EXPRESSION OF INTEREST FOR THE ENGAGEMENT OF EXTERNAL AUDITOR
1.0 INTRODUCTION
The University of Abuja (now Yakubu Gowon University, Abuja) was established by the Federal Government in January 1988. It is Nigeria’s first dual-mode University with a mandate for both conventional and distance learning education. Academic activities commenced in 1990 and a portion of land measuring 11,678.28 hectares was allocated to it by the then President of Nigeria, General Ibrahim Badamasi Babangida, GCFR for continuous expansion. Today, the University has a college of Health Sciences, 17 faculties, over 70 undergraduate programmes, a revitalised Centre for Distance Learning and Continuing Education, a School of Postgraduate Studies, an Institute of Education, and a thriving Business School, along with multiple research centers and Institutes.
By provisions of the Universities (Miscellaneous Provision) Act, 1993 as amended, the University invites reputable and qualify Auditing firms to submit expression of interest document for the Auditing of University financial Books.
2.0 ELIGIBILITY REQUIREMENT
Interested Auditing firms are required to submit the following mandatory documents;
i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
ii) Evidence of current Company Income Tax Clearance Certificate valid till 31st December 2025.
iii) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025. (Applicable to Bidders whose staff strength is 5 and above and the Bidders Turnover is N50m and above)
iv) Evidence of current Pension Compliance Certificate valid till 31st December 2025. (Applicable to Bidders whose staff strength is 15 and above.
v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2025.
vi) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st of December 2025 or valid Certificate issued by the Bureau for Public Procurement (BPP).
vii) Copy of Certified Audited company Accounts for the immediate past three years (2022,2023 and 2024) duly stamped by certified Auditors.

A. BACKGROUND AND OBJECTIVE
The Federal Government of Nigeria (FGN) has received a credit from the African Development Bank (AFDB) towards the cost of the Abia State Integrated Infrastructure Development Project (ABSIIDP), and it intends to apply part of the proceeds for Consultancy Services for the Recruitment of an external Auditor for Abia State Integrated Infrastructure Development Project (ABSIIDP). ABSIIDP Objective is to contribute to socio-economic development, poverty reduction through improved road transport infrastructure to reduce road maintenance costs, vehicle operating cost and travel time.
The Specific Objectives of the assignment allow the auditor to express an independent and professional opinion on the technical and financial position of the project (and, as applicable, the Executing Agency) to ensure that the funds provided have been used solely for their intended purposes; to express an independent and professional opinion on the adequacy of project internal controls, and to provide opinion on the compliance with the covenants of the financing agreement(s) and the applicable laws and regulations. Where present, the auditor should indicate the extent of any non-compliance to each financial and technical covenant.
The Abia State Ministry of Works now invites eligible consulting firms to indicate their interest in providing the Services.
INVITATION FOR PROPOSAL AND QUOTATION FOR ENGAGEMENT AS EXTERNAL AUDITORS.
1. Introduction
COMMUNITY AID CONNECT INITIATIVE FOR THE NEEDY is a Community Based Organization (CBO) with a mission to empower and connect communities through education and aid, herein after referred to as Community Aid Connect (CAC) has its principal office at Suite 108, Workconnect, 50 Ebitu Ukiwe Street, Jabi – Abuja, FCT, Nigeria. Sequel to the approval of Community Aid Connect (CAC) Board of Trustees, and in compliance with its Procurement Policy, for engagement of external auditors, we hereby request for proposal and quotation from reputable Audit Firms to be engaged for statutory audit of books of accounts of Community Aid Connect for the Financial Year 2025.
2. Eligibility
The following are required from the prospective firms:
1. Evidence of Certificate of Incorporation from issued by Corporate Affairs Commission.
2. Evidence of Firm’s Registration with ICAN or ANAN or other related regulatory professional bodies.
3. Evidence of Firm’s Registration with Financial Reporting Council of Nigeria (FRCN).
4. Company/Firm’s profile with curriculum vitae (CV) of key staff to be deployed for the project including copies of their academic/professional qualifications, such as ICAN, ANAN, etc.
5. Verifiable evidence of at least three (3) similar jobs executed in the last five (5) years.

REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICES FOR THE AUDIT OF RESETTLEMENT ACTION PLAN (RAP) IMPLEMENTATION

The Federal Government of Nigeria has secured a loan from the African Development Bank towards Ekiti Knowledge Zone Project (EKZ). The project site is located between Ago Araromi in Ado Local Government Area and Ijan Ekiti in Gbonyin Local Government Area in Ekiti State. The Project intends to apply a portion of the loan on the consultancy services for the Audit of the Resettlement Action Plan (RAP) Implementation in all the settlements along the project area.
The overall objective of the Audit is to assess the level of compliance of the project with the RAP of the project; the applicable national involuntary resettlement legislations, regulations, norms, standards, and procedures and identify non-compliance and shortcomings, and the direct and root-causes of such non-performance.
The audit will also (i) identify gaps between the applicable national involuntary resettlement legislations, regulations, norms, standards, and procedures in the RAP implementation and the Operational Safeguard 5 (OS5) the African Development Bank and (ii) recommend corrective actions which may include a costed, accessible and culturally appropriate Grievance Redress Mechanism.
The firm is to review all existing project documents but not limited to the Environmental and Social Assessment report and the Resettlement Action Plan.
The Ekiti State Development and Investment Promotion Agency (EKDIPA), the Implementing Agency, now invites eligible individual consultants and consulting firms to indicate their interest to provide the services of a RAP Auditor to ensure that Project Affected Persons, who will be affected by the implementation of the project, are adequately compensated for their assets and/or loss of economic benefit derivable from the project area.
