where security challenge and limited access often hinder the direct oversight of project implemented by ACF. The third-party monitoring will provide a landscape for the consortium to ensure routine monitoring of project implementations and to also provide real time updates of project activities while ensuring activities are implemented with highest quality by immediately addressing the gaps identified during implementation. The consortium aims to obtain an independent perspective on the ENRICH project performance and monitoring through the provision of real-time and valuable insights and feedback that can enhance the effectiveness, efficiency, and quality of the intervention carried out by consortium partners implementing the project in hard to reach locations.

Geographical scope coverage: Gubio, Magumeri and Kaga LGAs Borno State, North-East, Nigeria.

Profile of the consultant (Qualification and Experience)
– Post graduate qualifications (MA level) in social science, particularly economics, agriculture, food security, WASH, Health, Nutrition, protection or related fields Minimum of 7 years of demonstrated professional experience delivering Monitoring and Evaluations services.
– Proven experience in conducting quality project Monitoring and Evaluation including third party monitoring particularly in multiple humanitarian sectors;
– Knowledge and understanding of the social and cultural context of Nigeria especially Borno people will be an asset.
– Solid analytical, result based planning, report writing, communication and diplomacy skills with the ability to correlate different data sets to actionable conclusions.
– English language skills (report should be written in English).
– Ability to make clear presentations and disseminate findings to both the technical and nontechnical audience
– Strong work experience in providing consultancy on monitoring, evaluation, data analysis, reporting and field-based research or survey services
– Demonstrable capacity to carry out work in hard to reach areas of Borno state Nigeria through the existence of well-established networks (full access to government, districts, and village levels).
– Previous experience of working with the INGOs and/or the UN agencies in delivering monitoring, evaluation, data collection, analysis and reporting activities.
