TERMS OF REFERENCE (TOR)
FOR THE CONDUCT OF THE 2025 PUBLIC PERCEPTION SURVEY OF THE NIGERIAN HEALTH SYSTEM

1. Title of the Assignment
Conduct of the 2025 Nigerian Health Sector Public Perception Survey

2. Background
Finaquest and an organization of interest is commissioning the 2025 Annual Health Report. As part of this initiative, it aims to incorporate citizen perceptions and user experiences into the performance assessment of the health system.

3. Objectives
The survey will:
– Capture population-representative data on patient satisfaction.
– Measure health system usage, experience, and public trust.
– Assess the impact of ongoing reforms and policy changes.
– Compare health system perception across demographic and geographic subgroups.

4. Scope of Work
The Consultant shall:
1. Conduct desk research on previous surveys and reports.
2. Design the survey framework including methodology and indicators.
3. Develop, translate, and pilot the survey instruments.
4. Conduct two rounds of nationwide telephone-based data collection with 2,500 respondents per round.
5. Analyze collected data and generate reports.
6. Present findings to stakeholders.

5. Methodology
5.1 Desk Research
Review of existing reports, including:
– Previous public perception surveys.
– Health policy and program documents.

5.2 Quantitative Survey
– Use of Computer Assisted Telephone Interviews (CATI).
– 2,500 adult Nigerians per round across all 36 states and the FCT.
– Sampling based on Probability Proportional to Population Size (PPPS), stratified by gender, age, LGA, senatorial district, and geopolitical zone.

5.3 Quality Control
– Pilot interviews and questionnaire refinement.
– Call-backs for 15% of completed interviews.
– Real-time monitoring and validation by supervisors.
– Training for enumerators and translators.
