INVITATION TO TENDER FOR THE YEAR 2025 TETFUND INTERVENTION FOR ICT SUPPORT

1. INTRODUCTION:
DR Umaru Sanda Ahmadu College of Education, Minna in ensuring adequate ICT facilities for efficient and effective learning as a criteria for achieving a quality Education and in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations the College intends to embark on Procurement of Hardware and Software tools in ICT and adequate sensitization and capacity development for the implementation of approved YEAR 2025 TETFUND INTERVENTION FOR ICT SUPPORT PROJECTS. Competent and reliable Contractors/ Bidders with requisite experience and good track record of performance are hereby invited to tender for the projects below:

SCOPE OF PROJECTS
The projects consists of the following lots.

LOTS:
1. Network and hardware procurement
2. Provision of Prioritized Tools and Software Solutions for content recording studio and blended hybrid learning with intensive training and capacity development

ELIGIBILITY REQUIREMENTS
Tender shall be accompanied with the following
1. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
2. Evidence of Company’s Current Tax Clearance Certificate (TCC) for the last three (3) years (2022, 2023 and 2024 valid till 31st December 2025.
3. Evidence of current Pension Compliance Certificate valid till 31st December 2025
4. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025
5. Evidence of Compliance Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2025
6. Evidence of Registration on the Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31st December 2025 or valid Certificate issued by BPP
7. Sworn Affidavit as follows:
a. By a Director of the company certifying that the document submitted for this exercise are genuine;
b. Disclosing whether or not any officer of the relevant committee of this college, is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
c. None of the Director(s) had been convicted by a court of law in any country.
d. Disclosing that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject form of winding up petition or proceedings.

1.0 INTRODUCTION

1.1 The Management of National Institute of Construction Technology and Management, Uromi, in compliance with the requirements of the Public Procurement Act, 2007 and other extant government regulations, the Institute hereby invites interested, competent and experienced contractors/firms with track record of prompt delivery of similar projects to participate in the tender exercise, therefore required to adhere to information as criteria for qualification. The projects were allocated funds under the Year 2025 Tetfund ICT Support Intervention Projects.

2.0 SCOPE OF GOODS

Lot 001 : Procurement of Recording Studio Equipment
Lot 002 : Procurement of ICT Equipment

3.0 ELIGIBILITY REQUIREMENTS

(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC 7 with annual filings of returns for past three years;

(b) Evidence of Company’s Income Tax Clearance Certificate for the last (3) years (2022, 2023, 2024) valid till 31st December, 2025; with average annual turnover of ₦760m.

(c) Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s);

(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP;

(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Institute of Construction Technology and Management, Uromi or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid is true and correct in all particulars;

(h) Company’s Audited Accounts for the last three (3) years 2022, 2023, 2024 duly signed by the external auditors;

(i) Reference letter from a reputable Commercial Bank in Nigeria, indicating unconditional willingness to provide credit facility for the execution of the project when needed;

(j) Company’s profile with the Curriculum vitae of key staff to be deployed for the Project, including copies of their Academic/Professional qualifications such as CPN, NCS, SPON, NCC etc;

(k) Verifiable documentary evidence of at least (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards, Store Receipt Voucher and Photograph of Projects; and

(l) For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s letter Head paper bearing amongst others, the registration number (RC) in boldness as issued by the Corporate Affairs Commission, contact address, telephone number (preferably GSM No) and email address. The letter head paper must bear the names and nationalities of the directors of the company at the bottom page, duly signed by the authorized officer of the firm.

INTRODUCTION

Lot 002: Procurement and Installation of Prioritized Tools and Software Solutions for Blended Learning

3.0 ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC 7 with annual filings of returns for past three years;

INVITATION FOR EXPRESSION OF INTEREST

1. PREAMBLE
In compliance with the Ondo State Public Procurement Law, 2017; the University of Medical Sciences, Ondo City, Ondo State hereby invites Reputable and Competent firms with all the relevant Consultants or Consortia to submit Expressions of Interest (EOI) for the Proposed High-Rise Senate Building for the University.

2. SCOPE OF SERVICE
Each firm or consortium should comprise the following:
i. Architectural Services
ii. Structural Engineering Services
iii. Mechanical Engineering Services
iv. Electrical Engineering Services
v. Quantity Surveying Services
vi. Building Services

3. ELIGIBILITY REQUIREMENTS
Interested firms should submit two (2) Bound EOI Documents duly signed, paginated, and arranged in the order outlined hereunder:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7; Business Name with Form BN1 is also acceptable (verifiable by QR Code);
b. Evidence of Company’s Income Tax Clearance Certificate (verifiable by QR Code) or Personal Income Tax Clearance Certificates of all the Partners in case of Business Names for the last three (3) years up to December 31, 2025;
c. Evidence of Personal Income Tax of 2 Nos Directors for non-Business Names valid up to December 31, 2025.
d. Evidence of Registration for Consultancy Services issued by the Ondo State Bureau of Public Procurement valid till December 31, 2026
e. Sworn Affidavit disclosing (i) whether or not any officer of the relevant committees of the University of Medical Sciences, Ondo City or the Ondo State Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the Bidder and (ii) to Confirm that all information presented in its bid are true and correct in all particulars;
f. Company’s Audited Accounts for the last three (3) years – 2022, 2024 & 2025;
g. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the Project when needed;
h. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the Project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON;
i. Evidence of Firm’s current registration with relevant Regulatory Professional Body(ies) such as COREN, QSRBN, ARCON, CORBON
j. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the Projects (firms or consortia that have not undertaken high-rise projects need not express interests);
k. For all consortia or joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, & Sworn Affidavit are compulsory for each JV partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Address, Telephone Number (preferably WhatsApp compliant GSM No), and e-mail address. The Letterhead must bear the Names and Nationalities of the Directors of the Company at the page, duly signed by the Authorized Officer of the firm.

1.0 INTRODUCTION
Olusegun Agagu University of Science and Technology (OAUSTECH), Okitipupa was appropriated funds in the 2025 TETFund Special Intervention (Upgrade of Laboratory and Workshop Equipment) Projects for the execution of its project. In compliance with Public Procurement Act 2007, the University hereby invites experienced contractors with good track records to tender for the execution of the following projects:

2.0 SCOPE OF WORKS
LOT 1: SUPPLY OF LABORATORY EQUIPMENT

3.0 ELIGIBILITY REQUIREMENTS
Interested companies should submit the following documents for consideration:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC 2 and CAC 7.
ii. Evidence of company income’s tax Clearance Certificate for the last three (03) years (2022, 2024, and 2024) valid till 31st December 2025.
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is ₦50m and above);
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2025.
vi. Evidence of registration on the National Database of Federal Contractors, Consultants, and Service Providers by inclusion of an interim registration report (IRR) expiring on December 31, 2025, or a valid certificate issued by the Bureau of Public Procurement (BPP).
vii. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Olusegun Agagu University of Science and Technology or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
– The company is not in receivership, insolvent or bankrupt;
– None of the directors has been convicted in any court of law for procurement fraud;
viii. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the project when needed;
ix. Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024; must be signed and sealed by Federal Inland Revenue.
x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of award, valuation certificate, job completion certificates and photographs of the projects and reference from previous clients.
xi. Evidence of OEM and/or OEM authorization for Lots where specialized Equipment are to be supplied
xii. For Venture/Partnership, a Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV Partner);
xiii. All documents for submission must be transmitted with a covering/forwarding letter on the Company/Firm’s Letterhead Paper bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letter Head Paper must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
xiv. Letter of consent to allow for verification of all the documents submitted including CAC, Tax Clearance Certificate, Pencom, Industrial Training Fund (ITF), NSITF, and Interim Registration Report (IRR);
