The Federal Government of Nigeria through the Federal Ministry of Education has received a Credit Facility from the World Bank toward the cost of implementing the IDEAS Project and intends to apply part of the funds to finance the Technical and Vocational Education and Training (TVET 2) initiative, formerly (“NYESAF”).

Purpose of the Assignment
The services seek to engage Training Service Providers (TSPs) to provide skills training in selected sectors across the six geopolitical zones of Nigeria.

The objective of the activity is to increase youth employment and income generation, particularly among those aged 15-35 years who are not employed or engaged in education or training, or who are underemployed or under-skilled. The Federal Ministry of Education through the Innovation Development and Effectiveness in the Acquisition of Skills (IDEAS)Project now invites eligible firms (“Training Service Providers”) to indicate their interest in providing the Services for the 2nd Cohort of the programme. Interested Applicants should provide information demonstrating that they meet the required eligibility criteria for the EOI Stage.

Selection of the Training Service Providers
Applicants will be selected using the Consultants Qualification (CQS) method set out in the Procurement Regulations for IPF Borrowers (February 2025) revised in and opened to all eligible firms as defined in the P r o c u r e m e n t R e g u l a t i o n s . Procurement will be carried out in accordance with Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, setting forth the World Bank’s policy on conflict of interest.

Applicants may associate with other firms in the form of a Consortium/joint venture to enhance their qualifications. All parties to both agreements shall be jointly and severally liable for the entire contract if selected.

INTRODUCTION:
In compliance with the Public Procurement Re-Enactment Law no 4, 2020 Of Ekiti State, Aiyekire Local Government council Ode Ekiti is in the process of executing one of its Capital Projects, in view of the forgoing background, suitable interested qualified and reputable companies/contractor are hereby invited to submit tender for its Invitation to Tender Notice in respect of the following project:

ELIGIBILITY
Interested Contractors are requested to submit the listed documents which will be used as the criteria for technical evaluation of all bids:
i. Evidence of registration of the Company with Cooperative Affairs Commission (CAC)
ii. Evidence of registration of the Company with Aiyekire Local Government
iii. Evidence of registration of the Company with the Bureau of Local Content iv. Evidence of the Company’s 3years Tax Clearance immediately proceeding this year
v. Evidence of the Company’s Financial Capability to handle the project or letter of Assurance from the Company’s banker.
vi. Evidence of at least one verifiable similar job previously executed by the Company/Contractor, to be accompanied by the letter of Award of Contract, photographs and valuation certificate in respect of same.

COLLECTION OF TENDER DOCUMENTS

SELECTION OF A THIRD-PARTY MONITORING (TPM) MANAGEMENT FIRMS NOT NGOS
REQUEST FOR EXPRESSIONS OF INTEREST

The Federal Government of Nigeria (FGN) has received financing from the World Bank for the Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project.

The Project Development Objective is to improve secondary education opportunities for adolescent girls in targeted areas in the implementing states.

The AGILE Project seeks to engage the services of Third-Party Monitoring (TPM) Management Firms Not NGOs to provide necessary monitoring services and verify the completion of works and services executed across the Eighteen (18) participating States.

It is in view of the above, that the Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project intends to engage the services of qualified Third-Party Monitoring (TPM) Firms for the AGILE Project in any one of the following Zones:
• Lot-1 comprising of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe
• Lot-2 comprising of Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto and Zamfara
• Lot-3 comprising of Ekiti, Kogi, Kwara, Nasarawa, Niger, Plateau, Delta and Enugu
Note: Only one firm will be selected for each Zone.

2.0 Objective:
The Objectives of the Assignment are as follows:
1. To monitor all activities being implemented on the AGILE projects in all implementing states
2. To build the capacity of the project staff on system strengthening and monitoring and evaluation
3. To provide technical assistance to the relevant staff to ensure project data is correctly reported quarterly.

3.0 Scope of the Assignment:
The selected TPM firms will be responsible for a range of tasks to ensure effective monitoring of the AGILE Project. Their primary responsibilities include:
1. Monitoring Construction Activities: Regularly visit construction sites to assess progress, quality, and compliance with standards outlined in the school construction/renovation manual. Provide independent verification of School Improvement Grants (SIGs) and ensure transparency in procurement and contract execution by School-Based Management Committees (SBMC).
2. Monitoring Capacity Building Programs: Assess the delivery of life-skills and digital-skills training in selected schools, ensuring that they meet the specified requirements.
3. Conditional Cash Transfer Monitoring: Monitor the delivery and impact of conditional cash transfers to ensure the correct beneficiaries are targeted and funds are appropriately disbursed.
4. General Monitoring of Project Activities: Monitor all project activities across components and sub-components as outlined in the PAD and PIM, ensuring progress against key performance indicators.
5. Verification and Reporting: Conduct final verification of project civil works and intermediate outputs, providing detailed reports on whether they meet the required specifications. Prepare draft and final verification reports for submission to the NPCU, including recommendations for course correction where necessary.

3.1 Additional Responsibilities:
– Ensure the existing MIS functions as an online/offline monitoring platform to record project findings, track progress in real time.
– Conduct practical training workshops in the use of the TPM digital monitoring platforms to the NPCU and SPIUs.
– Conduct a comprehensive exercise to evaluate the project’s effectiveness in achieving its development objectives and key performance indicators (KPIs).
– Conduct monthly meetings with M&E Officers from the NPCU and SPIUs to share findings and propose mitigation actions on monthly bases.
– Regularly produce monthly, quarterly, and six-monthly progress reports summarizing project status, challenges, and recommendations. Present findings to the NPCU and the World Bank

4.0 Expected Requirements for the Firm:
To perform the requested tasks/activities and achieve the desired objectives of this consultancy, the qualifying firms to be selected should:

Clearly demonstrate the legal name, organizational structure and indicate explicitly an expression of interest in the assignment as well as demonstrate a clear understanding of the assignment.

Be a provider of expert M&E, MIS and operational research services with demonstrable years/projects experience in, preferably, Nigeria or Africa or in developing countries.

Have team with proven experience in providing technical support and advisory services to project M&E units of the Federal and State PIUs, including good practices for greater transparency and improved governance, and developing M&E Systems to ensure that M&E is operational early in the project.

Experience in managing large, multi-state projects, with demonstrated expertise in construction monitoring, financial audits, and verifying large-scale social transfer programs (such as conditional cash transfers).

The Plastics Recycling Program in Southern Nigeria (PReP) project is a 2 year-long project that is being implemented in Lagos and Anambra States in collaboration with a local business partner – Growing Business Foundation (GBF) and funded by the CocaCola Foundation (TCCF). However, with the success of the PReP project, TCCF has given approval for a new phase of the PReP project i.e. PReP 2.0. The PReP 2.0 program aims to catalyze profitable and inclusive economic opportunities in Nigeria through the plastics recycling industry, resulting in over 2,400 new and improved jobs. The program will build on the earlier phases of NPSA and PReP in Lagos and Anambra, expanding to a new geography of Kano State.

2. Have a minimum of Two (2) similar contracts with at least a value of NGN 100 million, that have been satisfactorily or substantially completed January 1, 2020 and the submission deadline.
3. Have a minimum average annual construction turnover in the last Five (5) years of at least NGN 58 million.
4. Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than NGN 15 million.
