INVITATION FOR PREQUALIFICATION

1. INTRODUCTION:

The Federal Housing Authority (FHA), a parastatal of the Federal Government of Nigeria, under the Federal Ministry of Housing and Urban Development intends to undertake the Procurement of the underlisted Works for the 2024 Financial Year (Internally Generated Revenue) In accordance with the provisions of the Public Procurement Act 2007, the Authority wishes to invite competent and experienced Contractors and Suppliers to submit their technical documents for prequalification.

2. SCOPE OF WORKS:

3. ELIGIBILITY CRITERIA:

Interested and competent bidders must fulfill the following criteria and submit all the documents outlined below to be considered eligible:

a. Evidence of Incorporation by Corporate Affairs Commission (CAC), by submitting Certificate of Incorporation including Articles of Association, Forms CAC2 and CAC7.

b. Evidence of Current Tax Clearance Certificate (TCC) corresponding with declared Annual Turnover and expiring 31st December 2025.

c. Evidence of compliance with the National Pension Commission by submitting a valid PENCOM Clearance Certificate expiring 31st December 2025 (this requirement is applicable to bidders whose number of staff is 5 and above).

1.0 INTRODUCTION
The Federal Ministry of Housing and Urban Development intends to execute some projects as contained in the 2025 Appropriation Act. In compliance with the provisions of the Public Procurement Act, 2007, and other extant guidelines for the award of contracts in the Federal Public Service, the Ministry wishes to invite experienced and competent Contractors, Suppliers and Service Providers to submit Pre-qualification, Technical and Expression of Interest (EoI) documents for the execution of the Ministry’s projects as contained in the 2025 Appropriation Act.

2.0 SCOPE OF WORKS/ASSIGNMENTS
Details of the Scope of Works/Specifications and Assignments are contained in the Bidding Documents. The projects are grouped into Categories A to C. Bidders are therefore requested to submit Pre-qualification, Technical and Expression of Interest documents in respect of the categories chosen on the basis of the requirements listed in Sections 3.0, 4.0 and 8.0 of this publication. REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR TRANSACTION ADVISORY SERVICES
FOR PUBLIC-PRIVATE PARTNERSHIP (PPP) PROJECTS

1. INTRODUCTION
The University of Abuja intends to provide some critical projects through the Public Private Partnership (PPP) arrangement. The proposed projects are part of the University’s intervention aimed at filling the yawning gaps in the provision of decent and conducive environment for learning and research.

2. SCOPE
In furtherance of the development, the University hereby invites suitably qualified, competent and reputable firms/consortia to make submission as Transaction Advisor for the provision of advisory services and support the Project Delivery Team (PDT) in the procurement of a Private Partner as follows:

3 TRANSACTION ADVISORY SERVICES ON THE PROVISION OF BOTTLED WATER FACTORY AND HOSPITALITY SERVICES

The Selected Transaction Advisor (s) shall be possible for the following:
i. Conduct Feasibility Studies and Market Analysis on scope, structuring and timing transactions.
ii. Effective liaise between the University and the relevant infrastructure Concession Regulatory commission (ICRC).
iii. Review/Prepare the Outline Business Case for obtaining a Certificate of No Objection for the Projects.
iv. Provide Legal, Technical and Financial Advisory Services.
v. Perform Financial Analysis and models for the Projects.
vi. Assist in Designing and Managing the Procurement Phase of the Projects, and
vii. Prepare and develop the Full Business Case (FBC) for the project.

1. ELIGIBILITY REQUIREMENTS
The prospective Transaction Advisor may consist of a single firm or a consortium of firms with specialist in the Financial, Legal, Technical, PPP and other specialist expertise required to successfully bring the project to financial close. In the case of a consortium, members must jointly identify one of the firms comprising the consortium as the Lead Transaction Advisor and indicate clearly whether the Lead Transaction Advisor is a joint venture or a company and substantially in the form of a joint venture. The Lead Transaction Advisor will have primary responsibility for liaising with the Project Delivery Team (PDT) but also to manage the consortium’s advisory inputs as a whole.

All interested firms seeking to be considered should submit the following documents:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name is also acceptable;
b. Evidence of Company’s Income Tax Clearance Certificate (Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2025;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the University of Abuja or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Evidence of Firm’s current registration with the relevant regulatory professional bodies) in areas such as Financial, Legal, Technical, etc.
i. Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024;
j. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as specialist in the Financial, Legal, Technical, PPP and other specialist expertise;
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)

1. INTRODUCTION
The LAGOS UNIVERSITY TEACHING HOSPITAL is a foremost Tertiary Hospital, providing excellent services of International Standard in patient care, training and research. The Hospital intends to utilise funds provided in the 2025 Appropriation by the Federal Government to implement projects for the year. In this regards and in compliance with the Public Procurement Act 2007, the Hospital therefore, invites experienced and competent consultants:

k. Verifiable documentary evidence of at least three (3) relevant related projects (in size, nature & complexity) successfully executed in the last five (5) years (2020-2025) including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Evidence of Firm’s registration with relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON etc.
m. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

A. INTRODUCTION
The Federal Teaching Hospital, Ido-Ekiti, a tertiary health institution, in implementation of her 2025 Appropriation Act for Capital Projects and in compliance with the Public Procurement Act, 2007 hereby invites all interested, qualified and reputable contractors and consultants with relevant experience and track record to submit their pre-performance to tender for the following projects:
