1. The Federal Government of Nigeria (FGN has received financing from the African Development Bank toward the cost of the Special Agro-Industrial Processing Zones (SAPZ) Program Phase I being implemented in the five (5) participating states of Kaduna, Oyo, Cross River, Imo and Ogun, and intends to apply part of the proceeds toward payments under the contract for Design and Build of an Agro-Industrial Hub (AIH) and Agricultural Transformation Center (ATC) in Imo State. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines for Investment Project Financing.

2. The Imo State Project Implementation Unit now invites sealed Proposals from interested eligible applicants for the Design, Build, and Operation of the AIH and ATC located in Oloshi, Ohaji/Egbema Local Government Area of Imo State. The scope of work includes the Design, Build, and operation, using a site-and-services model, of a 150 Ha AIH and 20 Ha ATC. The facilities to be provided include fencing; administrative block, quality control and social buildings, roads, drainage, power supply and water, sewage/wastewater treatment and solid waste management.

3. The procurement will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Procurement Policy for the Bank Group Funded Operation (October 2015), which is available on the Banks website at http://www.afdb.org/en/projectsandoperations/procurements/new-procure-policy, and is open to all eligible Proposers.

4. Interested eligible Proposers may obtain further information from State Project Coordinator, Imo State Project Implementation Unit, and inspect the RFP Document during office hours i.e. 09:00 to 17:00 hours local time at the address given below.

5. The RFP Document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of N250,000.00 (two hundred and fifty thousand Naira). The method of payment will be Bank Draft payable to ImoSpecial Agro-Industrial Processing Zones Counter-Part Fund. The document will not be sent by delivery procedure.

6. A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes.

This call aligns with the Kan-Invest Waste-to-Wealth Strategy Document (2025) as well as the Kano State Climate Change Policy (2025), which seeks to foster investments in the circular economy to address the triple planetary crisis of climate change, environmental pollution and biodiversity loss while also creating jobs and boosting economic opportunities. Our vision is to transform Kano into the premier hub for circular-economy investments in West Africa. This EOI is being issued to identify credible private sector partners for Public-Private Partnership (PPP) projects under Kano State’s 5-Year Multi-sectoral Investment Plan. Kano State generates over 4,000 tons of waste daily, with only 20% of it being managed. This presents a significant and largely untapped economic opportunity estimated at over ₦114 Million Naira daily in potential revenue (based on current market rates for recyclable commodities and energy tariffs). The potential of Kano State indicates that a fully operational circular economy could generate over ₦500 billion in economic value annually while creating 200,000 direct jobs and significantly reducing environmental degradation. This EOI is the first step in identifying qualified partners to unlock this generational opportunity. The core objective is to implement a robust Circular Economy model in Kano, thereby addressing environmental sanitation challenges, generating cleaner energy and resources, creating inclusive job opportunities, and reducing the State’s carbon footprint (GHG tons CO2e reduced/removed) and contributing to Nigeria’s Nationally Determined Contributions under the Paris Climate Agreement.

In compliance with the Infrastructure Concession Regulatory Commission (Establishment, Etc) Act 2005, the University of Port Harcourt hereby wishes to advertise for the above-stated services as follows:

1. INTRODUCTION
The University of Port Harcourt, a highly ranked University, was established in 1975 and is one of the second-generation Universities in Nigeria. With a population of over 35,000 students and robust staff strength, the University operates in three (3) closely knitted campuses, set in a serene and hospitable community with the neighboring University of Port Harcourt Teaching Hospital. The University of Port Harcourt Bottling Water Company Ltd in the main Campus is accessible within five (5) minutes’ drive from the University of Port Harcourt Dan Etete Gate and the Abuja Park Gate from Delta Park Campus of the University.

2. FACILITIES OF THE UNIVERSITY OF PORT HARCOURT BOTTLING WATER COMPANY LTD
The University of Port Harcourt Bottling Water Company Limited has the following facilities:
• Production Facility: Located at Abuja Campus, Uniport, Port Harcourt, Nigeria, where they produce high-quality table water in sachets, bottles, and refill for dispensers.
• Water Treatment Plant: Equipped with advanced water treatment technologies, including sand filtration, granular activated carbon filtration, sediment filtration, microfiltration, and UV sterilization, to ensure the water meets World Health Organization (WHO) standards.
Some of the company’s capabilities include:
• Delivery Services: They offer prompt delivery services to customers in the University Community, Choba, Aluu and other surrounding areas of the University.
• Quality Control: A quality control team conducts regular tests to ensure that the water meets WHO standards.
• NAFDAC Approval: Their products are NAFDAC-approved, ensuring compliance with regulatory standards.
It is worth noting that the University of Port Harcourt has partnerships with organizations that support research and development in water treatment and management.

NOTE, HOWEVER, THAT:
• The use of the ancillary facilities is dependent on the needs of the Plant and the requirements of the Manager/Operator. This subject to negotiation with University.
• The successful Manager/Operator may wish to refurbish the existing water bottling plant and two existing water infrastructure to enhance production for the plant, subject to agreement.

4. SCOPE OF SERVICES OF THE UNIVERSITY OF PORT HARCOURT BOTTLING WATER COMPANY LTD.
The University of Port Harcourt Bottling Water Company Ltd, offers the following services:
• Water Production: The Company produces high-quality table water in sachets, bottles, and refill for dispensers, adhering to NAFDAC standards.
• Water Treatment: The Company employs a multi-step water treatment process, including:
• Sand Filtration: Removes suspended solids and particles from the water.
• Granular Activated Carbon Filtration: Removes chemicals, odors, and tastes.
• Sediment Filtration: Traps particulate matter.
• Microfiltration: Removes tiny particles and microorganisms.
• UV Sterilization: Kills bacteria and other microorganisms.
• Quality Control: The Company has a quality control team that conducts regular tests to ensure that the water meets World Health Organization (WHO) standards.
• Distribution: The Company distributes its products to customers in the University Community, Choba, Aluu and other surrounding areas.
