INVITATION TO BIDDERS
BID NOTICE UNDER OPEN DOMESTIC BIDDING

The Office of the Head of Service in compliance with best practice guidelines and Public Procurement Act (2016) hereby wishes to invite reputable and interested bidders/suppliers with requisite expertise and experience to tender for:

• CONSTRUCTION OF STATE SECRETARIAT PHASE II OFFICE COMPLEX

Consist of :
i. Two Storey building
ii. 201 nos of Offices
iii. 7 Conference Rooms/Halls

1. The Entity hereby invites sealed Bids from eligible interested bidders/vendors for the execution of the above described works/supplies:
2. Interested Bidders are required to provide details satisfying the following eligibility criteria:
• Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) of Nig;
• Company Income Tax Clearance Certificate for the last Three (3) years (2023, 2024 & 2025)
• Company Audited Accounts for three (3) years (2023, 2024 & 2025);
• Company’s profile;
• Evidence of Financial Capability including Bank reference letter indicating willingness to provide credit facility if/when necessary and needed.
• Evidence of Registration with Yobe State Bureau on Public Procurement.
3. Bidding will be conducted through National Competitive Bidding procedures as specified in the Yobe State Bureau on Public Procurement’s Guidelines (Procurement of Goods, Works and related Services) and is open to all eligible bidders as defined in the Procurement Guidelines.
4. Interested eligible bidders/vendors may obtain further information from the Director, Planning Research & Statistics and collect bidding documents during office hours (0900 to 1500 hours) at Office of the Head of Service, Governor’s Office, Damaturu.
5. A Complete set of bidding documents may be purchased by interested eligible bidders/vendors upon payment of non-refundable fee of Fifty Thousand Naira Only (N50,000.00).
6. Bids must be delivered to Office of the Head of Service, Governor’s Office, Damaturu on or before 30th January, 2026.
7. Bids will be publicly opened in the presence of the vendors/bidder’s designated representatives at Office of the Head of Service, Governor’s Office, Damaturu by 12:00 noon.
