A. BACKGROUND:
Despite over two decades of democratic governance, Nigeria continues to experience limited and inconsistent citizen participation in political and governance processes. While periodic elections provide a formal avenue for engagement, citizens’ influence on governance and government policy decisions between electoral cycles remains weak. Traditional mobilisation channels – such as civic education, advocacy campaigns, and civil society engagement – often fail to translate into sustained political pressure or accountability.

Recent social movements, online campaigns, and grassroots initiatives have demonstrated that alternative forms of mobilisation and citizen-led pressure can drive policy shifts, influence public discourse, and hold political leaders accountable. However, there remains limited systematic research on how these mechanisms work, their sustainability, and how they can be institutionalised within Nigeria’s socio-political context.

To address this gap, The Kukah Centre seeks qualified researchers, research institutions, or consortia to conduct a comprehensive study on “Citizens’ Mobilisation as an Alternative Pressure Mechanism for Political Action in Nigeria.

B. RESEARCH FOCUS:
This study aims to provide insights into the dynamics of citizen mobilisation and alternative pressure mechanisms in Nigeria, exploring how such alternative pressure mechanisms can be better understood, systematised, and scaled to strengthen Nigeria’s democratic culture, ultimately enhancing democratic governance and development.

Overall Objectives
To explore how Nigerian citizens can be mobilised for robust political engagement and participation through alternative and sustainable pressure mechanisms.

Specific Objectives
The study seeks to:
i. Analyse the current state of political participation and civic engagement in Nigeria, including existing strategies and mechanisms for citizen mobilisation and their impact on political decision-making.
ii. Examine the impact of socio-political contexts on the effectiveness of different pressure mechanisms in Nigeria and identify necessary adaptations for success.
iii. Develop a framework for understanding successful citizen-led political pressure campaigns in Nigeria, including the role of digital and social media platforms.
iv. Identify institutional and systemic barriers to sustained political pressure and citizen mobilisation in Nigeria and explore potential solutions or reforms.
v. Recommend context-specific and sustainable strategies for enhancing civic pressure on Nigeria’s political elite, with a focus on inclusivity and long-term engagement, and explore the roles of grassroots movements, civil society organisations, and state institutions in establishing and maintaining sustainable citizen mobilisation networks.

Scope of Work and Deliverables
The selected research partner will be expected to:
• Conduct a desk review of existing literature on citizen mobilisation, political participation, and civic pressure mechanisms in Nigeria and comparable democracies.
• Grounded the study in theoretical frameworks that examine the dynamics of citizen mobilisation in Nigeria
• Undertake primary data collection through interviews, focus group discussions, and case studies of citizen-led campaigns, civil society movements, and advocacy networks.
• Analyse how contextual factors—political culture, digital engagement, gender, class, religion, and geography—influence mobilisation dynamics.
• Map key actors and initiatives involved in citizen mobilisation and civic pressure in Nigeria.
• Propose actionable recommendations and frameworks for sustainable, inclusive citizen engagement.
• Present draft findings to stakeholders in a validation workshop.
• Submit a comprehensive final report and policy brief.

Methodology
Proposals should outline a clear theoretical framework that integrates:
• Qualitative and quantitative approaches;
• Participatory and context-sensitive research tools;
• Inclusion of marginalised voices (women, youth, persons with disabilities, and rural citizens);
• Ethical considerations in data collection and analysis.

By combining quantitative and qualitative approaches, the research will capture both broad trends in citizen mobilisation and the deeper dynamics of lived experiences across Nigeria’s geopolitical zones.

C. KEY DELIVERABLES & TIMEFRAME:
1. Inception Report (including literature review and sampling plan) – Month 1
2. Completion of fieldwork and preliminary analysis – Month 2
3. Position Paper (emerging trends and findings) – Month 3

The successful applicant is expected to be engaged for a maximum period of 6 months, from December 2025–May 2026, with the report due on or before the 31st May 2026. This may be reviewed at the purview of The Kukah Centre.

3. OUR REQUIREMENT

1. Africa-Re would like to engage the services of a reputable and technically qualified Consultancy Firm with extensive expertise in labour market analysis, management and organizational development to undertake a SALARY SURVEY AND BENCHMARKING PROCESS for the Corporation’s local and international staff. Amongst others, the Consultant will:

2. Propose a detailed methodology and work plan acceptable to Africa Re on how they will approach and conduct the work considering the peculiar nature of the Corporation.

3. Compile and suggest to Africa Re a list of employers which may be considered as competitors/ comparators for the purpose of establishing a competitive/ comparable salary scale remuneration. The list shall be subjected to final approval by Africa Re.

4. Analyzing salary/benefit structures across different levels (e.g., executive, Professional, Local Professional, Support and Manual staff categories);

5. Conduct a salary survey and give support in establishing a revised and reasonable salary scale, allowances and other incentives for all staff based on the latest prevailing market rates for similar work of comparable quality and complexity.

6. Conduct a survey, targeting a minimum of five (5) comparators for each role with Pan-African Multilateral Financial Institutions (quantum) and African, South African & World reinsurance peers (structure), Pan-African Multilateral Financial Institutions & Regional / South African Reinsurers, South African & World reinsurance peers (structure) and with Regional Insurers & Reinsurers.

7. Produce an internal report for Africa Re consisting of data on best comparator employers.

8. Present a draft analysis report to Africa Re and make recommendations on the proposed salary scale, taking into consideration other Comparator’s scales for similar positions.

9. Prepare a separate pull-out report on cost-of-living indices in each of Africa Re’s operating locations or contact offices.

10. Prepare a Final Report, incorporating comments from Africa Re.

4. REQUIRED CRITICAL COMPETENCIES

These competences are critical for the success of the consultancy:

a. International experience in conducting salary surveys, particularly in the finance or development finance sector in Africa, is highly desirable.

b. Possession of a ready-to-use database on relevant remuneration statistics.

c. Knowledge of both local and international markets, and the ability to identify and reach out to appropriate comparator employers in each market, preferably from the insurance and reinsurance industry and other financial services.

d. Strong knowledge of compensation and benefits trends.

Although we shall be willing to establish contacts with some of our comparators, by way of written letters, the responsibility of finding accurate and relevant information and data remains with the Consultant.

5. BENCHMARK POSITIONS TO BE COVERED

Prospective Consultants are expected to have already established contacts with some of our comparators, and preferably have data and information about them, like:

This information will be reviewed to recommend competitive remuneration levels to be adopted by the Africa Re for each category of staff for the next three years and provide the cost implication:

1. BACKGROUND
KEFFESO Host Communities Development Trust (KHCDT) is seeking proposals from qualified firms or consortia to conduct an assessment study on access to power in its 11 riverine rural communities. These communities currently experience very limited access to electricity, due to their remote locations, poor transportation infrastructure and susceptibility to flooding which stifles socio-economic development. Leveraging their proximity to the ocean and abundant natural resources, this RFP seeks to engage qualified consultancies or consultants to explore and design multiple power generation options, including gas, water, and ocean current induced power systems, alongside solar and hybrid systems. This study will provide critical insights into current access levels, barriers to electrification, community energy needs, community members’ willingness-to-pay attitude and potential solutions for sustainable and inclusive energy availability and access in this geographically challenging region.

2. OBJECTIVES OF THE ASSIGNMENT
The main objectives of the assessment study are to:
• Evaluate the status of electricity access in KEFFESO communities
• Identify technological, financial, social, and infrastructural barriers to electrification.
• Assess energy demand profiles (household, commercial, public services).
• Explore and identify viable power generation options including gas turbines, water turbines powered by ocean currents, grid extension, solar mini-grids, and standalone solar home systems.
• Assess energy needs and existing infrastructure in the KEFFESO communities.
• Develop sustainable, cost-effective power solutions suitable for the region’s geography and socio-economic context.
• Assess community members’ willingness-to-pay (WTP) for access to power (i.e. affordability).
• Foster community engagement and build capacity for maintenance and management
• Provide actionable recommendations for medium, and long-term interventions

3. SCOPE OF WORK
The selected consultant(s) will be responsible for the following tasks across the eleven KEFFESO HCDT communities:
1. Carry out literature review
2. Conduct Energy Needs Assessment
3. Develop Feasibility Studies on availability and provision of, and access to power.
4. Conduct Environmental and Social Impact Assessment (ESIA) as appropriate, and as may be advised during Project Initiation Report phase.
5. Conduct all-inclusive Stakeholder Engagement (state and local govt, KEFFESO communities, O&G companies operating in the area, development agencies, and other NGOs (INGOs and NNGOs).
6. Design and develop applicable power systems and determine corresponding cost estimates.
7. Comprehensive final report with implementation roadmap (findings, community energy profiles, and tailored recommendations. (including GIS maps, charts).

4. GEOGRAPHIC FOCUS
Target communities include but are not limited to; Koluama I, Koluama II, Ezetu I, Ezetu II, Fish Town, Foropa, Ekeni, Sangana, Oginibri, Okumbiribeleu and Opu-Okumbiri.

5. ELIGIBILITY AND QUALIFICATION CRITERIA
Interested consultants/firms must:
• Provide a Certificate of Incorporation or evidence of business registration.
• Provide Tax Clearance Certificate and bank reference letter(s).
• Have a minimum of 5 years’ experience in energy strategy development and implementation. Experience in many more aspects of power management is greatly desired.
• Demonstrate expertise in rural electrification, energy access studies, or renewable energy solutions.
• Demonstrate experience working in geographically challenging or water-locked regions.
• Demonstrate strong capacity in qualitative and quantitative data collection and analysis.
• Have a multidisciplinary team including energy engineers, socio-economists, and community engagement specialists.

Introduction
AFROBAROMETER is inviting bids from organizations interested in serving as the National Partner (NP) for Nigeria. Under Afrobarometer’s direction, the selected NP will conduct a nationally representative sample survey of the adult population of Nigeria. In addition to conducting an Afrobarometer survey, the successful bidder will act as the representative of Afrobarometer in Nigeria for the duration of the partnership and will be eligible to participate in Afrobarometer meetings, workshops, and other capacity building and management activities.

Background
Afrobarometer conducts a comparative series of public attitude surveys covering over 35 countries in each two-year “round.” Round 10 surveys which started late 2023 ended in August 2025. Based on representative national samples, the surveys measure citizen attitudes to democracy and governance, markets and civil society, and a range of related topics. The surveys are repeated on a regular basis to allow comparisons over time and across space.

Afrobarometer is dedicated to three main objectives:
• To produce scientifically reliable data on public opinion in Africa.
• To build institutional capacity for survey research in Africa.
• To broadly disseminate and apply survey results.

National Partner responsibilities
In close consultation at every stage with the supervising Afrobarometer Core Partner, and in accordance with the Network’s protocols, the successful Afrobarometer National Partner will be expected to conduct a nationally representative survey in Nigeria with sample size of n=1200. This will include performing the following duties:
1. Identify and access census databases required for designing a nationally representative sample, and work in conjunction with the Afrobarometer Sampling Specialist and national statistics office to draw the sample and to procure maps and other materials necessary for implementation of the survey;
2. Indigenize the generic Afrobarometer questionnaire to suit local settings, work with Afrobarometer surveys and communications teams to develop country-specific questions to be included in the questionnaire, and translate the questionnaire into relevant local language(s) according to Afrobarometer protocols;
3. Solicit a sufficient number of tablets for fieldwork that satisfy the specifications outlined in the Afrobarometer survey manual;
4. Recruit fieldworkers with required qualifications and appropriate language and fieldwork skills and train them to collect data from households using tablets;
5. Select and train field supervisors to monitor fieldwork and oversee fieldwork quality control;
6. Pre-test and make agreed modifications to the questionnaire;
7. Develop a survey logistics plan;
8. Manage all aspects of fieldwork in strict accordance with a timetable developed in consultation with Afrobarometer;
9. Ensure quality control of data collection in the field;
10. Prepare reports on sampling and fieldwork methodology;
11. Contribute to the preparation of a Summary of Results in conjunction with Afrobarometer technical advisers;
12. Prepare basic analyses of key findings;
13. Plan and execute, with Network technical support, an effective communications program that includes a stakeholder analysis, public dissemination events, published papers, press releases, dispatch and social media support to disseminate survey findings to media, the NGO community, government officials, legislators, the donor community, and other identified stakeholders.

Finaquest and an organization of interest is commissioning the 2025 Annual Health Report. As part of this initiative, it aims to incorporate citizen perceptions and user experiences into the performance assessment of the health system.

3. Objectives
The survey will:
– Capture population-representative data on patient satisfaction.
– Measure health system usage, experience, and public trust.
– Assess the impact of ongoing reforms and policy changes.
– Compare health system perception across demographic and geographic subgroups.

4. Scope of Work
The Consultant shall:
1. Conduct desk research on previous surveys and reports.
2. Design the survey framework including methodology and indicators.
3. Develop, translate, and pilot the survey instruments.
4. Conduct two rounds of nationwide telephone-based data collection with 2,500 respondents per round.

Background:
Nigeria has a population of over 220,000,000 people and each year, over seven million pregnancies occur. With a maternal mortality rate (MMR) of 512 per 100,000 live births, translating to an estimated 58,000 maternal deaths annually, Nigeria is the highest contributor to maternal mortality globally. Similarly, more than 240,000 newborns die in their first month of life, and attempts to reverse this trend have not yielded significant progress in the last two decades.

National health indices indicate the country is substantially off track to achieving the Sustainable Development Goals (SDG) target for reductions in maternal and neonatal mortality, which ultimately aims to realize an ambitious end in preventable maternal and newborn mortality by 2030. The SDG targets a reduction in maternal mortality to a milestone of 70 per 100,000 live births, and to achieve this, Nigeria requires a radical approach to rapidly attain a decrease by more than two-thirds of the current MMR values in the country by 2030.

In Nigeria, high maternal and infant mortality rates are caused by various biological and socio-economic factors, as well as a stretched healthcare system. The leading causes of maternal mortality in the country are hemorrhage (23%), pre-eclampsia and eclampsia (17%), maternal sepsis (11%), anemia (11%), and unsafe abortion (11%). Facility delivery rates in Nigeria are quite low at only 39%. Moreover, budgetary allocations for healthcare in the country remain way below the 15% resolution from the Abuja declaration. This makes it difficult for healthcare providers to address the existing challenges effectively. Newborns in Nigeria also face sub-optimal health conditions. The major causes of neonatal mortality in the country are birth asphyxia (36%), prematurity (28%), neonatal sepsis (12%), and congenital malformations (7%). These major drivers of maternal and newborn mortality in Nigeria are largely preventable and/or treatable using quality-assured medicines. The World Health Organization (WHO) highlighted the availability of essential medicines, vaccines, and technology as one of six key pillars of a health system building block.

Available evidence suggests critical gaps in quality, availability, and delivery of essential commodities for basic and comprehensive healthcare in Nigeria. A systematic review of quality of medicines available in Low- and Middle-Income Countries (LMICs), including Nigeria, found that 48.9% of uterotonic failed quality tests; failure rates were 75% for ergometrine and nearly 40% each for oxytocin and misoprostol. The overall prevalence of failed injectable antibiotics was 13.4%, ranging from 2.9% for injectable metronidazole to 16.0% for cefazolin. The prevalence of low-quality magnesium sulfate was 3.4%. This highlights pervasive issues hampering access to quality-assured maternal and newborn health (MNH) commodities.
