1. INTRODUCTION
1.1 The National Centre for Agricultural Mechanization (NCAM) is a Research Institute under the Agricultural Research Council of Nigeria (ARCN) of the Federal Ministry of Agriculture and Food Security (FMAFS) with the overall mandate to mechanize Nigerian Agriculture through innovative research that will lead to the development of simple and low-cost technologies for removing drudgery in farming and processing of agricultural produce, thereby improving food security.

1.2 The Centre hereby invites interested reputable and competent Contractors/Suppliers and Consultant/Service Providers with relevant experience and good track records to tender for the following projects:

3. ELIGIBILITY REQUIREMENTS


Prospective bidders must possess the under-listed requirements to be eligible to participate in these procurements:
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name with Form BN1 is also acceptable for Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all Partners in case of Business Name) for the last three (3) years (2022, 2023 & 2024) valid till 31st December, 2025;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by BPP;
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the National Centre for Agricultural Mechanization (NCAM) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the projects;
l. For Agricultural Mechanization Technologies Trainings (Lot S001, S002, S003, S004, S005, S006, S007, S008, S009): Evidence of Firm’s current registration with the Nigerian Institution of Agricultural Engineers (NIAE);
m. For Training Programmes (Lot S010, S011, S012, S013, S014, S015, S016, S022, S023, S026): Evidence of Firm’s current registration with the Centre for Management Development (CMD);
n. For Supply of Equipment (Lot S024, S025): Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
o. Consultancy Services: Evidence of Firm’s current registration with the relevant regulatory professional body(ies);
p. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. SUBMISSION OF EXPRESSION OF INTEREST (EOI) AND PRE-QUALIFICATION DOCUMENTS
Interested Companies are to submit two (2) bound of Expression of Interest (EOI) in Hard Copy and one Soft Copy, and Pre-qualification documents for the Lot desired; two (2) hard copies each of the technical bids packaged in sealed envelopes and clearly marked as “Technical Bid”; separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to The Executive Director, National Centre for Agricultural Mechanization (NCAM), Km. 20, Ilorin-Lokoja Highway, P.M.B. 1525, Ilorin, Kwara State. The Envelope should be clearly marked with (the name of the Project and Lot Number). Furthermore, the reversed of each sealed envelope should bear the name and address of the company and drop it in the designated Tender Box at the office of Procurement Officer not later than 12:00 Noon, Monday, 22nd September, 2025.

5. OPENING OF EOI AND PRE-QUALIFICATION DOCUMENTS
The EOI and Technical bids will be opened immediately after the deadline for submission at 12:00 Noon, Monday, 22nd September, 2025 at the NCAM Ultra-Modern Training Centre (Glass House) in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of the Procurement Officer, Administrative Building, National Centre for Agricultural Mechanization (NCAM), Ilorin. Please note that the National Centre for Agricultural Mechanization (NCAM) will not be held liable for misplaced or wrongly submitted bids. 6. GENERAL INFORMATION
a. EOIs/Bids must be in English Language and signed by an Official authorized by the bidder;
b. EOIs/Bids submitted after the deadline for submission would be returned un-opened;
c. Bidder should not bid for more than Two (2) Lots;
d. All costs will be borne by the bidders;
e. The EOIs/Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
f. EOIs: Only shortlisted Applicants will be invited at a later date for collection of Request for Proposals;
g. Only pre-qualified bidders will be invited at a later date for collection of tender documents;
h. Tendering with false documents is an offense, which will lead to disqualification and prosecution;
i. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services); bids collected after the deadline for submission would be returned un-opened;
j. The National Centre for Agricultural Mechanization (NCAM) is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
