EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES.
The Kogi State Ministry of Water Resources (MOWR), based in Lokoja, is responsible for managing and regulating water resources for sustainable development and public benefit in the state. This includes and not limited to form and implementing policies, projects and programmes that ensures access to safe and sufficient water for diverse uses while also protecting the environment. In accordance with the Kogi State Public Procurement Law 2020, the ministry invites reputable and experienced consultants to submit proposals for Consultancy Services.
2.0 SCOPE OF WORK
I. EXPRESSION OF INTEREST (EOI)
Resident Consultancy Services for water supply schemes in Kogi State, and preparation of tender documents.
3.0 ELIGIBILITY REQUIREMENT
• Evidence of certificate of incorporation with CAC, including all the forms and documents. 1.1. business Name is also acceptable for services:
• Evidence of the company’s income Tax clearance certificate (or personal income tax clearance certificate of all the partners, in case of a business name) for the last three 3 years (2022, 2023 & 2024), valid till 31st December, 2025.
• Company audited accounts for the last three (3) years – 2022, 2023 & 2024.
• Evidence of registration with the Kogi State Bureau of Public Procurements.
• Reference letter from a reputable commercial bank in Nigeria.
• Company profile with the CVs of key staff to be deployed for the project, including a copy of the academic and professional qualifications.
• Verifiable documentary of at least three (3) similar jobs executed in the last five (5) years.
• Sworn Affidavit disclosing whether or not any officers of the relevant committee of the Kogi State Ministry of Water Resource or the Bureau of Public Procurement is a former or Present Director, shareholder, or has any pecuniary interest in the bidder and to confirm that all the information presented in its bid is true and correct in all particular.
• Services: evidence of the firm’s current registration with relevant regulatory professional body(ies).
• All documents for submission must be transmitted with a covering/forwarding letter under the company/firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the standard Expression of Interest (EOI) Form from the procurement department in room 217 Ministry of Water Resources Lokoja, Kogi State upon presentation of evidence of payment of a non-refundable tender fee of N25, 000.00 paid in favour of the Kogi State Government account in any commercial bank for invitation to tender only.
5.0 SUBMISSION OF THE TENDER DOCUMENTS

• Interested Firms should submit two (2) bound EOI documents duly signed.
SUBMISSION DEADLINE
• All proposals must be submitted in a sealed envelope clearly marked (proposal for consultancy services) and addressed to the office of the Honourable Commissioner, Ministry of Water Resources, Lokoja – Kogi State, And Kogi State Bureau of Public Procurement E-Procurement platform (eproc.bpp.kg.gov.ng) on or before 12.00pm, 12th February, 2026.
6.0 OPENING OF EXPRESSION OF INTEREST (EOI)
A. EXPRESSION OF INTEREST (EOI)
The expression of interest will be opened immediately after the submission deadline at 12 noon on 12th February, 2026, at the conference hall room 215, Ministry of Water Resources, Lokoja, in the presence of observers, while the financial bids will be kept unopened.
