CONSULTANCY SERVICES FOR ENGAGEMENT OF A CONSULTANT FOR VIDEO DOCUMENTARY FOR STATES UNDER THE RURAL ACCESS AND AGRICULTURAL MARKETING PROJECT.

The Federal Government of Nigeria through the Federal Ministry of Agriculture and Food Security has received financing from the World Bank & French Development Agency (AFD) to finance activities under the Rural Access and Agricultural Marketing Project (RAAMP) and on-let the financing to participating states. The Federal Project Management Unit (FPMU) intends to apply part of the proceeds to payments under the contract for Consultancy Services for Engagement of a Consultant for Video Documentary Under the Rural Access and Agricultural Marketing Project.
A total of 19 State Project Implementation Units (SPIUs), under respective state government ministries in the same number of participating states, are responsible for the physical implementation of the project activities at the state level. The participating states include Abia. Akwa Ibom, Bauchi, Ebonyi, Ekiti Gombe, Kano, Kaduna Katsina, Kebbi, Kogi, Kwara, Ogun, Ondo, Osun, Oyo, Niger, Plateau, and Sokoto.
The Project Development Objective (PDO) is to improve rural access and agricultural marketing in participating states while strengthening the financing and institutional base for effective development, maintenance and management of the rural road network.
The services included under this assignment are as follows;
The documentary will be produced in three distinct phases, with each phase highlighting different stages of project implementation:
Phase 1 Documentary (First Semester – 30 Minutes + 5-Min Summary)
To be produced within the first 3 months of engagement, showcasing:
- Baseline Conditions – The deplorable condition of rural roads before RAAMP interventions, including stories from communities on the challenges faced among the participating states.
- Ongoing Interventions – Coverage of roads currently under construction across selected sites. Footage will include drone views, machinery in operation, and stakeholder interviews.
- Early Completed Roads – Highlighting roads that are already completed among the participating states The project will assist the consultant in providing information on the completed project sites
Phase 2 Documentary (Follow-up – 30 Minutes + 5-Min Summary)
To be produced 3–6 months after the first phase, showcasing:
- Expanded footage of ongoing construction as more contracts are awarded and projects mobilized across the 19 states.
- Updated footage and interviews from sites where significant progress or completions have occurred.
- Roads completed in phase 1 to be included
Phase 3 Documentary (Final – Only Completed Roads)
This phase will focus solely on fully completed and functional roads across the participating states. It will provide a conclusive narrative on RAAMP’s achievements, focusing on outcomes, beneficiaries, and impact.
Geographic representation
Given the limited duration of the documentary, the consultant is expected to come up with the criteria for states and roads to be considered under phase 1, phase 11 and phase 11 of the documentary based on the geopolitical spread, project status, accessibility and visual story telling in his inception report
Pre-Production Responsibilities

The assignment will be for an initial duration of one-year (1) year with possibility for extension. Deliverables will be spaced across the consultancy period to accommodate the evolving nature of project implementation.
