1.0 INTRODUCTION The University of Agriculture and Environmental Sciences (UAES) Umuagwo, is a public University established by the Act of Imo State Parliament Law No. 4 of 2019. The establishment of this University was a direct response of the Government of Imo State to the burning need for more credible tertiary Institution needed to address the yearnings of the teeming youths of Imo State and the broader South-Eastern Nigeria desiring for qualitative third level education.
1.2 In compliance with the provisions of the Public Procurement Act 2007, UAES hereby invites interested, competent, reputable, suppliers, contractors with relevant experience to submit bids for the following lots under its 2024 TETFUND library intervention for library development.

Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7; Business Name is also acceptable for Service. ii. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years (2022, 2023 and 2024) expiring on 31st December, 2025; iii. Evidence of Pension Clearance Certificate valid till 31st December, 2025; iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025; v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2025; vi. Evidence of average turnover of N150 million. vii. Evidence of Interim Registration Report (IRR) expiring on 31st December, or valid Certificate issued by BPP; viii. Sworn Affidavit: • disclosing whether or not any officer of the relevant committees of procurement entity or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; • no Director of the Company has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; • that the Company is not Bankrupt, in receivership or under Liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged. xiii. Firm/Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications. xiv. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects; xv. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page. Duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS (GOODS) Interested bidders are to make non-refundable tender fee (online payment) of N20,000.00 per Lot through REMITA to University of Agriculture and Environmental Sciences Umuagwo and thereafter pick up bid documents from UAES Procurement Office with evidence of payment (receipt).
5.0 SUBMISSION OF TENDER DOCUMENTS (GOODS) Prospective bidders are to submit two (2) hard copies each of the Technical and Financial bids with soft copy of Financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “TECHNICAL BID” or “FINANCIAL BID”. The Borno State Government, through the Ministry of Works and Housing, in compliance with the Borno State Bureau on Public Procurement law 2019 as amended, wishes to invite interested, reputable, and suitably qualified Civil Engineering Contractors to submit bids for the following projects.
Lot I: Construction of drainage networks at International Conference Centre, Maiduguri (ICCM) Lot II: Construction of guest chalet at International Conference Centre Maiduguri (ICCM) Lot III: Construction of 2.5km reinforce concrete line drain (0.6mx0.6m) in Mallam Kyariki Village Mafa town of Mafa LGA. Bidding will be conducted in accordance with the open domestic bidding method and is open to all bidders.
2.0 ELIGIBILITY REQUIREMENTS 1. Evidence of registration with the Corporate Affairs Commission, including Certified True Copy (CTC) of memorandum and Articles of Association, (Form CAC 02 & CAC 07). 2. Evidence of Valid Registration with Borno State Bureau on Public Procurement and payment of relevant fees. 3. Evidence of Company’s Income Tax Clearance Certificate (TCC) for the last three years. 4. Evidence of PENCOM (Current Pension Clearance Certificate). 5. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate. 6. Audited financial Report and Account for the last three years. 7. Verifiable Documentary Evidence of at least three (3) similar works successfully/ongoing project, including Letter of Awards, Contract Agreements, job completion certificates and photographs of the project. 8. Company’s Profile, with Curriculum Vitae of relevant professionals/Technical Staff to be deployed for the project. 9. Sworn affidavit from a court of a competent jurisdiction in Nigeria, disclosing as follows; i. That the company is not in receivership ii. Compliance with Public Procurement Law, 2019. iii. That the Director(s) has/have never been convicted by any court of law iv. That the Company has not been debarred by any Government Agency or an International Organization.
NB. There is a waiver for Item 4&5 for domestic tenderers (Borno State Indigenous Contractors)
3. 0 COLLECTION OF TENDER DOCUMENT Interested eligible Bidders may obtain the tender documents from the Director Planning Research and Statistics (DPRS) of the Ministry of Works and Housing, Musa Usman Secretariat, Maiduguri upon payment of appropriate non-refundable Tender fees from 4th-28th November,2025.
4.0 SUBMISSION OF TENDER Completed technical and financial bids should be submitted in two different envelopes labelled “Technical Bid” and “Financial Bid” respectively, with the company name indicated at the back of the envelope. The two envelopes should be enclosed in a large envelope and marked (Technical and Financial) and addressed to: The Chairman, Ministerial Tenders Board, Borno State Ministry of Works and Housing, Musa Usman Secretariat, Maiduguri, on or before 28-11-2025.
