1. INTRODUCTION
Oando Energy Resources Nigeria Limited (OERNL) intends to issue a contract for the Engineering, Procurement and Construction (EPC) of Manuso Cluster facilities installation in the Manuso Project locations.

Based on the above, the project is intended to be executed through a single contract awarded to one contractor.

OERNL hereby invites submissions for the purpose of evaluation from suitable and reputable companies with the proven capability and experience to execute the defined scope of work.

2. SCOPE OF WORK
The scope of work covers but is not limited to the following:
I. The Engineering, Procurement, and Construction (EPC) of the Manuso Cluster facilities, ensuring seamless integration with existing installations; details of the scope will be provided in appendix D—scope of work during the Invitation to Technical Tender (ITT) stage.
II. The planning and execution of project activities to minimize operational disruptions, including site evaluations, secured access routes, and the acquisition of all required permits, while upholding strict safety, environmental, and community standards throughout project execution.
III. Safeguard ongoing operations, provide medical first-aid facilities, and ensure that all activities comply with the company’s approved standards and procedures.

3. MANDATORY REQUIREMENTS
a) To be eligible for this tender exercise, interested contractors must be pre-qualified in the 4.04.01 – Steel/Metal/Concrete Structures/Platform/Vendor Category B of NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).
b) To confirm your pre-qualification status and view your listed product/service category, visit https://vms.nipex.org/login and log in with your details. Click on the products/services tab to view your status and product codes.
c) If you are not listed under the required product/service category but you are registered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to do business, contact NipeX at their office located at 2nd Floor, 32 Ozumba Mbadiwe Avenue, (Antan Office Building), Victoria Island, Lagos with your DPR certificate as evidence for verification and necessary updates.
d) To initiate the JQS pre-qualification process, visit www.nipex-ng.com and click on the services tab followed by NJQS registration.
e) To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.

4. NIGERIAN CONTENT
Bidders are invited to demonstrate full understanding, willingness, and commitment to develop in-country capability and capacity for related items in compliance with the Nigerian Oil and Gas Industry Content Development Act (NOGICD Act, 2010).
