INVITATION TO TENDER/EXPRESSION OF INTEREST

1.0 INTRODUCTION
The Alex Ekwueme Federal University Teaching Hospital Abakaliki (AEFUTHA) is a tertiary health institution dedicated to the provision of quality, accessible and affordable healthcare services; and effective training and research. As part of its mandate to provide accessible and affordable healthcare services, the AEFUTHA intends to undertake the procurement of Goods/Works/Services under its 2025 Capital Appropriation.

3.0 ELIGIBILITY CRITERIA:
For the purpose of Evaluation, Competent and Interested Companies/Consultants with verifiable experience should submit the under listed information, including but not limited to the following:
a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC); including Copies of Memorandum and Article of Association, Forms CAC1.1 or C02 and C07; Business name with form BN1 is also acceptable for Consultancy Services
b) Evidence of Company’s Income Tax Clearance Certificate (or personal Income Tax Clearance Certificate of all the Partners, in case of Business Name) for the last three (3) years valid till 31st December 2025 with minimum average annual turnover of N50 Million for works and N30 Million for Goods & Services. (Turnovers in the TCC and Audited Accounts must correspond accordingly);
c) Evidence of current PENCOM Certificate of Compliance valid till 31st December, 2025. Receipt of payment will not be accepted as evidence of Current Certificate;
d) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till December 2025. Receipt of payment will not be accepted as evidence of Current Certificate;
e) Evidence of Current Industrial Training Fund (ITF) Certificate valid till December 2025. Receipt of payment will not be accepted as evidence of Current Certificate;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by Bureau of Public Procurement (BPP);
g) Company’s Audited Account for the last three (3) years (2022,2023, 2024), duly acknowledged by FIRS
h) Comprehensive Company Profile indicating the Organizational Structure, including resumes of key Managerial and Technical Personnel to be deployed for the project, including copies of their Academic and Professional qualification such as COREN,QSRBN,ARCON,CORBON, with Their addresses, Personal GSM phone numbers & e-mail Addresses;
i) Evidence of Firms Registration with Relevant Professional Bodies such as COREN/SURCON/NSA/NITDA, etc where applicable;
j) Verifiable Documentary Evidence of at least three (3) similar Jobs executed in the last Five (5) years with attached copies of Letters of Award and Certificate of Completion and/or Valuation Certificates and Photographs of the projects is mandatory;
k) For supply of Equipment: Recent Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs)
l) Only Companies included in the National Automotive Design and Development Council’s Approved list of Local Manufacturers of Vehicles or their authorized Representative should bid for the Vehicle.
m) For Joint Ventures/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner);
n) Evidence of Financial Capability to execute the Projects/Programmes including Reference Letters from a reputable Commercial Bank indicating willingness to provide Credit Facility for the Execution of the Projects/Programmes when needed. Letters of Introduction from Banks without Commitment is not acceptable. Evidence of duly stamped/sealed Statement of Accounts evidencing adequate funds/cash flow will also be accepted;
o) Evidence of possession of DUNS Certificate.
p) Goods & Services: Evidence showing project implementation Approach, product installation & Training plan
q) A current Sworn Affidavit that:
i. The Company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged;
ii. The Claims made and information provided by the company in submission are true and correct in all ramifications;
iii. No member of staff of Alex Ekwueme Federal University Teaching Hospital Abakaliki,(AEFUTHA) Ebonyi State and Bureau of Public Procurement (BPP) has pecuniary interest in the Company;
iv. No Director of the Company (past or present) has ever been convicted of criminal offences relating to fraud or financial impropriety in any court of law.
v. That the company does not have existing loan or financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the past four (4) months.
