INVITATION FOR TENDER FOR EXECUTION OF PROJECTS IN 2025 APPROPRIATION

1. The Federal Government of Nigeria has appropriated funds for the Federal Polytechnic of Oil and Gas Bonny, Rivers State in the year 2025 appropriation for the execution of projects towards achieving the mandate of the institution. Accordingly, and in line with the Provision of the Public Procurement Act 2007, the Polytechnic hereby invites interested and reputable contractors/suppliers with relevant experience and track record to submit Technical and Financial bids for the projects listed below:

2. SCOPE OF WORKS:

1 | Rehabilitation of Office Buildings, Lecture Halls, Students Hostels and Rectors Residence.
2 | Procurement and Installation of Furniture and Fittings for Office, Classrooms and official residence of the Rector.
3 | Procurement, Installation, Testing and Commissioning of Educational Laboratory/Workshop Equipment for Electrical/Electronic Technology Department.
4 | Procurement, Installation, Testing and Commissioning of Educational Laboratory and Workshop Equipment for Petroleum and Gas Engineering Department.
5 | Procurement, Installation, Testing and Commissioning of Educational Laboratory/Workshop Equipment for Science Laboratory Technology Department.
6 | Supply of Multi-Purpose Laptops and Printers for ICT Laboratory.

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1 or CAC 2 and CAC 7.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years, 2022, 2023 and 2024 valid till 31st December 2025,
c. Evidence of Pension Clearance Certificates valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025.
f. Evidence of Registration on the National database of Federal Contractors, Consultants and Services providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid certificate issued by the Bureau of Public Procurement (BPP).
g. Sworn Affidavit:
• Disclosing whether or not any officer of the relevant committees of the Federal Polytechnic of Oil and Gas, Bonny, Rivers State or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.

1. The Edo State Government through the Federal Government of Nigeria has received financing from the World Bank toward the cost of the Edo State Immunization Plus and Malaria Progress by Accelerating and Transforming Services (IMPACT) Project and intends to apply part of the proceeds toward payments under the contract for Procurement of Medical Facility Equipment for Equipping 31 Upgraded Primary Healthcare Centers (PHCS) IN EDO STATE (Six (6) Lots).

2. The Edo State Immunization Plus and Malaria Progress by Accelerating and Transforming Services (IMPACT) Project now invites sealed Bids from eligible Bidders for the Procurement of Medical Facility Equipment for Equipping 31 Upgraded Primary Healthcare Centers (PHCS) IN EDO STATE (Six (6) Lots). The list of Goods required including quantity, delivery address, delivery period etc. are given in the Schedule of Requirements contained in the bidding document

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations on www.worldbank.org/procurement

4. Interested eligible Bidders may obtain further information from Edo State Immunization Plus and Malaria Progress by Accelerating and Transforming Services (IMPACT) Project Office of the Executive Secretary, Edo State Primary Healthcare Development Agency, and inspect the bidding document during office hours of 9.00am to 4.00pm Monday – Friday (excluding Public Holidays) at the address given below

Qualification Criteria includes:
(a) Financial Capability: The minimum annual turnover of the Bidder in the last three years should be NGN 128,481,600 for LOT 1 and NGN 107,068,000 for LOT 2 to LOT 6
(b) The audited accounts for the last three years 2022, 2023 and 2024 shall be submitted to demonstrate the current bidder’s financial position.
(c) Evidence of Manufacturer’s authorization as applicable

Experience Criteria
i) Minimum of five (5) years general experience of the firm in the supply of Medical Equipment
ii) Documentary evidence of at least 2 similar contracts undertaken by the Bidder in the past 5 years, each must be similar in value, scope and complexity as this contract.

5. The bidding document in English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Thirty Thousand Naira (30,000) for the package.
